依法行政、建设法治政府

Exercise governance in accordance with the law and build a law-based government

依法治国是我们党执政兴国的基本方略。推进依法行政、建设法治政府是我们的基本目标。治国理政，造福民众，必须依靠法治。法治有两条最基本要求，就是任何人都必须依照法律法规办事，而且要公开透明。只有这样，才能让人民群众增强信任感。要加强第三方监督，让公共资金在阳光下运行，这样才能真正使好管好保民生、惠民生的财政资金，为人民办的实事才能真正办好。

Promoting law-based governance is the basic strategy of our Party for governance and development. To exercise governance in accordance with the law and build a law-based government is our basic goal. We must be bound by the rule of law in exercising governance so as to ensure people’s wellbeing. Two things are essential for the rule of law: Everyone must abide by the law and regulations, and there should be openness and transparency. This is the only way to win trust of the people. Third-party supervision should be strengthened to ensure transparent use of public funding. This will ensure that government funding for ensuring and improving people’s wellbeing is under sound management and put to good use and that we can deliver concrete results to the benefit of the people.

注重教育公平

Promote equity in education

教育是民生改善的来源，传承文明的载体。让孩子受教育并且受到良好教育，是几乎每个家庭的共同愿望。掌握知识让人们拥有更多的发展机会，也有利社会文明得以延续、道德规范得以遵循。持续发展经济、不断改善民生、促进社会公正是本届政府的三大任务，教育公平具有起点公平的意义，是社会公平的重要基础，可以使人们通过自身努力，提升参与平等竞争的能力，这有助于促进社会纵向流动。要缩小中国发展中存在的城乡和区域这两个最大的差距，就要培养更多服务中西部和农村的人才。教育资源要向中西部和广大农村地区倾斜，提升中西部地区教育水平。要加强东中西部教育协作，尤其是国家重点高校，要强化服务国家战略的意识，鼓励优秀教师以多种方式到中西部服务。运用现代信息技术，让贫困地区的孩子共享优质教育资源。在教育公平上要多想办法、多做实事。东部地区要创新理念和模式，在提高教育质量上发挥示范引领作用。

Education will lead to better life for the people; and it is through education that civilization sustains itself. Every family wishes to have good education for its children. Knowledge gives one more opportunities in life, sustains civilizations and ensures that ethical norms are observed. To maintain sustainable growth, improve people’s lives and promote social equity are the three major goals of this government. Equity in education gives everyone a fair chance at the beginning of life and therefore constitutes an important foundation of social equity. Equity in education makes it possible for people to participate in fair competition through their efforts; and this pronmotes vertical mobility in a society. To narrow the gaps between urban and rural areas and between regions in China, two biggest gaps in China’s development, we need to train more competent personnel who will work in central and western regions and in rural areas. More educational resources should be allocated to these regions and the vast rural areas to enhance education there. It is thus necessary to strengthen cooperation among eastern, central and western parts of China. The leading Chinese universities, in particular, should carry out national strategies with a keen sense of responsibility and encourage good teachers to teach in central and western China in diversified ways. New information technologies should be used so that quality educational resources can reach children in poor areas. We need to take more creative and credible steps to promote equity in education. The eastern region should be a pace-setter in raising the quality of education by developing new vision and models.

推动科技创新

Boost scientific and technological innovation

发挥科技第一生产力作用，关键是促进科技和经济社会深度融合，并以创新和创业为导向。要增强科技创新实力，提升产业核心竞争力，就必须围绕大局，瞄准世界科技与产业革命的大趋势和我国经济社会发展需要，紧扣结构调整和转型升级的要求，通过创新体制机制，充分发挥企业的主体作用，使广大科研人员的创造活力、创新能力迸发出来，使创新成果转化为实实在在的经济社会效益，让科技造福人民。应用研究和基础研究都要沿着这个方向加大力度。

To fully unleash the role of science and technology as the primary productive force, it is important to make its development drive economic and social progress, innovation and job creation.To enhance innovation-making capacity and techology and core competitiveness of industrial sectors, we need to bear in mind China’s overall development goal, closely follow new trends in overseas science and technology and industrial revolution, and strive to meet the needs of China’s economic and social development. We should fully respond to the need of structural adjustment, economic transformation and industrial upgrading, and give full rein to the initiative of businesses and creativity of researchers by improving systems and mechanisms. By doing so, we can turn turn innovations into solid economic and social progress and make science and technology benefit the people. We must make greater efforts to pursue this goal in both applied and basic research.

加强生态保护和建设

Strengthen ecological protection and development

保护绿水青山，留住蓝天白云，是全体人民福祉所系，也是对子孙后代义不容辞的责任。必须始终把建设生态文明、保护生态环境放在突出位置，强化科学治理，推广适用技术，实行最严格的源头保护制度，严守生态保护红线，以重点区域和关键领域为抓手，实施重大战略性生态工程，充分发挥市场作用，调动各类社会主体投身生态保护和建设的积极性，坚持在发展中保护、在保护中发展，让当代人受益，为中华民族永续发展奠定坚实基础。

Ensuring clear water, green mountains and clean air is vital for people’s wellbeing, and it is our unshirkable responsibility to future generations. High priority should be given to building a sound ecology and protecting the environment at all time. We should strengthen environmental improvement in a well-planned way, promote the use of applicable technologies, practise the strictest possible protection at the source, and ensure that the red line in ecological protection is not crossesd. With focus on key regions and sectors, we should launch major ecological projects of strategic significance, fully leverage the role of the market, and motivate all entities in the society to engage in ecological protection and development. We should make development and ecological protection a mutually reinforcing process so that it will both benefit the current generation and lay a solid foundation for sustaining the development of the Chinese nation.

在全社会共同筑起防治艾滋病的防火墙

Build a society-wide firewall against AIDS

做好防艾工作，首先要依靠科学，落实和完善综合干预措施，破解防治难题，提升防控成效。同时，要更加重视人文关怀，消除对艾滋病感染者和病人的歧视，保障他们合法权益。用科学战胜病魔，用爱心温暖患者。照亮夜空需要无数颗闪亮的星星。做好防艾工作，不仅要更好落实政府责任，还需要千百万满怀爱心的志愿者的参与奉献。社会组织在艾滋病防治中，无论是沟通患者心灵、抚慰精神创伤，还是干预高危行为、引导患者融入社会，都发挥着不可替代的作用。有关部门要改革创新，通过购买服务、提供支持，激发更多社会组织参与防艾工作，共同编织爱心之网，筑起防治艾滋病的防火墙，在中华大地上遏制住艾滋病的流行，并为全球艾滋病防治做出应有贡献。

To effectively prevent and treat HIV/AIDS, we must rely on science, implement and improve comprehensive interventions, resolve difficulties in AIDS prevention and treatment, and make such prevention and treatment more effective. At the same time, we should give loving care to those affected, fight discrimination against HIV carriers and AIDS patients, and protect their legitimate rights and interests. We should fight the disease with science and warm the hearts of patients with love. It takes numerous stars to light up the night sky. Likewise, in the endeavor to prevent and treat HIV/AIDS, in addition to the government playing its part, the participation and dedication of millions of volunteers with love and care are needed. Social organizations play an irreplaceable role in AIDS prevention and treatment by communicating with patients and relieving their emotional pain, intervening in high-risk behaviors and helping patients integrate into the society. The competent government authorities should carry out reform and innovation and encourage more social organizations to get involved in HIV/AIDS prevention by purchasing their services and giving them support. This way, we can build a network of love and a firewall against AIDS to curb its spread in China and contribute our due share to the global campaign of AIDS prevention and treatment.
