中共十八届三中全会对全面深化改革作出了重大决策部署,为工业和信息化部全面深化改革、加快职能转变指明了方向。当前中国工业已进入到一个必须加快转型升级的新阶段。工业和信息化部提出,要准确把握工业化所处的历史方位,按照2020年基本实现工业化的总体要求,以改革创新精神开创新型工业化发展新局面。

 

The decision on major issues concerning comprehensively deepening reforms made at the Third Plenary Session of the 18th CPC Central Committee has laid a clear direction for the Ministry of Industry and Information Technology (MIIT) to comprehensively deepen reforms and accelerate the function transformation. At present, the Chinese industry has already entered a new phase for indispensable speeding up of transformation and upgrading. The Ministry has stated that a new path to industrialization should be created through reform and innovation based on the overall requirements to basically complete industrialization by 2020 and the accurate recognition of its historical status.

 

今后一个时期,要把贯彻落实十八届三中全会精神作为全系统的首要政治任务,不折不扣认真贯彻落实中央决策部署,以极大的勇气和决心推动全面深化改革,充分发挥市场配置资源的决定性作用和更好发挥政府作用,激发企业创业创新活力,提高资源配置效率,破解制约工业转型升级的需求、技术和资源瓶颈,使改革红利同内需潜力、创新活力更好结合起来,为新型工业化提供动力支持和体制保障。

 

In the years to come, the implementation of the spirit of the Third Plenary Session of the 18th CPC Central Committee should be identified as the political priority for the whole Ministry to fully execute the decision of the Central Government so as to promote the comprehensive deepening of reforms with great courage and determination by letting the market play a decisive role in allocating resources and giving better play to the role of the government and to stimulate entrepreneurship and motivate enterprises to innovate while resolving the demand, technology and resource bottlenecks in the industrial transformation and upgrading process with more efficient resource allocation. As a result, the combination among the dividend from reforms, the potential of domestic demand and the vitality for innovation can be better achieved to provide driving force and institutional guarantee for new industrialization.

 

2014年是全面深化改革年。工业和信息化部工作重点是加快职能转变和自身改革步伐,积极推进和参与重要领域、关键环节改革。

 

The year of 2014 is the year for comprehensively deepening reforms. The MIIT will focus its efforts on the acceleration of function transformation and its own reforms to promote and participate in the reforms of major sectors and key links.

 

(一)深化行政审批改革。继续清理现有行政审批事项,最大限度地缩小审批、核准、备案的范围。到2014年底前部里的行政审批项目取消或下放17项,占全部审批项目的三分之一以上。完善行政审批事项目录清单并向社会公开,进一步优化审批程序,完善网上服务大厅,更好地服务社会公众。

 

1. Deepen the reform of administrative approval procedure. Efforts will be continuously made to sort out current administrative approval undertakings and minimize the scope of approval, verification and record-keeping. It is expected to eliminate or devolve 17 administrative approval projects of the Ministry by the end of 2014, over one third of the total. In addition, improvement will also be made to the approval list by making it open to the public and the approval procedure will be further optimized with enhanced online experience to better serve the public.

 

(二)提高市场监管水平。按照宽进严管原则,优化管理流程,健全规范管理制度。强化事中事后监管,重点加强电信、无线电、烟草、稀土、民爆等领域的市场监管。着力提高互联网行业管理水平,突出抓好基础资源和接入管理、互联互通、市场竞争秩序监管,引导规范新技术新业务的发展,强化用户个人信息保护,建立互联网企业经营异常名录和黑名单制度,切实维护消费者合法权益。

 

2. Strengthen market regulation. In accordance with the principle of lenient access and stringent regulation, the administration procedure and the related system should be optimized and standardized with enhanced mid-event and ex post market regulation especially in the fields of telecommunications, radio, tobacco, rare earth and civil explosives etc. Moreover, the administration of the Internet industry should also be enhanced by better regulating the basic resource and access management, interconnection and the market competition order, guiding the development of new technologies and businesses, strengthening the protection of users’ personal information and setting up the abnormal-list and black-list systems concerning the Internet enterprises’ operation so as to safeguard the legal rights and interests of consumers.

 

(三)创新管理方式。加强战略、规划、政策、标准的制订和实施。突出产业政策的功能性导向,加快修订钢铁、汽车、水泥等产业政策,依靠财税、金融、土地、价格等综合政策实施行业管理。严格环保、土地等准入标准硬约束,实施公告管理,开展试点示范,建立完善淘汰落后产能、支持产业优化升级的长效机制。完善面向行业协会的购买服务、委托服务、合同服务机制,做到“花钱办事不养人”、“花钱买机制”。

 

3. Innovate ways of administration. Efforts should be strengthened in the formulation and implementation of strategies, plans, policies and standards by highlighting the functional guiding role of industrial policies and accelerating the policy amendment of steel and iron, automobile and cement etc. so as to conduct industrial administration through fiscal, tax, financial, land, price and other comprehensive policies. We will also adopt strict hard constraints on access standards related to environmental protection, and land etc., conduct announcement management, launch pilot and demonstration programs, establish a long-term mechanism of improvement in phasing out backward capacity and support for industrial optimization and upgrading, and enhance the mechanisms of procurement, commission and contract services oriented towards industrial associations to “spend money on real practical work and mechanisms rather than being wasted on blind payment to personnel who do not make due contribution”.

 

(四)深化重点领域改革。一是支持非公有制经济健康发展。落实促进非公有制经济发展的“两个36条”,会同有关部门清理废除对非公经济各种形式的不合理规定,鼓励非公企业参与国有企业改革,发展混合所有制企业。二是鼓励引导民间资本进一步进入电信业,近日即将批复10家企业开展移动转售业务。深入推进电信基础设施共建共享,完善电信资费市场化形成机制,抓好对进一步深化电信体制改革的研究。三是推进军工企业股份制改造和军工科研院所改革,改革和完善军品市场准入和退出制度,引导优势民营企业进入军品科研生产和维修领域,推进军民用技术双向转移。四是配合做好盐业体制改革。

此外,工业和信息化部还将发挥熟悉行业和企业的优势,协调推进国有企业、财税、金融、资源性产品价格等领域体制改革,重点加强对“营改增”、消费税、资源税等税收改革措施的研究和政策储备,努力为产业发展营造良好的环境。

 

Furthermore, the MIIT will also bring the advantages of familiarized sectors and enterprises into full play, coordinate and promote the system reforms in state-owned enterprises, fiscal and taxation fields, finance, and resource-based product price etc., enhance research and policy reserves on tax reform measures, such as the “replacement of business tax with value-added tax”, the consumption tax and the resource tax, and strive to create a favorable environment for the industrial development.
