Ladies and Gentlemen,

Good morning! It is my pleasure to attend the Press Conference today. Hereby I would like to take this opportunity to extend my gratitude to the Press for your concern and support for our work in the field of rural migrant workers.

2013年，全国农民工总量2.69亿人，其中外出的农民工1.66亿人；农民工月均收入是2609元，农民工收入已经占到农民人均收入的50%。党中央、国务院高度重视农民工工作，出台了一系列政策措施，推动农民工就业的规模持续扩大，职业技能不断提高，工资收入大幅增加，参加社会保险人数较快增长，劳动保障权益总体上得到保护，享受子女教育、住房改善、计划生育、卫生等基本公共服务的范围不断扩大，关心、关爱农民工的社会氛围基本形成。　　

Rural migrant workers, a new pattern of labor force emerging in the process of China’s Reform and Opening Up, industrialization and urbanization, have become the majority of industrial workers in China. They have contributed greatly to China’s modernization by increasing income in rural areas, promoting economic development in urban areas, and accelerating reform and opening up process. By 2013, the total number of rural workers amounted to 269 million, among whom 166 million were migrant workers working away from their home towns, with an average monthly income of 2609 RMB. The income of rural workers accounted for 50% of the per capita average income in rural areas.

The Central Committee of the Communist Party of China (CPC) and the State Council attach great importance to work concerning rural migrant workers, and have adopted a series of policies and measures. Thanks to these efforts, rural migrant workers now have more employment opportunities, improved vocational skills, better payments, more access to social insurance, by and large safeguarded labor rights and interests, and expanded entitlement to public services. A social environment of caring rural migrant workers has been cultivated.

当前，农民工发展面临新形势、新挑战。农民工就业质量有待提高，劳动保障权益受侵害的现象时有发生，享受基本公共服务的范围需要扩大，特别是新生代农民工更加期望融入城市、共享经济社会发展成果，实现自身全面发展。党的十八大和十八届三中全会提出，有序推进农业转移人口市民化，这对农民工工作提出了新目标、新要求。我们将认真贯彻落实中央决策部署，把农民工工作放在新型城镇化整体工作中来抓，以改革创新精神，解决突出问题，形成有利于推进农民工市民化的体制机制，积极探索出一条中国特色农业富余劳动力转移道路。

Currently, work in the field of rural migrant workers faces new situation and new challenges. The employment quality of rural migrant workers needs to be improved, violations of the labor rights often occur, and migrant workers’ access to basic public services is still limited. In particular, the new generation of rural migrant workers are expecting more eagerly better involvement in city life, enjoying the fruits of social economic development, and achieving all-around self-development. The 18th CPC National Conference as well as the 3rd Plenary Session of the 18th Central Committee of the CPC have proposed to orderly promote the urban settlement of rural transferring population. Therefore, new targets must be set. We will fully implement the policies of the Central Government, prioritize work concerning rural migrant workers in the process of urbanization, solve prominent problems with reform and innovation in mind, establish institutions and systems that facilitate the urban settlement of rural migrant workers, and find an approach with Chinese characteristics to transfer rural surplus labors.
