Ladies and Gentlemen,
Good Morning. It is my great
pleasure to meet the friends from the press today. First, I would like to
extend our sincere appreciation to all of you for your persistent care and
support to the cause of water conservancy in China.
明天，3月22日，是第二十二届“世界水日”，同时也是第二十七届“中国水周”第一天。水利部确定今年我国纪念“世界水日”和开展“中国水周”活动的宣传主题是“加强河湖管理，建设水生态文明”。
Tomorrow, March 22nd, will be the
22nd World Water Day, as well as the first day of the 27th China Water Week.
Ministry of Water Resources of China has chosen “Enhancing Rivers and Lakes
Management and Promoting Water Ecological Advancement” as the main theme of
activities celebrating World Water Day and China Water Week for this year.
江河湖泊具有重要的资源功能和生态功能，是洪水的通道、水资源的载体、生态环境的重要组成部分，对人类文明、经济发展和社会进步具有不可替代的作用。新中国成立以来，党中央、国务院高度重视江河治理和水生态保护，着力加强河湖管理，促进了河湖防洪、供水、发电、航运、生态等综合效益的发挥，有力支撑了经济社会的可持续发展。在防洪上，扎实推进大江大河大湖治理，建成了一批重点水利枢纽工程，形成较为完备的防洪减灾体系，主要江河防洪能力显著提高；在供水上，水资源配置格局逐步完善，全国总供水能力超过7000亿立方米，大规模推进农村饮水安全工程建设，中等干旱年份可以基本保证城乡供水安全；在水能资源开发利用上，积极发展水电清洁能源，全国水电总装机量达到2.8亿千瓦，为保障我国能源安全做出了巨大贡献；在水生态文明建设上，已实现黄河连续多年不断流，塔里木河、黑河、石羊河等生态脆弱河流得到有效修复，奏响出一曲曲绿色颂歌。
Rivers and lakes perform
important resource and ecological functions. They are the passages of floods,
the sources for water and important elements of the ecology and environment.
They have been playing an indispensable role for human civilization, and
socio-economic development. Since the foundation of New China, the CPC Central
Committee and the State Council have attached great importance to water
conservancy and water ecology protection, making tremendous efforts to enhance
rivers and lakes management, improve the comprehensive capacity for flood
defense, water supply, hydropower generation, navigation and ecology
restoration, and support the sustainable socio-economic development. In the
field of flood control, we have made solid progress in the harnessing of main
rivers and lakes, constructed a number of key multi-purpose water control
projects, established a relatively complete flood control and disaster
mitigation system, and significantly improved the flood defense capacity for
main rivers. In the aspect of water supply, we have gradually improved the
water allocation regime, increased the national water supply capacity to above
700 billion m3, extensively promoted the rural drinking water safety program
and obtained the capacity of ensuring rural and urban water supply even in
medium-scale dry years. In the area of hydropower development, we have actively
promoted the hydropower as a clean energy and increased the national installed
hydropower generation capacity to 280 GW, making significant contribution to energy
security of China. In the aspect of water ecological progress, we have
succeeded in ensuring continuous river flow for the Yellow River, effectively
rehabilitated the vulnerable river eco-system of Tarim River, Heihe River and
Shiyang River, and restored the green landscape along the rivers and lakes.
但是，应该看到，由于受发展阶段制约，一些地方发展方式粗放，不重视河湖保护，出现了河道萎缩、湖泊干涸，湿地退化等一系列的自然灾害，对河湖健康构成严峻挑战，必须引起我们高度重视。
However, we should be aware that
due to the constraint of our current development stage, the extensive pattern
of economic growth and the neglect of rivers and lakes’ protection in some
regions still pose great challenges to the health of rivers and lakes, which
call for our great attention.
加强河湖管理，维护河湖健康，是建设美丽中国、建立生态文明制度的迫切需要，是推进工业化、城镇化、农业现代化和保障经济社会可持续发展的必然要求。水利部将今年我国纪念“世界水日”和开展“中国水周”活动的宣传主题确定为“加强河湖管理，建设水生态文明”，旨在促进社会各界更加关注和支持我国河湖管理工作，大力推动水生态文明建设。
Enhancing rivers and lakes’
management and maintaining the health of rivers and lakes are urgently required
by the building of a beautiful China and a sound system of ecological
civilization. They are also the preconditions for industrialization,
urbanization, agricultural modernization, and sustainable development for
society and economy. “Enhancing Rivers and Lakes Management and Promoting Water
Ecological Advancement” is the main theme designated by the Ministry of Water
Resources for the celebration of World Water Day and China Water Week, with the
aim of raising public awareness and support to rivers and lakes management in
China and accelerating water ecological advancement.
党的十八大把水利放在生态文明建设的突出位置，党的十八届三中全会提出紧紧围绕建设美丽中国，深化生态文明体制改革，加快建立生态文明制度，并将水资源管理、水环境保护、水生态修复、水价改革等纳入生态文明制度建设重要内容，提出了明确要求。
The 18th CPC National Congress
gave high priority to water conservancy in the overall strategy for promoting
ecological progress. The Third Plenary Session of the 18th CPC Central
Committee stressed that we should deepen the reform of ecological civilization
system and accelerate the development of a sound system, centering on the
building of a beautiful China. Water resources management, water environment
protection, water ecology rehabilitation, water price reform have been
incorporated into ecological advancement as important elements.
两会期间，政府工作报告又对水利工作做出重点部署。下一步，水利部将认真贯彻落实党的十八大和十八届三中全会精神，完成好政府工作报告中部署的水利重点任务。牢固树立以人为本、人与自然和谐的理念，把生态文明理念融入到水资源开发、利用、治理、配置、节约、保护的各方面和水利规划、设计、建设的各环节，从建设美丽中国、实现中华民族永续发展的战略高度，坚持人水和谐，坚持统筹兼顾，坚持保护优先，坚持依法管理，坚持改革创新，进一步加强依法治水、科学治水，进一步完善各项水利规划，进一步推进大江大河大湖治理，进一步加大河湖管理和保护力度，进一步提升河湖管理的能力和水平，努力实现河湖水域不萎缩、功能不衰减、生态不恶化，以健康完整的河湖功能支撑经济社会的可持续发展。
During the NPC and CPPCC of 2014,
Report on the Work of the Government put
forward important requirements for water conservancy. As the next step,
Ministry of Water Resources will conscientiously implement the decisions made
by the 18th CPC National Congress and the Third Plenary Session of the 18th CPC
Central Committee, and fulfill the important tasks listed in the Report on the
Work of the Government. We will firmly enshrine the concept of
putting-people-first and people-nature harmony, and incorporate it in every
aspect of water resources development, utilization, governance, allocation,
conservation and protection, as well as every step of water resources planning
and programming, designing, construction and operation.
Proceeding from the strategic
height of building a beautiful China and realizing sustainable development of
the Chinese nation, we will persist in people-water harmony, take a holistic
approach, give priority to protection, manage water by the laws, and keep on
reform and innovation. We will further enhance scientific management of water
in accordance with laws, perfect the water resources planning, further promote
the harnessing of large rivers and lakes, further strengthen the protection of
main rivers and lakes, improve the capacity of managing rivers and lakes, and
finally ensure no contraction of river areas, no degradation of river functions
and no deterioration of river ecology, to support the socio-economic
development with healthy and functional rivers and lakes.
