11月15日，中国人民解放军援助利比里亚医疗队163名医护人员乘专机抵达利首都蒙罗维亚。这离习近平主席在上个月24日宣布中国协助西非国家抗击埃博拉疫情的新一轮援助举措不到一个月时间。

A team of 163 medical workers of the People’s Liberation Army (PLA) of China arrived in Monrovia, the capital city of Liberia on November 15, less than one month away from President Xi Jinping’s announcement of China’s new round of assistance to West African countries in their fight against the Ebola epidemic on October 24.

此次抵利的中国人民解放军援利医疗队具有丰富的传染病防治经验，曾参加过抗击非典等多项重大任务。他们将在即将于25日启用、由中国援建的利比里亚埃博拉治疗中心开展工作，全力救治埃博拉患者，同时还将培训利医务工作者，传授中国防控疫情经验。该治疗中心做到了中国建设、中国配备医护人员、中国运营，这在目前国际援助西非抗击埃博拉疫情行动中是独一无二的。

The PLA contingent is made up of medical workers highly experienced in the prevention and treatment of infectious diseases who have participated in several major tasks such as combating the severe acute respiratory syndrome (SARS). The medical team will work in the Ebola treatment center built by China for Liberia which will be put into use on November 25. They will do all that they can to treat patients diagnosed with Ebola, train medical workers in Liberia and impart China’ experience in preventing and controlling epidemics. The treatment center is built, staffed and operated all by China. No other country has done the same so far in the international assistance to West Africa to fight against the Ebola epidemic.

在迎接仪式上，利比里亚外长恩加富安表示，中国对利援助及时高效，利政府和人民深表感谢。疫情爆发以来，中国坚定地与利比里亚站在一起，积极支持利抗疫。而且在疫情结束后的“后埃博拉时期”，中国也致力于帮助利社会经济恢复。中国是利的“真朋友”，两国之间有着“真正的友谊”。

When welcoming the medical team, Liberian Foreign Minister Augustine Kpehe Ngafuan said that the Liberian government and people are grateful for China’s assistance which is timely and efficient. China has been standing firmly with Liberia and providing vigorous support to Liberia since the outbreak of the epidemic. China is also committed to helping Liberia with its social economic recovery in the “post-Ebola era”. China is a friend indeed for Liberia. There is genuine friendship between the two countries.

我们相信，在中国和利比里亚双方共同努力下，利比里亚一定能够最终战胜埃博拉疫情。

We believe that with the concerted efforts of China and Liberia, the latter is sure to defeat the Ebola epidemic.

问：据印度媒体报道，有情报显示中国军队正帮助巴基斯坦边防部队在印巴边境实控线地区修建掩体并训练巴基斯坦军队。中方对此有何回应？

Q: According to the reports by the Indian media, intelligence has shown that Chinese troops are training Pakistani border troops and helping them build bunkers at the line of actual control along the India-Pakistan border. What is China’s response?

答：据我们了解，有关报道毫无事实依据。

A: As far as what we have learnt, relevant reports are totally groundless.

会后有记者问及：据报道，阿塞拜疆武装部队12日击落一架亚美尼亚武装直升机，机上3人遇难。中方对此有何评论？

After the press conference, a journalist asked: It is reported that the forces of Azerbaijan shot down a military helicopter of Armenia on November 12, killing three people on board. What is China’s comment on that?

洪磊表示，中方注意到有关情况。希望有关各方保持冷静和克制，避免事态扩大和升级，通过协商和对话妥善解决这一事件。同时希望欧安组织明斯克小组等相关机制为此发挥建设性作用。

Hong Lei: China has noted what has happened. We hope that all parties concerned can keep calm and exercise restraint so as to avoid escalating the situation, and properly resolve the issue through consultation and dialogue. We also hope that relevant mechanisms such as the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) will play a constructive role to that end.
