问:据报道,18日起,伊朗与伊核六国在维也纳举行新一轮谈判。请介绍中方谈判主张。中方如何看待谈判前景?是否可能在24日期限前达成协议?
Q: On November 18, a new
round of negotiations between Iran and P5+1 on the Iranian nuclear issue began
in Vienna. What position does China hold in these negotiations? Where are these
negotiations going in the eyes of China? Is it possible to reach a deal before
the deadline of November 24?
答:当前,六国与伊朗正在维也纳加紧谈判解决伊核问题的全面协议。中方认为,当前最重要的是,各方在谈判中坚持共识,聚焦并弥合分歧,本着分步对等的原则,寻求在“各方都同意的合理时间框架”内一揽子解决全面协议焦点问题的办法。当前谈判中的分歧从根本上讲都是政治性的,需要各方抓住历史机遇,拿出政治意愿,作出政治决断。中方愿与其他各方一道,继续建设性参加谈判,积极推动如期达成一项互利共赢的全面协议。
A: At present, P5+1 and
Iran are stepping up negotiations on a comprehensive agreement to address the
Iranian nuclear issue in Vienna. We believe that what is paramount in the
course of negotiations is for all parties to stick to the consensus, focus on
and narrow down differences, and seek a package solution to the focal issues of
a comprehensive agreement "within the reasonable timeframe agreed on by
all parties" on the basis of step-by-step and reciprocal principle. The
differences that emerge from the current stage of negotiations are
fundamentally political. All parties should seize the historic opportunity,
show their political will and make political decisions. Together with other
parties, China will continue to contribute to the negotiations constructively,
and make positive efforts to ensure that a comprehensive agreement that is
mutually beneficial and win-win to all can be reached as scheduled.
问:18日,联合国大会第三委员会通过涉朝鲜人权问题的决议案。中方对此持何立场?
Q: On November 18, the
Third Committee of the UN General Assembly passed a resolution on the human
rights issue in the DPRK. What is China’s stance on this?
答:中方一贯主张各国通过建设性对话与合作处理人权领域的分歧,反对将人权问题政治化和借人权问题向别国施压。中方认为,安理会不是讨论人权问题的适当场所,将人权问题提交国际刑事法院无助于解决问题。因此,中方对联大三委朝鲜人权问题决议投了反对票。
A: It is China’s
long-standing position that all countries should address differences concerning
human rights through constructive dialogue and cooperation, and human rights
issues shall not be politicized or be used to pressurize other countries. We
are of the view that the UN Security Council is not the right place to discuss
human rights issues, and the referral of human rights issues to the
International Criminal Court is not conducive to their resolution. Therefore,
China voted against the resolution of the Third Committee of the UN General
Assembly on the DPRK’s human rights issue. |
