一、昨天，巴基斯坦发生了严重暴力恐怖袭击事件，中国国家主席习近平、国务院总理李克强分别向巴基斯坦领导人发去了慰问电。

 

A terrorist attack of severe violence rocked Pakistan yesterday. Chinese President Xi Jinping and Premier Li Keqiang sent separate messages of condolences to the Pakistani leaders.

 

习近平主席在致巴基斯坦总统侯赛因的慰问电中表示，惊悉贵国白沙瓦发生严重恐怖袭击事件，造成重大人员伤亡。我谨代表中国政府和人民，并以我个人的名义，对遇难者表示沉痛的哀悼，向伤员和遇难者家属表示深切的慰问。

 

President Xi Jinping said in his message to Pakistani President Mamnoon Hussain that he was shocked to learn about the serious terrorist attack in Peshawar, Pakistan, which caused heavy casualties. On behalf of the Chinese government and people and in his own name, President Xi deeply mourned the victims and conveyed heartfelt sympathy to the injured and the bereaved families.

 

习近平主席强调，中方反对一切形式的恐怖主义，强烈谴责这一惨无人道的恐怖袭击。中国人民对巴基斯坦人民的悲痛感同身受。中方坚定支持巴基斯坦政府打击恐怖主义的努力。

 

President Xi stressed that the Chinese side opposes all forms of terrorism and strongly condemns the inhumane terrorist attack. The thoughts of the Chinese people are with the Pakistani people. The Chinese side firmly supports the counter-terrorism efforts by the Pakistani government.

 

在致巴基斯坦总理谢里夫的慰问电中，李克强总理表示，惊悉巴基斯坦发生重大恐怖袭击事件，造成包括大量学生在内的人员伤亡。我谨向你和巴政府，并通过你向巴人民表示慰问，向遇难者表示哀悼。

 

In his message to Pakistani Prime Minister Nawaz Sharif, Premier Li Keqiang said he was shocked to learn about the serious terrorist attack in Pakistan which caused heavy casualties including a large amount of students. Premier Li conveyed his sympathy and condolences to the Pakistani Prime Minister and government and through them to the Pakistani people and the victims.

 

李克强总理指出，中巴两国同为恐怖主义受害国。中方将一如既往坚定支持巴基斯坦政府和人民为维护国家安全稳定、打击恐怖主义所做的不懈努力。

 

Premier Li pointed out that both China and Pakistan suffer from terrorism. The Chinese side will stand firmly with the Pakistani government and people, as it always does, in their unremitting efforts to safeguard national security and stability and combat terrorism.

 

二、应国务院总理李克强邀请，泰王国总理巴育·詹欧差将于12月22日至23日对中国进行正式访问。

 

At the invitation of Premier Li Keqiang of the State Council, Gen. Prayut Chan-o-cha, the Prime Minister of the Kingdom of Thailand, will pay an official visit to China from December 22 to 23.

 

问：达赖喇嘛最近接受法国电视台的采访时称，他相信在讨论西藏前途以及“自治”方面，中央政府内有持开放态度的，也存在“强硬派”。中方对此有何评论？

 

Q: The Dalai Lama has given an interview to a French Television Station, in which he says he believes that there are both hardliners and open-minded people in the Chinese government when it comes to discussions about the future and autonomy of Tibet. What is your comment on that?

 

答：在达赖喇嘛的问题上，中国中央政府的立场是一贯的、明确的。达赖必须放弃他的分裂主张，停止破坏中国民族团结的活动，以实际行动为他和中央政府的接触创造条件。

 

A: On the issue of the Dalai Lama, the stance of the Chinese central government is consistent and clear. Dalai must relinquish his desire for separatism, stop activities impeding the unity of the Chinese nation and take concrete actions to create conditions for his contact with the central government.

 

至于要谈什么，谈的不是所谓的“西藏自治”，更不是所谓的“西藏独立”，而是达赖本人的前途问题。在涉藏问题上，中国党内或政府内并不存在着什么“鹰派”或者“鸽派”，反对分裂国家，维护国家统一、领土完整，维护国家民族团结，是全体中国人民的坚决意志。

 

As for what would be talked if there were contact, it would not be the so-called “autonomy of Tibet”, still less the “independence of Tibet”, but the future of Dalai himself. On Tibet-related issues, there is no “hawk” or “dove” in the Chinese government or the Communist Party of China. To stand up against separatism, safeguard national unification, territorial integrity and ethnic unity is the strong will shared by the entire Chinese nation.

 

问：今天是朝鲜前领导人金正日逝世三周年纪念日，中方是否参加了在朝鲜国内或者驻华使馆举行的相关纪念活动？

 

Q: Today marks the third anniversary of the passing away of the former DPRK leader Kim Jong-il. Has the Chinese side attended any commemorative activities in the DPRK or at its Embassy in China?

 

答：今天是金正日总书记逝世三周年纪念日。此时，我们怀念金正日总书记为推动中朝传统友好合作关系所做出的重要贡献。今天上午，中共中央政治局常委、中央书记处书记刘云山前往朝鲜驻华使馆参加了有关纪念活动。

 

A: We remember General-Secretary Kim Jong-il on the third memorial day of his passing away for his important contributions to the development of the longstanding relationship of friendly cooperation between the DPRK and China. Liu Yunshan, Member of the Political Bureau of the CPC Central Committee and Member of the Secretariat of the CPC Central Committee, attended relevant commemorative activities this morning at the DPRK Embassy in China.

 

问：中方是否会与达赖和他的手下讨论他回到中国的可能性？

 

Q: Will the Chinese side talk with the Dalai Lama or his associates about the possibility of his return to China?

 

答：我没有具体的信息可以提供。这也不是外交部发言人答问范畴。

 

A: I have no details to offer. It is not within the remit of the spokesperson of the Foreign Ministry.

 

问：中巴是亲密的朋友，在安全领域也有紧密合作，在此次恐怖袭击事件后，中方是否向巴方提供援助以增强其打击恐怖主义的能力？

 

Q: China and Pakistan are intimate friends enjoying close security cooperation. Has China offered any specific assistance to Pakistan following the terrorist attack to build up its counter-terrorism capability?

 

答：中巴是友好邻邦，也是全天候战略合作伙伴。我们理解和同情巴基斯坦在安全问题上所面临的处境，也支持巴基斯坦采取措施打击恐怖主义，维护国家和社会的安全稳定。同样，巴基斯坦也理解和支持中国打击“三股势力”的努力。反恐执法合作是中巴合作的重要组成部分。正像习近平主席和李克强总理在致巴基斯坦领导人慰问电中指出的，中国将坚定支持巴基斯坦政府打击恐怖主义的努力。我们愿意继续同巴方深化这方面的合作。

 

A: China and Pakistan are friendly neighbors and all-weather strategic partners of cooperation. We sympathize with Pakistan over the challenges it is facing in terms of security, and support Pakistan in taking measures to crack down on terrorism, safeguard security and stability of the country and the society. Likewise, Pakistan understands and supports the efforts by China to fight against the “three evil forces”. Counter-terrorism and law-enforcement cooperation makes up an important part of China-Pakistan cooperation. As was pointed out in the messages of condolences from President Xi Jinping and Premier Li Keqiang to the Pakistani leaders, China will stand firmly behind Pakistan in its campaign against terrorism. We will further deepen our cooperation with the Pakistani side in this area.

 

问：中朝领导人之间是否就金正日逝世三周年互致信函？

 

Q: Is there any exchange of messages between Chinese and DPRK leaders on the occasion of the third anniversary of the passing away of Kim Jong-il?

 

答：刚才我已经告诉大家了，刘云山同志已经参加了朝鲜驻华使馆举行的有关纪念活动。这比信函往来更直接。

 

A: As I said just now, Comrade Liu Yunshan has attended relevant commemorative activities at the DPRK Embassy in China, which is more direct than the exchange of correspondence.

 

在此我们也重申，中方愿同朝方共同努力，发展两国传统友好合作关系，共同维护朝鲜半岛和平与稳定。

 

We would like to reiterate the readiness of the Chinese side to make joint efforts with the DPRK to develop the traditional relationship of friendly cooperation and safeguard peace and stability of the Korean Peninsula.
