应肯尼亚外交与国际贸易部长阿明娜、苏丹外交部长库尔提、喀麦隆对外关系部长姆邦乔、赤道几内亚外交与合作部长姆巴、刚果（金）外交与国际合作部长奇班达邀请，外交部长王毅将于1月10日至17日对肯尼亚、苏丹、喀麦隆、赤道几内亚和刚果（金）进行正式访问。

 

At the invitation of Amina Mohamed, the Cabinet Secretary for Foreign Affairs of Kenya, Ali Ahmed Karti, the Minister for Foreign Affairs of the Republic of the Sudan, Pierre Moukoko Mbonjo, the Minister of Foreign Affairs of the Republic of Cameroon, Agapito Mba Mokuy, the Minister of Foreign Affairs and Cooperation of the Republic of Equatorial Guinea, and Raymond Tshibanda, the Minister of Foreign Affairs of the Democratic Republic of the Congo, Foreign Minister Wang Yi will pay official visits to Kenya, Sudan, Cameroon, Equatorial Guinea and the Democratic Republic of the Congo from January 10 to 17.

 

自1991年起，中国外长年度出访均首访非洲，体现了中方对非洲的高度重视。王毅外长此访旨在贯彻中央外事工作会议精神，落实习近平主席、李克强总理访非成果，传承友谊、增进互信、促进合作，推动中国同往访国双边关系及中非关系深入发展。

 

Ever since 1991, Africa has been the place where each Chinese Foreign Minister chooses to visit first at the outset of a new year, showcasing the great importance attached by the Chinese side to Africa. The visit by Foreign Minister Wang Yi is to implement the spirit of the Central Conference on Work Relating to Foreign Affairs, promote the outcomes of visits by President Xi Jinping and Premier Li Keqiang, carry forward the friendship, build mutual trust, boost cooperation and push for the in-depth growth of bilateral relations between China and the host countries, as well as the overall China-Africa relationship.

 

问：有报道称，委内瑞拉总统马杜罗称委方已从中国获得总额超过200亿美元的投资。中方能否证实并介绍具体情况？有关投资将有什么用途？

 

Q: Venezuelan President Maduro Moros said that Venezuela has got an investment of over 20 billion US dollars from China. Can you confirm that and give us more details about how the money would be used?

 

答：1月7日，习近平主席在人民大会堂会见马杜罗总统。习近平主席指出，去年我们共同宣布将中委关系提升为全面战略伙伴关系，开启了中委关系发展新篇章，两国政治互信更加牢固，互利友好合作呈现新的生机活力。下阶段，我们要推动双边关系在更高水平、更宽领域、更深层次发展。中方支持委方为实现经济结构调整、建立生产型经济模式所作的积极努力。双方要加强中委高级混合委员会职能，用好用足融资合作机制，引导更多资金用于能源、矿产、农业、工业等生产领域，推进石油开发、基础设施、技术创新等领域合作。

 

A: President Xi Jinping met with Venezuelan President Maduro at the Great Hall of the People on January 7. President Xi Jinping pointed out that China-Venezuela relationship was elevated to comprehensive strategic partnership last year with the joint announcement of the two sides, opening up a new chapter for the growth of bilateral relationship. Political mutual trust between the two countries has been cemented, while mutually beneficial and friendly cooperation has taken on a new and vibrant look. Going forward, we will press ahead with bilateral relations at a higher level for more in-depth growth in a wider range of areas. The Chinese side supports efforts by the Venezuelan side to adjust its economic structure and build a production-oriented economic model. The two sides should give a more active role to the China-Venezuela High-level Mixed Committee, make good and full use of the cooperation mechanism on financing, direct more capitals to the field of production such as energy, mining, agriculture and industry, promote cooperation in oil exploration, infrastructure construction and technical innovation.

 

马杜罗总统表示，中委两国建立在互利互惠、共同发展基础上的合作不断加强，这使委内瑞拉有更大勇气和能力迎接新一年里的考验。委方正在制定经济恢复计划和长期发展计划，将扩大国际范围融资，增加生产领域投资，希望同中方共同做好下一步合作规划，开辟工业、能源、科技、融资等领域合作。

 

President Maduro said that the constantly enhanced cooperation between China and Venezuela based on mutual benefit and common development has enabled Venezuela with more courage and capacity to brave the tests of the New Year. The Venezuelan side is working on a economic recovery plan and a long-term development plan. It will engage in world-wide financing and increase investment in the field of production. It is looking forward to mapping out the cooperation blueprint for the next stage with China, and breaking new grounds for cooperation in industry, energy, technology, financing and other fields.

 

我们认为，这次访问对中委进一步增进互信、推动两国务实合作向前发展将发挥重要作用。

 

We believe that this visit is of great importance to the enhancement of mutual trust and the advancement of practical cooperation between China and Venezuela.

 

今天上午，习近平主席在中拉论坛首届部长级会议开幕式上指出，中国经济今后一个时期将继续保持中高速增长，这将给包括拉美和加勒比国家在内的世界各国提供更多市场机遇、增长机遇、投资机遇、合作机遇。中方愿同拉美和加勒比国家共同努力，实现10年内中拉贸易规模达到5000亿美元、中国在拉美地区直接投资存量达到2500亿美元。习近平主席已经为中拉务实合作指明了新的目标，我们将与拉美各国携手努力，推进中拉整体合作，进一步造福双方人民。

 

This morning, President Xi Jinping pointed out at the opening ceremony of the 1st Ministerial Meeting of the China-CELAC Forum that countries around the world including Latin American and Caribbean countries will gain larger market and get more opportunities for growth, investment and cooperation in the midst of China’s economic growth that will be kept at medium or high speed in years to come. The Chinese side is ready to work together with Latin American and Caribbean countries to increase the trade volume between China and Latin America to 500 billion US dollars and China’s direct investment in Latin America to 250 billion US dollars within 10 years. President Xi Jinping has set a new target for the practical cooperation between China and Latin America. We will join hands with Latin American countries to forge ahead with the overall cooperation and deliver more benefits to the two peoples.

 

问：据报道，印度与巴基斯坦军人近日多次在边境地区发生交火，造成人员伤亡。中方对此有何评论？

 

Q: There have been exchanges of fire between Indian and Pakistani troops in the border areas over recent days, causing death and injuries. What is China’s comment on that?

 

答：中方关注有关事态发展。作为巴基斯坦和印度共同的邻国和朋友，中方呼吁双方保持克制，通过对话协商管控局势，妥善处理分歧，共同致力于维护南亚地区的和平、稳定与发展。

 

A: The Chinese side follows the development of the situation. As the neighbor and friend of both Pakistan and India, the Chinese side calls on both parties to exercise restraint, keep the situation under control through dialogue and consultation, properly deal with differences and work hand in hand to safeguard peace, stability and development of South Asia.

 

问：索马里政府称一家名为ARC的中资公司涉嫌在索非法采矿，索方已要求中方协助制止该公司非法作业。中方对此有何回应？

 

Q: The Somali government said that a Chinese-funded company called ARC has been involved in illegal mining in the country. It has asked for China’s assistance in stopping the illegal operation of the company. What is China’s response to that?

 

答：你提到的具体项目及有关事态我并不掌握。但正如我日前指出的，当前中国企业处于走出去的阶段，中国政府一贯要求中国企业遵守当地法律法规，根据市场经济原则办事，保护当地环境。这是中国政府的一贯立场。

 

A: I am not aware of the specific project and the situation you mentioned. As I pointed out the other day, Chinese companies are at a stage of going global. The Chinese government has been asking Chinese companies to abide by local laws and regulations, act in line with the market rules and protect local environment. That is the long-standing position of the Chinese government.

 

问：中方对法国《查理周刊》总部发生恐怖袭击有何评论？

 

Q: What is China’s comment on the terrorist attack at the headquarters of the French weekly Charlie Hebdo?

 

答：昨天晚上我们已经就此对外表明了立场。我们对7日发生在法国巴黎的恐怖袭击事件深感震惊并予以强烈谴责。中方向遇难者表示哀悼，向遇难者家属和伤者表示诚挚慰问。中方坚决反对一切形式的恐怖主义，支持法方为维护国家安全所做努力。

 

A: Last night, we have made clear China’s position on that. We are profoundly shocked by the terrorist attack taking place in Paris, France on January 7. We strongly condemn that. The Chinese side mourns the victims and extends sincere sympathy to the bereaved families and the injured. The Chinese side resolutely opposes terrorism in all manifestations and supports the efforts by the French side to safeguard security of the country.

 

王毅外长已经向法国外长法比尤斯致慰问电，向遇难者表示哀悼，并强调了中方反对一切形式恐怖主义的原则立场。

 

Foreign Minister Wang Yi has sent a message of condolences to French Foreign Minister Laurent Fabius to mourn the victims and reaffirm China’s principled position of opposing all forms of terrorism.
