应外交部长王毅邀请，尼日尔共和国外交、合作、非洲一体化和侨民国务部长穆罕默德·巴祖姆将于2月1日至6日对中国进行正式访问。

 

At the invitation of Foreign Minister Wang Yi, Bazoum Mohamed, the Minister of State for Foreign Affairs, Cooperation, African Integration and Nigeriens Abroad of the Republic of Niger will pay an official visit to China from February 1 to 6.

 

问：美国总统奥巴马正对印度进行第二次访问，与印度总理莫迪进行了全面对话，发表了共同声明。尽管存在分歧，两国仍然签署了几项核协议，拓展核合作，并就气候谈判达成协议。中方如何评价奥巴马总统此访及其成果？奥巴马总统称，他推荐印度加入核供应国集团，中方是否支持？

 

Q: US President Barack Obama is on his second visit to India. He and Indian Prime Minister Narendra Modi had an all-round discussion and released a joint statement. Despite differences, the two countries signed several nuclear deals to expand nuclear cooperation and came to an agreement on climate change. What is China’s comment on the outcomes of the visit by President Obama? President Obama said that he recommended India’s accession to the Nuclear Suppliers Group (NSG). Does China support that?

 

答：我们注意到美国总统奥巴马对印度的访问。美国和印度都是对亚太地区有着重要影响的国家。希望美印关系的发展有利于促进本地区国家间的互信与合作，有利于维护本地区和平、稳定与繁荣。

 

A: We have noted the visit by US President Obama to India. Both the US and India are countries of great influence in the Asia-Pacific. It is hoped that the development of US-India relations will help promote mutual trust and cooperation among countries in the region, and safeguard peace, stability and prosperity of the region as well.

 

关于印度加入核供应国集团问题，中方一贯主张，核供应国集团扩员应有助于增强集团的有效性和权威性，由成员国根据集团标准和程序，在充分讨论的基础上协商一致做出决定。中方注意到印方在防扩散方面所作承诺和努力。印加入集团是集团内部的重要问题，需经过各成员国的审慎酝酿。我们支持集团就接纳新成员问题进行讨论，鼓励印方在满足加入集团相关标准方面进一步采取措施。

 

With regard to India’s accession to the NSG, the Chinese side always maintains that the expansion of the NSG should be conducive to the efficacy and authority of the group and a decision should be made based on consensus through full discussions by member states in light of the standard and procedure of the group. The Chinese side has noted the commitment and efforts made by the Indian side in non-proliferation. India’s accession is an important issue for the group, which should be put through prudent deliberation of all member states. We support discussions by the group on the inclusion of new members and encourage the Indian side to take more measures to meet relevant requirements of the group.

 

问：奥巴马总统与莫迪总理在共同声明中也对南海争议表达了关切，并呼吁保障该区域航行自由。中方对此有何评论？

 

Q: In their joint statement, President Obama and Prime Minister Modi also expressed their concerns over the South China Sea dispute and called for the freedom of navigation in this area. What is your comment on that?

 

答：中国一直是地区和平与稳定的坚定维护者、促进者和建设者。我们一贯主张南海有关争议应该由直接当事国通过对话协商以和平方式解决。当前，南海局势总体是稳定的，南海航行与飞越自由从未存在任何问题，相信以后也不会有任何问题。

 

A: China is firm in advocating, promoting and contributing to peace and stability of the region. We maintain that relevant disputes in the South China Sea should be peacefully resolved through dialogue and consultation between countries directly concerned. The overall situation of the South China Sea is stable. The freedom of navigation and overflight there has never seen any problem and will never see any in the future.

 

希望域外国家尊重地区国家维护南海和平稳定的努力，保持南海地区的风和日丽。

 

We hope that countries out of the region can respect efforts made by countries in the region to uphold peace and stability of the South China Sea and keep the serenity of the South China Sea.

 

问：中国在希腊有很大利益，中方是否担心希腊议会大选会导致希腊在退出欧元区之前面临债务违约的风险？

 

Q: Given China’s increasing interest in Greece, is China concerned that the parliamentary election in Greece may leave it facing the risk of debt default before exiting the eurozone?

 

答：我们注意到，希腊议会大选顺利举行，激进左翼联盟获胜，中方对此表示祝贺。中希两国传统友好，两国人民心心相印。中方一贯高度重视中希关系，愿与希腊新政府携手努力，深化各领域交流与合作，推动中希全面战略伙伴关系不断向前发展。中方一贯支持欧洲一体化进程，乐见一个团结、强大的欧盟。

 

A: We have noted the victory of Syriza in the smooth parliamentary election of Greece. The Chinese side expresses its congratulations. China and Greece enjoy long-standing friendship, with the two peoples closely attached to each other. The Chinese side highly values relations with Greece and hopes to work together with the new Greek government to deepen exchanges and cooperation in various areas and keep advancing the comprehensive strategic partnership of China and Greece. China consistently supports the process of European integration, and is happy to see a European Union that showcases solidarity and strength.

 

问：据报道，日本首相安倍晋三称，将于二战结束70周年发表的“安倍谈话”将整体继承历届内阁谈话，但并不意味着原封不动地沿用“村山谈话”中的关键措辞，而是突出战后日本对亚洲和世界和平的贡献。中方对此有何评论？

 

Q: Japanese Prime Minister Shinzo Abe reportedly said that he would in general uphold the statements issued by previous Japanese prime ministers in his statement to be released on the 70th anniversary of the end of World War II. Instead of using the same wording that appeared in the Murayama Statement, he would highlight Japan’s post-war contribution to peace in Asia and the world. What is China’s comment on that?

 

答：今年是世界反法西斯战争暨中国人民抗日战争胜利70周年，是回顾总结历史，展望规划未来的重要年份。我们关注日本政府和领导人对过去那段侵略历史采取什么态度，对外发出什么信息。是否认淡化侵略历史、继续将那笔负资产背下去？还是真诚深刻反省侵略历史、轻装前行？国际社会拭目以待。我们希望日方切实恪守迄今就历史问题作出的有关表态和承诺，以实际行动走和平发展道路，取信于国际社会，为地区和平与稳定发挥建设性作用。

 

A: This year marks the 70th anniversary of the victory of the World Anti-Fascist War and the Chinese People’s War of Resistance against Japanese Aggression. It is a significant year to review the history and look forward into and map out the future. We follow closely what attitude the Japanese government and leaders adopt and what message they send when it comes to the history of aggression. Are they trying to deny or water down that part of history, and carrying on the negative assets? Or do they prefer to travel light by sincerely and profoundly reflecting upon the history of aggression? The international community is watching. We hope that the Japanese side can live up to the statement and commitment it has so far made on historical issues, pursue peaceful development with concrete actions, strive to win the trust of the international community and play a constructive role for regional peace and stability.

 

问：近日，赞比亚举行总统补选，执政党爱国阵线候选人、国防部长兼司法部长伦古以48.3%的得票率获胜并就职。中方对此有何评论？对中赞关系有何期待？

 

Q: Having received 48.3% of the vote, Edgar Lungu, the candidate of the ruling Patriotic Front and head of Zambia’s justice and defense ministries, was declared the winner of the presidential by-election of Zambia and sworn in. What is China’s comment on that? What is China’s expectation for China-Zambia relations?

 

答：赞比亚日前顺利举行总统补选，爱国阵线候选人伦古当选赞新一任总统并就职，中方对此表示祝贺。

 

A: The presidential by-election of Zambia was successfully held with candidate of the Patriotic Front Lungu elected and sworn in as the new president. The Chinese side expresses congratulations.

 

赞比亚是中国在非洲的传统友好国家和重要合作伙伴。两国长期以来相互信任，相互支持，各领域合作富有成果。中国政府高度重视发展中赞关系，愿同赞方一道努力，将两国友好合作关系不断提升到新的水平。

 

Zambia is a traditional friend and an important cooperative partner of China in Africa. The two countries have been trusting and supporting each other and carrying out fruitful cooperation in various fields. The Chinese government attaches high importance to developing China-Zambia relations and stands ready to make concerted efforts with the Zambian side to elevate bilateral relations of friendly cooperation.

 

问：近日刚果（金）首都金沙萨因国内政治问题爆发骚乱，波及了一些中国商铺。上周发言人也介绍了中方所做工作，请问最新进展如何？

 

Q: Political unrest has recently rocked Kinshasa, capital of the Democratic Republic of Congo (DR Congo). Many Chinese-owned shops there were impacted. You have briefed us about the work done by China last week. Please update us on that.

 

答：上周四我已经介绍了相关情况。1月19日以来，刚果（金）反对派因刚国内问题在首都金沙萨举行游行示威，引发大规模骚乱，造成人员伤亡，大量商铺被抢。中国在金沙萨部分侨民和部分中资企业项目受到波及，30多家商铺被抢，3人受伤。

 

A: As I said last Thursday, since January 19, protests and demonstrations on domestic issues held by opposition parties of the DR Congo in Kinshasa has triggered riots, leaving people dead and injured and shops looted. Some Chinese people and Chinese-funded projects in Kinshasa were affected, with over 30 shops looted and 3 people injured.

 

事件发生后，中国外交部和驻刚（金）使馆第一时间启动应急机制，分别在北京和金沙萨向刚驻华使馆和刚政府提出严正交涉，要求刚方立即采取迅速、有效措施，保护中方在刚机构和人员的生命财产安全。中国驻刚使馆利用中国侨民与刚警方联防机制，迅速解救被困的中国侨民并将他们转移到安全区域。

 

After the break-out of the incident, the Chinese Foreign Ministry and the Chinese Embassy in the DR Congo immediately activated the emergency response mechanism, lodged solemn representations with the Embassy of the DR Congo in Beijing and the government of the DR Congo in Kinshasa respectively, asking them to take swift and effective measures to guarantee the security of life and property of Chinese institutions and personnel there. With the help of the mechanism set up by the local police and Chinese people there to jointly guard against emergencies, the Chinese Embassy in the DR Congo delivered the trapped Chinese people from danger and took them to safe areas.

 

刚果（金）方面高度重视中方的交涉，卡比拉总统亲自要求相关部门采取切实措施保护中国侨民，严惩肇事者，做好有关善后事宜。刚方各级官员多次向中方表示，此次事件是因刚果（金）内政问题引发的骚乱，并非针对中国商铺和侨民，刚方将进一步采取切实措施保护中国侨民的安全和利益。

 

The DR Congo pays high attention to China’s representations. President Joseph Kabila requested relevant departments to take concrete measures to protect Chinese people there, bring perpetrators to justice and properly deal with follow-up matters. Officials at different levels of the DR Congo told the Chinese side on many occasions that the unrest caused by DR Congo’s domestic problems was not targeting Chinese shops and people. More concrete measures will be taken to ensure the security and interests of Chinese people there.

 

中国驻刚果（金）使馆已通过微信、短信和电话等途径周知中国在刚企业和侨民加强安全防范。目前，刚首都局势已趋于稳定，中国在刚企业和侨民生产生活基本恢复正常。中方将继续敦促刚方采取有效措施，妥善处理善后事宜，切实保护中国在刚企业和侨民的安全和合法权益。

 

The Chinese Embassy in the DR Congo has sent WeChat and text messages and given telephone calls to Chinese companies and people there, telling them to take extra precautions. The situation in the DR Congo is gradually calming down. The life and work of Chinese people and companies there are returning to normal. The Chinese side will continue to urge the DR Congo to take effective measures to properly deal with the aftermath and protect the security and lawful rights and interests of Chinese companies and people in the DR Congo.

 

问：中国总理李克强在达沃斯会见乌克兰总统波罗申科时表示，中方将继续在乌克兰问题政治解决进程中发挥积极和建设性作用。中方对乌克兰东部的暴力冲突有何看法？是否会考虑加入调解机制？

 

Q: Chinese Premier Li Keqiang told Ukrainian President Petro Poroshenko in Davos that the Chinese side would continue to play a positive and constructive role in the political settlement of the Ukrainian issue. What is China’s comment on the violence in eastern Ukraine? Will China consider joining the mediation?

 

答：关于李克强总理在瑞士达沃斯与乌克兰总统波罗申科会见的情况，中方代表团已及时发布了相关消息。

 

A: The Chinese delegation has released the information on Premier Li Keqiang’s meeting with Ukrainian President Poroshenko in Davos, Switzerland.

 

中乌是传统友好国家。中方赞赏乌克兰领导人继承中乌关系多年发展成果和继续发展两国关系的愿望，愿本着相互尊重、互利共赢原则发展中乌友好合作关系。中方同时高度重视发展中俄关系，将与俄方朋友们共同努力，保持中俄全面战略协作伙伴关系继续在高水平运行，不断扩大和深化中俄在各领域的战略合作。

 

China and Ukraine are countries enjoying long-standing amity. The Chinese side appreciates the Ukrainian leaders’ desire of advancing China-Ukraine relationship based on past achievements and stands ready to develop the relationship of friendly cooperation with Ukraine following the principle of mutual respect and mutual benefit. At the same time, China attaches great importance to the growth of China-Russia relations and will work together with the friends of Russia to keep China-Russia comprehensive strategic partnership of coordination at a high level and constantly deepen and broaden China-Russia strategic cooperation in various fields.

 

至于乌克兰局势，中方已经多次表明了有关立场。我们希望有关各方继续通过诺曼底和明斯克等调解机制，在兼顾彼此合理利益和关切的基础上，尽早达成全面、均衡、持久的政治解决方案。我们希望各方能够从乌克兰全体人民的根本利益出发，加大推动政治解决进程，使乌克兰东部地区的人民能早日享受和平稳定的生活。

 

The Chinese side has elaborated its stance on the situation in Ukraine on many occasions. We expect parties concerned to reach a comprehensive, balanced and enduring political solution at an early date while accommodating each other’s legitimate rights and interests and concerns through the Normandy format and Minsk format. We hope that parties concerned will bear in mind the fundamental interests of the entire Ukrainian people, push vigorously ahead with the political settlement of the Ukrainian issue and assure people of eastern Ukraine of a peaceful and stable life at an early date.
