问:据报道,东非政府间发展组织(伊加特)协调员1日称,南苏丹总统基尔和反对派领导人马夏尔当日在亚的斯亚贝巴签署《关于组建南苏丹民族团结过渡政府的协议》。中方对此有何评论?为此发挥了哪些作用?
Q: A negotiator from the
Intergovernmental Authority on Development (IGAD) said on February 1 that South
Sudan President Salva Kiir and rebel leader Riek Machar signed an agreement in Addis
Ababa on forming a transitional government of national unity in South Sudan.
How does China comment on this, and what efforts has China made to this end?
答:中方欢迎南苏丹冲突双方就组建民族团结过渡政府签署有关协议,赞赏伊加特为此作出的巨大努力。
A: The Chinese side
welcomes the agreement on forming a South Sudan transitional government of
national unity between conflicting parties of South Sudan, and applauds the
enormous efforts IGAD has put into this.
中方也一直积极推动南苏丹和平进程。上个月,王毅外长访问非洲期间,出席了由中方倡议的“支持伊加特南苏丹和平进程专门磋商”,并提出了尽快解决南苏丹危机的四点倡议,与会各方在此基础上达成五点共识。中方真诚希望冲突双方增强紧迫感,切实落实各项已签协议,尽快解决彼此分歧,不要再次错过宝贵的和平机遇。
The Chinese side has been
proactively advancing the peace process in South Sudan. Foreign Minister Wang
Yi, while visiting Africa last month, attended the Special Consultation in
Support of the IGAD-led South Sudan Peace Process initiated by China and
advocated a four-point proposal on resolving the South Sudan crisis at an early
date. A five-point consensus was then forged by participating parties on this
basis. China sincerely hopes that the warring parties of South Sudan can show
more sense of urgency, fully implement the existing agreements, settle their
differences as soon as possible and never again pass up this chance of pursuing
peace.
问:有报道称,中国和俄罗斯表示支持印度在联合国推动一份关于国际反恐的决议。请介绍有关情况。
Q: Media reports say that
China and Russia have shown support to India’s efforts to push for an UN
resolution on international terrorism. Please tell us more details.
答:在中俄印外长刚刚结束的会晤中,三国外长就共同关心的国际和地区问题深入交换意见,达成广泛共识。这些共识已经反映在会后发表的联合公报中。关于打击恐怖主义问题,中方的立场是一贯和明确的。中方反对一切形式的恐怖主义。国际社会应按照联合国宪章的宗旨和原则及其他公认的国际关系基本准则,加强合作,共同应对国际恐怖主义威胁,维护世界的和平与稳定。
A: In the recently
concluded foreign ministers’ meeting among China, Russia and India, foreign
ministers of the three countries exchanged in-depth views on international and
regional issues of common interest, and reached broad consensus which was
published in a joint communique after the meeting. China maintains a consistent
and clear position on anti-terrorism, and China fights against all forms of
terrorism. Following the purposes and principles of the UN Charter and other widely-recognized norms governing
international relations, the international community should enhance cooperation,
rise to the challenge posed by international terrorism and safeguard world
peace and stability.
问:中方对印度争取成为联合国安理会常任理事国持何立场?
Q: What is China’s
position on India’s endeavor to become a permanent member of the UN Security
Council?
答:中印同为发展中大国,都支持通过改革加强安理会的权威和作用,优先增加发展中国家的代表性。中方高度重视印度作为发展中大国在国际事务中的地位,理解并支持印方希在联合国包括安理会发挥更大作用的愿望。中方愿继续同各方一道,通过民主协商,就改革所涉各类问题寻求“一揽子”解决方案,达成最广泛的一致。
A: As major developing
countries, both China and India are supportive of increasing the sanctity and
role of the Security Council through reform and giving priority to enhancing
the representativeness of developing countries. China lays great emphasis on
India’s role in international affairs as a major developing country,
understands and supports India’s aspiration to play a bigger role in the UN
including the Security Council. The Chinese side is willing to work with all
parties through democratic consultation, pursue a package solution to various
problems related to reform and reach consensus in the broadest sense.
问:美国总统奥巴马将参加全美祈祷早餐会。如果达赖喇嘛出席的话,中方有何回应?是否会影响中美关系?
Q: US President Barack
Obama will attend the US National Prayer Breakfast. What would China say if the
Dalai Lama showed up at the event? Would China-US relations be affected?
答:我昨天在这儿已经回答了。涉藏问题涉及中国核心利益和民族感情。我们坚决反对任何国家利用涉藏问题干涉中国内政,坚决反对任何国家领导人以任何方式会见达赖。希望美方恪守在涉藏问题上的承诺,从两国关系大局出发,妥善处理有关问题。
A: I have answered this question yesterday. Tibet-related issues bear on China’s core interest and national feelings. We are against any country’s interference in China’s domestic affairs under the pretext of Tibet-related issues, and are opposed to any foreign leader’s meeting with the Dalai Lama in any form. We hope that the US side can fulfill its commitment on Tibet-related issues and properly deal with relevant matters while keeping in mind the overall interest of bilateral relations. |
