问：近日，马里各方在阿尔及利亚草签了《马里和平与和解协议》。中方对此有何评论？

 

Q: Parties of Mali signed the draft agreement on peace and reconciliation in Algeria the other day. What is China’s comment on this?

 

答：中方注意到日前马里和平与和解进程取得积极进展。我们对国际社会特别是阿尔及利亚政府为推动解决马里危机、实现地区和平稳定所做的积极努力表示赞赏和支持，同时呼吁马里各方以大局为重，维护国家统一和领土完整，并抓住机会尽快实现国家和平、稳定与发展。

 

A: The Chinese side has taken note of the positive outcomes in the peace and reconciliation process of Mali. We appreciate and support the unremitting efforts by the international community, the Algerian government in particular, to solve the Malian crisis and realize regional peace and stability. We call on all parties of Mali to bear in mind the general interests, maintain national unity and territorial integrity, and seize the opportunity to realize national peace, stability and development at an early date.

 

问：据报道，广州火车站今天上午发生一起砍人事件。中方对此有何评论？是否认为这是一起恐怖袭击？

 

Q: A knife attack took place in Guangzhou railway station this morning. What is China’s comment on this? Do you think this is a terrorist attack?

 

答：我看到有关报道，不了解具体情况。相信当地公安机关会及时采取有效措施，保护人民群众的生命财产安全，并尽快对事件展开调查。

 

A: I have seen such report but do not know the specifics. We believe that local public security authorities will take immediate and effective measures to protect people’s life and property, and investigate this case as soon as possible.

 

问：美国驻韩国大使李柏特5日在首尔出席活动时遭一名男子袭击受伤。中方对此有何评论？

 

Q: US Ambassador to the ROK Mark Lippert was attacked and injured when attending an event in Seoul on March 5. Does China have any any comment on this?

 

答：中方对这一不幸事件表示遗憾，相信韩方会妥善处理。希望李柏特大使早日康复。

 

A: The Chinese side expresses regret over this unfortunate incident. We believe that the ROK side will handle this case properly and hope that Ambassador Mark Lippert will recover soon.

 

问：第一，英方发布报告称，香港自由和自治日益受到限制，这同中方30年前与英方谈判时所作承诺不一致。中方对此有何回应？第二，日本外务省5日称，日中将于本月晚些时候举行4年来的首次安全对话。你能否提供更多信息？

 

Q: First, the UK issued a report saying that there are increasing limitations to freedom and autonomy of Hong Kong that China promised to deliver to Hong Kong 30 years ago during negotiations with the UK. What is China’s response to this? Second, Japanese Foreign Ministry said on March 5 that China and Japan would hold the first security talk in four years later this month. Can you give us more details?

 

答：关于第一个问题，香港回归以来，“一国两制”的实践取得巨大成就，这是任何客观和不带偏见的人都不能否认的事实。香港是中国的特别行政区，香港事务纯属中国内政，英方无权干预，英方对香港的所谓“责任”根本不存在。

 

A: On your first question, the “one country, two systems” policy has gained substantial achievements since the return of Hong Kong. This is a fact that any objective and unbiased person will agree to. Hong Kong is a special administrative region of China, and Hong Kong affairs are entirely China’s domestic affairs which the UK side has no right to interfere in. There is no such thing as “obligation” that UK claims over Hong Kong.

 

关于第二个问题，中日两国外交部门保持着正常的接触交往。中国外交部刘建超部长助理将于3月中下旬访问韩国和日本，同两国外交部主管负责人分别举行中韩外交磋商及中日安全对话和外交当局定期磋商。中日安全对话和外交当局定期磋商机制是两国外交、防务部门进行沟通的重要渠道。双方将利用此次对话磋商就双边关系、各自国防安全政策以及共同关心的国际和地区问题交换意见。

 

On your second question, the foreign ministries of China and Japan maintain normal contact. Assistant Foreign Minister Liu Jianchao will visit the ROK and Japan in mid-to-late March. He will hold regular consultations with his ROK and Japanese counterparts respectively for the China-ROK diplomatic consultation and China-Japan security dialogue as well as the regular diplomatic consultation. The China-Japan security dialogue and regular diplomatic consultation are important channels of communication between diplomatic and defense departments of the two countries. The two sides will exchange views on bilateral relations, respective national defense policies and international and regional issues of common interest through this dialogue and consultation.

 

问：据报道，斯里兰卡新政府根据相关技术委员会的评估结果，决定暂停科伦坡港口城项目。中方对此有何评论？

 

Q: The new Sri Lankan government decides to temporarily suspend the Colombo port city project in line with the review outcomes of relevant technology committee. What is China’s comment on this?

 

答：斯里兰卡政府向中方通报了有关情况，强调此举系暂停项目施工而非取消项目，并允就后续工作同中方保持沟通与协商。斯方同时也在调查涉及其他国家的一些合作项目。中方将继续密切关注事态发展，希望斯方从斯国家发展的根本利益和保护中资企业赴斯投资的积极性出发，妥善解决有关问题，维护中方企业的合法权益。

 

A: The Sri Lankan government has informed China of relevant situation, saying that the project is only suspended temporarily rather than canceled and promising to keep communication and consultation with China on the follow-ups. We also notice that the Sri Lankan side is investigating some cooperation projects with other countries involved. We will closely monitor how this plays out, and hope that the Sri Lankan side can properly resolve relevant issue and safeguard the rights and legitimate interests of Chinese companies while protecting the fundamental interests of Sri Lanka’s national development and protecting Chinese companies’ enthusiasm to invest in Sri Lanka.

 

问：有报道称，中国人民解放军将参加在莫斯科举行的阅兵仪式。你能否证实并提供更多细节？

 

Q: Media reports say that the People’s Liberation Army will attend the military parade to be held in Moscow. Can you confirm this and provide us more details?

 

答：今年是世界反法西斯战争胜利70周年，中俄双方已经商定要共同举办相关庆祝或纪念活动。具体情况请你向国防部咨询。

 

A: This year marks the 70th anniversary of the victory of the World Anti-Fascist War. China and Russia have agreed to jointly hold commemorations and celebrations. You may refer to the Defense Ministry for specifics.
