问：据报道，14日，瓦努阿图遭强飓风“帕姆”袭击，瓦政府宣布部分地区进入紧急状态，目前急需人道主义救援。中方是否将向瓦方提供紧急援助？

 

Q: Vanuatu was reportedly ravaged by super cyclone Pam on March 14. Its government declared national emergency and called for urgent humanitarian assistance. Will China extend emergency aid to Vanuatu?

 

答：我们对瓦努阿图遭受超强飓风袭击，造成严重财产损失和人员伤亡表示深切同情和诚挚慰问。

 

A: We express deep condolences and sincere sympathies to Vanuatu which is hit hard by a super cyclone and suffers from grave property loss and casualties.

 

中国红十字会已向瓦努阿图红十字会紧急提供10万美元人道主义援助。中国政府将向瓦努阿图政府提供紧急救灾援助。我们将继续密切关注灾情，全力支持瓦努阿图政府和人民抗击灾害、重建家园。

 

The Red Cross Society of China has offered emergency humanitarian assistance amounting to 100,000 dollars to Vanuatu. The Chinese government will extend disaster relief assistance to the government of Vanuatu. We will closely monitor the situation there and try our best to support the government and people of Vanuatu in combating the disaster and rebuilding their homelands.

 

问：缅甸军机炸弹造成中方边民伤亡事件已经过去三天，请介绍事件处理最新情况。

 

Q: It’s been three days since the Myanmar warplanes dropped bombs in China and caused deaths and injuries of Chinese border residents. Can you update us on how this case has been dealt with?

 

答：中方通过不同渠道向缅方提出了严正交涉。缅方向中方表示，对事件造成中方人员伤亡感到难过，将进行认真调查并妥善处理。缅方已于昨日派工作组抵达中缅边境地区，同中方展开联合调查。

 

A: The Chinese side has lodged stern representations with the Myanmar side through various channels. The Myanmar side expressed to the Chinese side their distress over the casualties of Chinese people, promising to seriously look into this case and properly deal with it. A working group sent by the Myanmar side has arrived at the China-Myanmar border area yesterday and carried out joint investigation with China.

 

缅北果敢地区冲突已持续一个多月，对中缅边境地区和平稳定造成严重影响。中方再次敦促冲突有关方面严肃对待中方关切，切实保持克制，尽快平息事态，恢复边境地区正常秩序。

 

Conflicts in the Kokang area of northern Myanmar have been raging on over a month, causing adverse effects to peace and stability of the border area. China once again urges conflicting parties to take China’s concerns seriously, exercise restraint, cool down the situation and restore normal order to the border area as soon as possible.

 

问：欧洲议会议长舒尔茨正在中国访问。你能否介绍其访华特别是访问天津的日程安排？中方对此访有何期待？

 

Q: President of the European Parliament Martin Schulz is in China now. Can you brief us on his agenda in China, especially in Tianjin? What does China expect from this visit?

 

答：舒尔茨议长此次访华由中国全国人大接待。据了解，张德江委员长将同舒尔茨议长举行会谈，具体情况我们将及时向大家介绍。

 

A: This visit paid by President Schulz is hosted by China’s National People’s Congress. Chairman Zhang Dejiang will hold talks with him, and relevant information will be released in due course.

 

今年是中欧建交40周年。我们愿利用这一重要年份进一步增进中欧各层级、各领域交往，把中欧关系提高到新的水平。

 

This year marks the 40th anniversary of the establishment of diplomatic relations between China and EU. In this important year, we will step up China-EU engagement at all levels and in all fields and bring China-EU relations to a new high.

 

问：据报道，美国白宫网络安全协调员日前称，中方已暂停审议反恐法草案。你能否证实有关消息？

 

Q: The US White House cyber security coordinator said that China has suspended the review of the draft anti-terrorism law. Can you confirm this?

 

答：这一问题在“两会”期间多有外国记者问及，傅莹主任委员等已向大家介绍了有关情况。反恐法是根据我国反恐斗争的需要，根据国际反恐形势出现的新问题，结合我国反恐工作的实际制定的。在这一立法进程中，中方进行了深入审议，已进行二审，尚需三审，有关草案将适时提交全国人大常委会审议。

 

A: This question has been touched upon by many foreign journalists during the NPC Session and the CPPCC Session, and Chairperson Fu Ying and others have gone into great details on this topic. The anti-terrorism law is made in light of China’s need to combat terrorism by incorporating new problems emerging from the international fight against terrorism with China’s anti-terrorism realities. China has conducted in-depth reviews in promulgating the law. A second round of review has been completed and a third round is yet to come, after which the draft law will be presented to the Standing Committee of the National People’s Congress for deliberation at a proper time.

 

问：据报道，缅方否认其军机炸弹造成了中方人员伤亡。中方是否注意到缅方表态？双方是否还会进行调查？

 

Q: According to media reports, the Myanmar side has denied the involvement of its warplane in a bombing incident that killed and injured the Chinese. Have you noticed the statement made by Myanmar? Will there still be investigation between China and Myanmar?

 

答：缅甸军机炸弹造成中方人员伤亡的事实是清楚的。缅方应中方要求已于昨天派调查组抵达中缅边境地区，同中方开展联合调查。

 

A: It is a plain fact that a bomb dropped by a Myanmar warplane injured and killed Chinese residents. At the request of the Chinese side, the Myanmar side has sent a working group to the border area and carried out joint investigation with China.

 

问：斯德哥尔摩国际和平研究所今天发布报告称，中国已成为全球第三大武器出口国。有专家认为，近年来中国武器出口增长是由于中国愿意和一些西方国家不愿进行武器贸易的地区进行贸易。中方对此有何回应？

 

Q: The Stockholm International Peace Research Institute issued a report today, saying that China has become the third largest arms exporter. Some experts share the view that China’s arms export has increased in recent years because China does business with regions that some western countries are unwilling to do business with. What is China’s response to this?

 

答：这方面的排名每年都有所变化，不同机构的说法也不尽一致。但在武器出口方面，中国一向采取慎重、负责的态度，在恪守安理会决议等国际义务前提下，根据本国法律法规实施严格管理，遵循有助于接受国的正当自卫能力，不损害国际和地区和平与稳定，不干涉接受国内政等原则。

 

A: Rankings in this field change every year, and opinions from various institutions differ from each other. On arms export, China takes a prudent and responsible attitude and conducts strict management in accordance with domestic laws and regulations while complying with the UN Security Council resolutions and other international obligations. China follows the principle of contributing to the recipient country’s capability of justified self-defense, not undermining international and regional peace and stability, and not interfering in the domestic affairs of the recipient country.

 

会后，有记者问及：据报道，巴基斯坦旁遮普省首府拉合尔市郊区一天主教堂和一新教教堂外发生爆炸事件，共造成至少14人死亡，78人受伤。巴塔分支组织宣布对事件负责。中方对此有何评论？如何看待巴当前安全局势？

 

After the press conference, the following question was raised: A Catholic church and a Protestant church in urban Lahore, the capital city of the Punjab Province of Pakistan were under bomb attacks with at least 14 people dead and 78 injured. A faction of the Pakistani Taliban claimed responsibility to those attacks. How does China comment on this? What’s China’s view of the current security situation in Pakistan?

 

洪磊表示，我们对此深感震惊和悲痛。中方反对一切形式的恐怖主义，强烈谴责在巴基斯坦发生的上述袭击事件。中方向遇难者表示深切哀悼，向受伤人员和遇难者家属表示诚挚慰问。中方将继续坚定支持巴基斯坦政府和人民为实施反恐战略、维护国家安全稳定所作的不懈努力。

 

Hong Lei said that we are deeply shocked and saddened by these attacks. The Chinese side is against all forms of terrorism, and strongly denounces the attacks in Pakistan. China mourns for the victims and expresses sincere sympathies to the injured and the bereaved families. The Chinese side will continue to staunchly support the Pakistani government and people in unremittingly conducting the anti-terrorism strategy and safeguarding national security and stability.
