问：据了解，第三次叙利亚人道援助捐助方会议将举行。中方是否派代表与会？

 

Q: It is learned that the third International Humanitarian Pledging Conference for Syria will be held. Will the Chinese side send any representative to the conference?

 

答：3月31日，第三次叙利亚人道援助捐助方会议将在科威特举行，中国中东问题特使宫小生大使将应邀出席会议。

 

A: The third International Humanitarian Pledging Conference for Syria will be held on March 31 in Kuwait. Ambassador Gong Xiaosheng, China’s Special Envoy on the Middle East Issue will attend the conference.

 

叙利亚冲突给叙人民带来了深重灾难，叙人道主义局势令人忧虑。国际社会应该本着中立和公正的原则，按照联合国安理会相关决议，遵守联合国人道救援指导原则，加大对叙利亚的人道主义援助。同时，各方应加大斡旋力度，推动叙各方尽快停火止暴，通过对话和谈判走出一条符合叙利亚国情、兼顾叙各方利益的中间道路，尽早政治解决叙利亚问题，这才是缓解叙利亚人道局势的根本之道。

 

The conflict in Syria has plunged the Syrian people into plight. The humanitarian situation there is disturbing. The international community should act in the principle of neutrality and equity, uphold relevant resolutions of the UN Security Council, follow the UN guiding principles on humanitarian aid and step up humanitarian assistance to Syria. More mediation efforts should be made to prompt all parties in Syria to realize a ceasefire and stop violence as soon as possible and explore a middle way that suits the national conditions in Syria and accommodates the interests of all parties through dialogue and negotiation, so as to politically resolve the Syrian issue. That is the fundamental way to alleviate the humanitarian situation in Syria.

 

中方一直为推动政治解决叙利亚问题发挥建设性作用，我们也多批次、多渠道地向叙利亚以及境外叙难民提供力所能及的人道主义物资和援助。中方还将继续这么做。

 

The Chinese side has been playing a constructive role in pushing for the political settlement of the Syrian issue. We have done our best to deliver, through various channels, multiple batches of humanitarian supplies and assistance to the Syrian people and overseas Syrian refugees. The Chinese side will continue to do so.

 

问：台湾地区领导人马英九赴新加坡吊唁新前总理李光耀。台湾和新加坡之间没有外交关系，中方是否向新方表达了不满？

 

Q: Taiwan leader Ma Ying-jeou has gone to Singapore to pay respect to the late former Singaporean Prime Minister Lee Kuan Yew. Taiwan and Singapore do not have diplomatic relations. Has the Chinese side lodged complaints with the Singaporean government about the visit?

 

答：我们注意到有关报道。李光耀先生生前坚持一个中国政策，为促进两岸关系发展做了积极有益的工作。中方对此表示赞赏。中方对建交国与台发展关系问题的立场是一贯的、明确的。我们相信，新方将按照一个中国原则，慎重妥善地处理好有关涉台问题。

 

A: We have noted the relevant report. Mr. Lee Kuan Yew, who upheld the one-China policy, contributed his positive efforts to the development of cross-Strait relations. The Chinese side expresses its appreciation on this. Our position regarding the relationship between Taiwan and countries that have diplomatic relations with us is consistent and clear. We believe that the Singaporean side will prudently and properly deal with the relevant Taiwan-related issue in accordance with the one-China policy.

 

问：有报道称，中方已经邀请日本首相安倍晋三参加9月抗战胜利70周年纪念活动。你能否证实？

 

Q: Reports say that the Chinese government has invited Japanese Prime Minister Shinzo Abe to attend commemorations marking the 70th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression in September. Can you confirm this?

 

答：我们已多次介绍了中国政府将于9月举行中国人民抗日战争暨世界反法西斯战争胜利70周年纪念活动相关情况。中方已向所有有关国家领导人和国际组织发出邀请。

 

A: We have already given the information about activities to be held by the Chinese government in September to mark the 70th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. The Chinese side has extended invitations to leaders of all relevant countries and international organizations.

 

问：中印边界问题特别代表第十八次会晤近日在新德里举行。此次会晤讨论了哪些问题？提出了哪些新倡议？杨洁篪国务委员和多瓦尔国家安全顾问是否讨论了莫迪总理将访华及中印经贸关系等问题？

 

Q: What topics were touched upon at the 18th Special Representatives’ Meeting on the China-India boundary question held in New Delhi? Were any new initiatives discussed? Were the forthcoming visit by Indian Prime Minister Narendra Modi to China and the economic relations and trade between the two countries discussed by State Councilor Yang Jiechi and Indian National Security Adviser Ajit Doval?

 

答：3月23日至24日，中印边界问题特别代表第十八次会晤在新德里举行。中方特别代表、国务委员杨洁篪和印方特别代表、国家安全顾问多瓦尔就边界问题深入交换意见，并就双边关系和共同关心的国际地区问题进行了战略沟通。

 

A: The 18th Special Representatives’ Meeting on the China-India boundary question was held in New Delhi on March 23 and 24. Chinese representative and State Councilor Yang Jiechi and Indian representative and National Security Adviser Doval had an in-depth exchange of views on the boundary question as well as strategic communication over the bilateral relations and major international and regional issues of common interest.

 

在双边关系方面，双方表示，中印互为重要邻国，是当今世界两个最大的发展中国家和最具活力的新兴市场国家。中印关系的发展，事关两国人民的福祉，也牵动本地区乃至世界的和平与发展。双方应共同努力，推动各领域务实合作，进一步加强在国际和地区事务中的协调配合，共同构建更加紧密的发展伙伴关系，为促进世界的和平与发展作出更大贡献。

 

On the bilateral relations, both sides agreed that China and India are each other’s important neighbors, the two largest developing countries in the world and the most dynamic emerging markets. The development of China-India relations bears on the interests of the two peoples as well as peace and development of the region and the world as a whole. Efforts should be made by both sides to promote practical cooperation in various fields, step up coordination and cooperation on international and regional affairs, build a more close-knit partnership of development and contribute even more to world peace and growth.

 

双方认为，去年9月习近平主席成功访问印度，两国领导人为未来5至10年中印战略合作指明了方向，作出了规划。双方将共同落实两国领导人重要共识，保持高层互访势头，推动中印战略合作伙伴关系不断向前发展。

 

Both sides stated that during President Xi Jinping’s successful visit to India last September, the two leaders charted the course and worked out a plan for China-India strategic cooperation in the coming five to ten years. The two sides will work together to implement the important consensus between leaders of the two countries, maintain the momentum of high-level visits and keep advancing China-India strategic cooperative partnership.

 

关于边界问题，杨洁篪国务委员与多瓦尔国家安全顾问回顾了两国特代会晤多年来取得的积极进展，强调将从两国关系大局和两国人民长远利益出发，在已有成果和共识基础上，继续沿着正确方向推进框架谈判进程。双方重申，在边界问题解决之前，妥善管控争议，共同维护两国边境地区和平与安宁。

 

On the boundary question, State Councilor Yang Jiechi and National Security Adviser Doval reviewed the progress made at the meetings over recent years and highlighted the need for the two countries to bear in mind the big picture of the bilateral relations and the long-term interests of the two peoples, build upon the past achievement and existing consensus and press ahead with the framework negotiation along the right course. Both sides reaffirmed their commitment to properly managing disputes and maintaining peace and tranquility of the border areas pending the settlement of the boundary question.

 

问：泰国一家法院近日开庭审理17名维族人的案件，中方是否要求泰方将他们遣返回中国？

 

Q: There was a court hearing in Thailand today for a group of 17 Uyghurs. Has the Chinese side asked the Thai side for their repatriation?

 

答：我不掌握具体情况。我们已多次表明，非法移民活动扰乱国际间的正常出入境秩序，侵害国际社会共同利益，就此加强合作和沟通，共同维护好正常合法的出入境秩序，符合有关国家共同利益。我们愿意继续与有关国家在这方面加强沟通合作。

 

A: I am not in possession of any solid information. We have stated on many occasions that illegal immigration disturbs the order of normal personnel exchanges among different countries and violates the common interests of the international community. More cooperation and communication in this regard to safeguard the order of normal and legitimate movement of people across different countries is in the interests of all relevant countries. We are ready to enhance communication and cooperation with relevant countries in this regard.
