Councilor Yang Jiechi, Pham Binh Minh, Deputy Prime Minister and Minister of
Foreign Affairs of the Socialist Republic of Vietnam will co-host the eighth
meeting of the China-Vietnam Steering Committee for Bilateral Cooperation with
State Councilor Yang Jiechi in China from June 17 to 19.
二、应外交部长王毅邀请,荷兰王国外交大臣伯特·孔德尔斯将于6月18日至19日对中国进行正式访问。
At the invitation of Foreign
Minister Wang Yi, Bert Koenders, Minister of Foreign Affairs of the Kingdom of
the Netherlands will pay an official visit to China from June 18 to 19.
问:据英国媒体报道,英方认为中、俄两国已破译斯诺登泄露的机密文件,因而不得不撤回英国情报人员。请问中方有何评论?是否已经破译了那些文件?
Q: According to the
British media, the UK had to remove some of its agents after China and Russia
cracked top-secret files leaked by Edward Snowden. What is China’s comment on
that? Has China cracked those files?
答:我不了解有关情况。

问:据悉,近日,中方与六方会谈代表进行了会晤,对于重启六方会谈的问题交换了意见。中方对重启六方会谈的立场是否有所改变?中方是否认为朝鲜无需事先冻结核武器设施也能够重启六方会谈?
Q: The Chinese side has
recently met with some of the other negotiators of the Six-Party Talks for
discussions on resuming the Talks. Has China’s position on the resumption of
the Talks changed? Does China believe it is possible to restart the Talks
without first neutralizing the nuclear facilities in the DPRK?
答:首先,中方分别与美日韩六方团长会晤的情况,我们已经发布了消息,我没有进一步的补充。中方在朝鲜半岛核问题上的立场没有任何变化,我们坚定致力于半岛无核化,坚定致力于维护半岛和平稳定,坚定致力于各方对话协商,通过政治途径,妥善解决有关问题。
A: We have released
information about the separate meetings of the Chinese side with nuclear
negotiators from the US, Japan and the ROK. I have nothing more to add. China’s
stance on the Korean nuclear issue remains unchanged. We stay committed to
realizing denuclearization of the Korean Peninsula, safeguarding peace and
stability of the Peninsula and properly resolving relevant issues through
political means such as dialogues and consultations of all parties.
问:据报道,中国和委内瑞拉2007年签署了经济协议。中方如何看待有关合作的进展情况?有批评称,有关协议更有利于中方获取能源资源。中方对此有何评论?
Q: Media reports say that
China and Venezuela signed an economic deal in 2007. How does China view the
progress of relevant cooperation? Some people criticize that the relevant deal
is more in China’s favor to obtain energy resources. What is your comment on
this?
答:委内瑞拉是中国在拉美非常重要的经贸合作伙伴。近年来,双方本着平等互利、共同发展的原则,在能源、基础设施、高科技、制造业、金融这些领域开展了广泛的务实合作,特别是社会住房、应急电站、建材厂、汽车厂、手机厂等一系列项目陆续建成或投产,这些项目累计在委内瑞拉产生了将近300万个就业岗位。可以说中国和委内瑞拉的务实合作规模很大,领域很宽,成效很好,产生了很好的社会和经济效益,也给两国人民带来了实实在在的好处。中方愿意跟委内瑞拉一道,进一步拓展两国在各领域的务实合作,进一步造福两国人民。
A: Venezuela is a very
important economic partner of China in Latin America. In recent years,
following the principles of equality, mutual benefits and common development,
the two countries have carried out extensive and pragmatic cooperation on
energy, infrastructure, high technology, manufacturing and financing. A
collection of projects on public housing, emergency power plants, building
materials factories, automobile factories, cellphone manufacturing and others
have been set up or put into operation, creating a total number of nearly 3
million jobs in Venezuela. The pragmatic cooperation between China and
Venezuela is large-sized, wide-ranging and productive, creating good social and
economic outcomes and bringing tangible benefits to the two peoples. China is
willing to work with Venezuela to extend the bilateral pragmatic cooperation in
various fields and benefit the two peoples.
问:据报道,不具名的美国官员日前称,与中国有关的黑客组织窃取了美国的情报和军方人员进行安全确认时提交的机密背景信息,美国参议院民主党领袖瑞德也声称,有关攻击是中国黑客所为。请问中方对此有何评论?
Q: US officials, who
spoke on condition of anonymity, said that hackers linked to China have gained
access to the sensitive background information submitted by intelligence and
military personnel for security clearances. The Democratic Senate leader Harry
Reid also said that the hack was carried out by the Chinese. What is China’s
comment on that?
答:这种“不具名”的小道消息太多,我们没有功夫花时间去一一点评。关于瑞德参议员所作的有关表态,我想说,近年来,国际社会听到的和看到的最多是关于美方大量从事非法网络活动的信息披露。长期以来,美方违反国际法和国际关系基本准则,对外国政要、企业、个人进行大规模、有组织的网络窃密和监听、监控活动,遭到了世界各国和国际舆论的广泛谴责。美方有关人士不要忘了,在网络攻击和窃密问题上,美方还欠国际社会一个交待。试图通过转移话题蒙混过关是行不通的。在无端指责其它国家之前,可能先把自己的事说清楚,会使自己听上去更有说服力一些。
A: There have been so
many anonymous remarks spreading through the grapevine. We have no time to make
comments on each of them. In response to what Senator Harry Reid said, I want
to point out that what the international community has heard and seen the most
over recent years are revelations about the engagement of the US in a large
amount of illegal cyber activities. The US has long been conducting massive and
organized cyber espionage, wiretapping and surveillance against foreign
political figures, companies and individuals in defiance of the international
law and the basic norms governing international relations, inviting criticism
from countries around the world and denunciation of the public. Relevant people
from the US should not forget that the US still owes the international
community an explanation on issues concerning cyber attack and theft. It is
impossible to muddle through by diverting people’s attention. Maybe it is
better to clarify one’s own matters before rushing to make unfounded
accusations against others, so as to make oneself sound more convincing.
问:据报道,朝鲜昨天试射了三枚导弹。中方对朝鲜此举有何评论?
Q: The DPRK reportedly
test-fired three missiles yesterday. What is China’s comment on the move taken
by the DPRK?
答:半岛局势仍然还是处于比较复杂和敏感的状况。我们希望有关各方都能够避免采取可能导致局势进一步紧张和复杂化的行动,而应该相向而行,多采取有利于缓和半岛局势、最终有利于恢复对话的举动。
A: The situation on the
Korean Peninsula is still rather complex and sensitive. We hope that all
parties concerned could refrain from actions that may further strain and
complicate the situation, meet each other halfway, and take more actions that
will help ease the tension and facilitate the resumption of the Six-Party
Talks.
问:日前,有数万日本人在东京举行了集会,抗议安倍政府无视宪法,企图在国会强行通过安保法案的行为。中方对此有何评论?
Q: Tens of thousands of
Japanese took to the streets the other day in Tokyo to protest the Abe
administration’s attempt to push through the security bills at the Diet in
disregard of the constitution. What is China’s comment on that?
答:日本军国主义上个世纪发动的那场侵略战争,给中国和其他亚洲国家造成了深重灾难。在日本走上军国主义的过程中,广大日本民众受到蒙蔽,最终也成为战争的牺牲品和受害者。
A: The war of aggression
launched by the Japanese militarism last century brought untold suffering to
China and other Asian countries. The Japanese people were blindfolded in Japan’s
pursuit of militarism, falling victim to the war.
今天,日本人民和有良知的日本有识之士不愿国家重蹈覆辙,对日本政府在军事安全领域的政策动向保持高度警惕,要求固守和平宪法,是可以理解的。
It is understandable that the
ordinary Japanese and men of conscience and insight who do not want to see the
country repeat its mistake stay on high alert against changes to the Japanese
government’s policy on military and security and ask the Japanese government to
stick to the pacifist constitution.
问:据欧洲媒体报道,中方愿意向欧盟基础设施投资基金注资。中方能否证实并提供更多细节?
Q: The European media
said that China is willing to invest in the EU initiated infrastructure
investment fund. Can you confirm that and give us more details?
答:中方正在就有关问题进行研究。
A: The Chinese side is
having discussions on the relevant issue.
问:据中国媒体报道,由于中东呼吸综合征(MERS)在韩国爆发,中方航空公司削减了赴韩国的航班数量,以应对疫情。能否具体介绍一下为预防MERS在中国爆发,中方都采取了哪些措施?
Q: According to Chinese
media reports, some Chinese airlines have cut the number of flights to the ROK
in response to the outbreak of the Middle East Respiratory Syndrome (MERS) in
the country. Can you give us more details on what China has done to prevent the
outbreak of MERS in China?
答:关于你说的削减航班的问题,我没有听说过这方面情况。至于中方为应对中东呼吸综合征所采取的措施,我的同事上星期在记者会上已经向大家介绍了有关情况,包括外交部领事司、中国驻韩国使领馆已提醒在韩国和即将赴韩国的中国公民采取必要的防护措施。同时,我们在边境口岸也采取了必要的措施,这些都是本着对中国公民以及其他国家公民负责的态度。
A: I haven’t heard about the reduction of flights as you mentioned. Last week, my colleague has briefed you on the measures taken by China to cope with MERS. The Department of Consular Affairs of the Foreign Ministry and the Chinese diplomatic missions in the ROK have asked Chinese citizens in the ROK and those planning to visit the ROK to take necessary precautions. Meanwhile, we have also taken necessary steps at the border crossings with a responsible attitude to citizens of China and other countries. |
