Q: It is reported today that a Uighur man who attacked passengers with a brick at Xi’an Railway Station was shot by the police and died later on. Please confirm this.

答：我们刚刚注意到有关报道。西安铁路公安部门已经发布有关消息，现阶段我没有进一步情况。

A: We just noticed relevant reports. The railway police authorities in Xi’an have issued relevant information. I have no further details at the current stage.

问：据报道，日本官房长官菅义伟今天称，中国在南海岛礁上的建设活动不能坐实中方对这些岛礁拥有主权。中方对此有何评论？

Q: Reports say that Japanese Chief Cabinet Secretary Yoshihide Suga stated today that China’s construction activities on the islands and reefs in the South China Sea would not make China’s ownership of these islands and reefs a done deal. What is China’s comment on that?

答：这个论调已经有一些人说过不少次了。日方有关人士继续拿这个话题来做文章，没有意义。我想强调，中国对南海有关岛礁拥有无可争辩的主权，这不需要通过建设措施来证明。

A: This kind of argument is not new to us. It is pointless for relevant people in Japan to continue to make an issue of this topic. I want to stress that China has indisputable sovereignty over relevant islands and reefs in the South China Sea, which does not need to be proven by the construction work.

问：外交部对香港立法会即将投票表决香港政改方案有何看法？

Q: The Legislative Council of Hong Kong will vote on the electoral reform package. What is the Foreign Ministry’s comment on that?

答：香港事务不是外交问题。不过既然你提到了，我可以介绍一下：15日，中国国务院港澳办王光亚主任就香港立法会即将举行的投票充分地阐明了中央政府的立场。中国中央政府坚定不移地支持香港特别行政区依照基本法和全国人大常委会的有关决定，于2017年实现行政长官普选。基本法和全国人大常委会“8·31”决定确立的行政长官普选制度在保持稳定性的同时，从长远看，也将根据香港的实际情况，包括社会发展和社会共识形成的情况，在实践中进一步完善。我们确实希望，香港社会500多万合资格选民能够充分抓住这个机会，实现香港民主发展的重要一步。

A: The affairs of the Hong Kong SAR are not diplomatic issues, but since you have mentioned this, I can brief you on this matter. On June 15, Wang Guangya, Director of the Hong Kong and Macao Affairs Office of the State Council, elaborated on the position of the central government on the upcoming vote by the Legislative Council of the Hong Kong SAR. The central government of China stays committed to supporting the Hong Kong SAR in electing its Chief Executive through universal suffrage in 2017 in accordance with the Basic Law and the decision made by the NPC Standing Committee. While maintaining its consistency, the universal suffrage system established by the Basic Law and the decision issued by the NPC Standing Committee on August 31 will be improved in practice in the long run based on the reality in Hong Kong, including the development of society and the building of public consensus. We sincerely hope that the over five million eligible voters in Hong Kong will fully grasp this opportunity so as to take an important step in advancing democracy in Hong Kong.

问：第一，美方对中国可能计划在南海开展更多建设活动，包括建设军事防御设施表示关切。中方对此有何评论？第二，美国总统参选人、地产商唐纳德·特朗普称，中国用商业手段窃取了美国人的就业机会。中方对此有何回应？

Q: First, the United States is concerned about China’s plans for more construction activities in the South China Sea, including those for military defense. What is China’s comment on this? Second, Donald Trump, a US presidential contender and real estate mogul, said that China is stealing US jobs through business practices. What is China’s response to this?

答：关于第一个问题，我们最近已经多次重申了中方有关立场。中国对南沙群岛及其附近海域拥有无可争辩的主权。我们在自己的领土上从事一些正当的建设活动，以保证驻守岛礁人员和设施等必要条件的完善，加强我们为这一区域国家和有关经济体从事商贸活动提供国际公共产品的能力，这是无可非议的。恰恰相反，我们倒是希望有关国家，特别是一些域外国家能多做有助于本地区和平稳定的事情，而不是采取一些可能加剧地区紧张、渲染紧张、甚至制造紧张的事情。

A: On your first question, we have reiterated China’s relevant position many times. China has indisputable sovereignty over the Nansha Islands and the adjacent waters. We are carrying out legitimate construction activities on our own territory to ensure the improvement of conditions in terms of personnel and facilities and strengthen our capabilities to provide adequate international public goods for the business activities of regional countries and relevant economies. It is beyond reproach. On the contrary, we hope that relevant countries, especially those outside the region, could do more things that will contribute to peace and stability of the region instead of things that might escalate, exaggerate, or even create tensions in the region.

关于第二个问题，中美之间经贸合作发展到今天，已经形成了你中有我、我中有你、双向互赢的局面，给双方均带来了很大利益。我相信尽管有一些摩擦，双方也都能很好地通过现有的渠道处理。如果没有一个很好的基础，这样的经贸关系是不可能持久的。它既然能够这样持续发展下去，就证明它总体上是健康发展的。

On your second question, China-US economic cooperation and trade have reached a stage where we are highly interdependent and share win-win results, and this situation has brought tremendous benefits to both sides. I believe, though there are some frictions, they can be well handled through the existing channels. This economic and trade relationship could not have lasted so long without a good basis. Since it has been developing in such a sustained way, it is a sound relationship as a whole.
