应古巴部长会议副主席卡布里萨斯、巴西副总统特梅尔邀请，国务院副总理汪洋将于6月25日至27日访问古巴、巴西并主持召开中巴高层协调与合作委员会第四次会议。

 

At the invitation of Vice Chairman Ricardo Cabrisas of the Cuban Council of Ministers and Vice President Michel Temer of Brazil, Vice Premier Wang Yang of the State Council will visit Cuba and Brazil from June 25 to 27, and chair the fourth meeting of China-Brazil High-level Coordination and Cooperation Committee.

 

问：6月18日，香港特区立法会未能通过香港特区行政长官普选法案，外交部对此有何评论？这对特区对外交往会否产生影响？

 

Q: On June 18, the Legislative Council of the Hong Kong SAR voted down the proposed electoral reform package for Hong Kong. What is the Foreign Ministry’s comment on that? How will it affect the external exchanges of the Hong Kong SAR?

 

答：关于这个问题，国务院港澳办发言人已全面清晰地阐明了中国中央政府的立场。

 

A: The spokesperson of the Hong Kong and Macao Affairs Office of the State Council has stated fully and clearly the stance of the central government of China on this.

 

我愿再次重申，坚定不移地根据香港基本法和全国人大常委会有关决定推进香港民主发展，落实行政长官由普选产生的目标，是中国中央政府的一贯立场，也是香港同胞的共同期盼，中国中央政府和特区政府为此付出了巨大努力。香港特区政府提出的有关普选法案合宪合法，理性务实，得到香港大多数市民的支持。某些议员出于阻碍香港民主发展的目的否决普选法案，使香港错失了实现行政长官普选的重要机遇，他们要为此承担历史责任。

 

I want to reaffirm that to unswervingly advance Hong Kong’s democracy in accordance with the Basic Law and the relevant decision of the NPC Standing Committee and work for the goal of electing its Chief Executive through universal suffrage is not only the longstanding position of the central government of China, but also the common aspiration of Hong Kong compatriots. Both the central government and the SAR government have made tremendous efforts for that. The universal suffrage proposal made by the Hong Kong SAR government is constitutional, lawful, rational and down-to-earth. It has won the support of the majority of Hong Kong residents. Aiming at obstructing the development of democracy in Hong Kong, some legislators voted against the proposal. They should take the historical responsibility for depriving Hong Kong of the important opportunity to elect its Chief Executive through universal suffrage.

 

“一国两制”是中国政府的一项基本国策，将长期得到坚持。中国政府将继续坚定不移地贯彻落实“一国两制”、“港人治港”、高度自治的方针，继续坚定不移地支持行政长官和特区政府依法施政，继续坚定不移地支持香港特区依法循序渐进地发展民主并最终达至普选的目标。我们对香港的前途充满信心。

 

“One country, two systems” is a basic state policy of the Chinese government that will be upheld for a long time. The Chinese government will continue to unswervingly adhere to the principles of “one country, two systems”, “Hong Kong people governing Hong Kong” and a high degree of autonomy, support the law-based governance of the Chief Executive and the SAR government, support the gradual and orderly development of democracy in Hong Kong in accordance with the Law and the realization of universal suffrage. We are fully confident about the future of Hong Kong.

 

香港是国际金融贸易航运中心，保持香港繁荣稳定，不仅符合中国的利益，也符合各国投资者利益。中国中央政府将继续支持香港特区发展对外交往与合作，依法保护各国在港利益。我们欢迎各国继续在经贸、文化、旅游等领域同香港保持和发展关系。同时我也想强调，香港是中国的特别行政区，香港事务属于中国内政，任何外国不应干预。

 

Hong Kong is an international financial, trade and shipping center. To maintain prosperity and stability of Hong Kong does not only serve China’s interests, but the interests of foreign investors as well. The central government of China will continue to support Hong Kong SAR in conducting exchanges and cooperation with foreign countries, and protect foreign countries’ interests in Hong Kong according to law. Foreign countries are welcome to maintain and develop their relations with Hong Kong in economy and trade, culture, tourism and other areas. I also want to stress that Hong Kong is a Special Administrative Region of China, the affairs of Hong Kong belong to China’s domestic affairs, and no foreign country can interfere.

 

问：鉴于当前在南海的领土争议等问题，中方对中美战略与经济对话有何期待？

 

Q: Given the territorial disputes in the South China Sea, what’s China’s expectation for the Strategic and Economic Dialogue with the US next week?

 

答：第七轮中美战略与经济对话、第六次中美人文交流高层磋商即将在美国举行，这是中美在构建新型大国关系进程当中的一件大事。我们愿与美方通过这次对话和磋商，进一步增进战略沟通，促进互利合作，扩大人文交流，推动中美关系取得新的更大的发展。

 

A: The seventh round of Strategic and Economic Dialogue and the sixth High-level Consultation on People-to-People and Cultural Exchanges will be held in the US. This is an important event in building a new type of major-country relations between China and the US. We stand ready to work with the US to promote strategic communication, win-win cooperation and people-to-people exchanges through the Dialogue and Consultation so as to further advance China-US relations.

 

近期我们已经通过多种场合向美方介绍了中方在南海进行岛礁建设的有关情况。我要指出，中方在部分南沙岛礁进行的建设，完全是中国主权范围内的事情，其主要目的是为了更好地践行中国的国际责任和义务，更好地在海上搜救、防灾减灾、航行安全等方面提供服务和保障。中国有句话，“路遥知马力，日久见人心。”中国已经并将继续是本地区和平稳定的重要力量。

 

We have recently informed the US on multiple occasions of the development regarding China’s construction activities on islands and reefs in the South China Sea. I would like to point out that construction activities on some of the Nansha islands and reefs fall within China’s sovereignty. The main objective is to better fulfill China’s international responsibilities and obligations, provide better services and guarantee in maritime search and rescue, disaster prevention and mitigation and navigation safety. As the Chinese saying goes, just as distance tests a horse’s strength, time will prove a person’s sincerity. China has been and will always be an important force for regional peace and stability.

 

问：汪洋副总理访问古巴和巴西期间，哪些领导人将与其会见，此访的主要目的是什么？

 

Q: During Vice Premier Wang Yang’s visit to Cuba and Brazil, which leaders will he meet? What are the major purposes of the visit?

 

答：汪洋副总理将于6月25日访问古巴，同古巴部长会议副主席卡布里萨斯举行会谈，并会见古方其他领导人，就双边关系及共同关心的国际和地区问题交换看法。汪洋副总理此访恰逢中古建交55周年。我们愿通过此访进一步巩固两国友谊，深化互信，促进互利合作，为中古关系发展注入新的推动力。

 

A: Vice Premier Wang Yang will pay a visit to Cuba on June 25. He will hold talks with Vice Chairman Ricardo Cabrisas of the Cuban Council of Ministers, meet other Cuban leaders and exchange views with them on bilateral relations as well as regional and international issues of mutual interest. The visit coincides with the 55th anniversary of the establishment of diplomatic relations between China and Cuba. We hope this visit will help further strengthen friendship, deepen mutual trust, promote mutually-beneficial cooperation and inject new impetus to the development of China-Cuba relations.

 

汪洋副总理将于6月26日至27日访问巴西。访问期间，汪洋副总理将同特梅尔副总统共同主持召开中国—巴西高层协调与合作委员会第四次会议。我们愿通过此访进一步密切双方高层交往，深化政治互信，推动双边各领域务实合作不断向前发展。

 

Vice Premier Wang Yang will pay a visit to Brazil from June 26 to 27. During his visit, Vice Premier Wang Yang will co-host the fourth meeting of China-Brazil High-level Coordination and Cooperation Committee with Vice President Michel Temer of Brazil. We hope this visit will intensify high-level exchanges, deepen political mutual trust and advance bilateral practical cooperation in various areas.

 

去年7月，习近平主席成功对巴西进行历史访问。今年5月，李克强总理也对巴西进行正式访问。我们愿与巴方深入落实两国领导人就发展中巴关系达成的重要共识，不断充实中巴全面战略伙伴关系内涵。

 

Last July, President Xi Jinping paid a successful historic visit to Brazil. This May, Premier Li Keqiang also paid an official visit to Brazil. China stands ready to work with Brazil to fully implement the important consensus reached between leaders of the two countries on the development of China-Brazil relations, and continue to enrich the comprehensive strategic partnership between China and Brazil.

 

根据2015年端午节假期放假安排，外交部例行记者会将于6月22日（周一）休会，6月23日（周二）恢复。休会期间，外交部发言人办公室仍将接受记者电话提问。

 

The regular press conference of the Ministry of Foreign Affairs will be adjourned on Monday, June 22 for the Dragon Boat Festival and resumed on Tuesday, June 23. During the adjournment, correspondents may raise questions to the Spokesperson’s Office by telephone.
