问:据报道,日本内阁官房长官菅义伟6日称,2013年6月以来中方一直在日中东海“中间线”附近推进新天然气田开采的相关设施建设,日方已多次向中方提出抗议并要求中方停止作业。中方对此持何立场?
Q: According to reports,
Japan’s Chief Cabinet Secretary Yoshihide Suga said on July 6 that since June
2013, China has been stepping up construction of new gas field facilities close
to the Japan-China median line in the East China Sea. Japan has repeatedly
protested to and asked China to end its construction work. What’s China’s
comment?
答:中方有关活动完全位于无争议的中国管辖海域,日方提出所谓“抗议”没有任何道理,中方不接受日方的无理要求。
A: China’s relevant
activities are in waters within China’s jurisdiction beyond any dispute. The
protests by Japan are groundless, and China does not accept the unreasonable
request of Japan.
问:菲律宾提起的南海仲裁案今天开庭,中方对此有何评论?
Q: What is your comment
on the South China Sea arbitration initiated by the Philippines that opens
today?
答:对于菲律宾违背与中国多次达成的共识及其在《南海各方行为宣言》中的承诺单方面提起的仲裁案,中国已多次阐明不接受、不参与的立场。中国反对菲方提起和推进仲裁程序的任何做法。去年12月发表的中国政府关于菲律宾所提南海仲裁案管辖权问题的立场文件已清楚地表明了中方立场。
A: China has, on many
occasions, expounded its position of neither accepting nor participating in the
arbitral proceeding unilaterally initiated by the Philippines in breach of the
agreement that has been repeatedly reaffirmed with China as well as the
Philippines’ undertakings in the Declaration
on the Conduct of Parties in the South China Sea (DOC). China opposes any
moves by the Philippines to initiate and push forward the arbitral proceeding.
China’s position has been clearly stated in the Position Paper of the Government of the People’s Republic of China on
the Matter of Jurisdiction in the South China Sea Arbitration Initiated by the
Republic of the Philippines released in last December.
问:据报道,日本“明治工业革命遗址”列入世界遗产名录后,日本外相岸田文雄、内阁官房长官菅义伟等在不同场合表示不存在“强制劳动”问题,日文翻译文件还把“强制劳动”译成“被要求劳动”。中方对此有何评论?
Q: It is reported that
after the “Sites of Japan’s Meiji Industrial Revolution” were added to the
World Cultural Heritage list, Japanese Foreign Minister Fumio Kishida and Chief
Cabinet Secretary Yoshihide Suga, among others, denied on many occasions the
existence of “forced labor”. In addition, the Japanese text used the term “forced
to work” instead of “forced labor”. What is China’s comment?
答:强征和奴役劳工是日本军国主义在对外侵略和殖民统治期间犯下的严重罪行。事实不容否认,历史不容篡改。在这个大是大非的问题上玩文字游戏,只能是越抹越黑,遭到国际社会的耻笑,也只能再次证明,日本在历史问题上缺乏最起码的诚信。中方敦促日方以负责任的态度,正视并妥善处理有关历史问题,以实际行动取信于亚洲邻国和国际社会。
A: The forced recruitment
and enslavement of laborers is a grave crime committed by the Japanese
militarism during its invasion and colonial rule of other countries. This fact
is not to be denied and history not to be distorted. To play with words on such
a major issue of principles can only lead to worse results and invite ridicule
of the international community. It is another example that Japan lacks the
basic integrity on the issue of history. China urges Japan to adopt a
responsible attitude, face up to the past and properly handle the relevant
issue of history, and win trust from its Asian neighbours and the international
community with concrete actions.
问:据报道,昨天俄罗斯副总理罗戈津表示中国可以购买俄罗斯的火箭发动机发展太空项目。你对此有何评论?

Russian Deputy Prime Minister Rogozin said yesterday that China may buy rocket
engines from Russia for its space program. What is your comment on that?
答:7月6日,汪洋副总理在伊尔库茨克与罗戈津副总理举行了中俄总理定期会晤委员会双方主席会晤,有关消息稿已经发布。此次会晤中,双方就中俄贸易、金融、核能、航空、航天、卫星导航、跨境基础设施、信息技术、科技创新等一系列重要领域合作进行深入探讨,一致同意加快推进现有战略大项目,不断拓展相关领域合作,并继续加强两国地区间、部门间合作机制建设。中俄有着高水平的全面战略协作伙伴关系,我们愿意继续本着相互尊重和互利共赢的原则同俄方继续推进航空航天等大项目合作。
A: On July 6, Chinese
Vice Premier Wang Yang and Russian Deputy Prime Miniter Dmitry Rogozin held the
bilateral chairmen’s meeting of the China-Russia Prime Ministers’ Regular
Meeting Committee in Irkutsk. Relevant news release has been made public.
During this meeting, the two sides had in-depth discussions on cooperation in
such important fields as trade, finance, nuclear power, aviation, aerospace,
satellite navigation, cross-border infrastructure, information technology and
scientific and technological innovation. The two sides agreed to speed up the
implementation of existing major strategic projects, constantly expand

the commemorations marking the 70th anniversary of the victory of the Chinese
People’s War of Resistance Against Japanese Aggression by opening an exhibition
at the Lugou Qiao to mark the 78th anniversary of the outbreak of the War. What
are the main objectives to hold such commemorative events? What effects does
China expect to achieve?
答:1937年7月7日,日本军国主义者发动了卢沟桥事变,开始了全面侵华战争,使中华民族陷入深重灾难。全体中华儿女浴血奋战,最终取得了抗日战争的胜利。
A: On 7 July, 1937, the
Lugou Qiao Incident broke out following provocation by Japanese militarists,
marking the beginning of Japan’s full-scale invasion of China and plunging the
Chinese people into the calamity of war. After united and arduous struggle, all
compatriots of the Chinese nation won the victory of the War of Resistance
Against Japanese Aggression.

This year, we will hold
activities to commemorate the end of the World Anti-Fascist War and the victory
of the Chinese People’s War of Resistance Against Japanese Aggression. In the
recent press conference held by the State Council Information Office, officials
from related departments briefed on the specific arrangements for the events.
China has already issued invitations through diplomatic channels to leaders
from major belligerent states in the Second World War, some Asian countries,
countries in other regions and relevant international organizations to attend
the events. The main objective is to join the rest of the world to remember
history, recall the martyrs, cherish peace and open up to the future. The
international community has commended the important contribution by China to
the World Anti-Fascist War. We hope to maintain close communication with all
parties and, through the commemorations, draw lessons from history, enhance our
cooperation and safeguard the hard-won peace so as to ensure a peaceful and prosperous
world for future generations.
