一、应外交部长王毅邀请，厄瓜多尔共和国外交和移民事务部长里卡多·阿曼多·帕蒂尼奥·阿罗卡将于10月7日至8日对中国进行正式访问。

 

At the invitation of Foreign Minister Wang Yi, Minister of Foreign Affairs and Human Mobility of the Republic of Ecuador Ricardo Armando Patino Aroca will pay an official visit to China from October 7 to 8.

 

二、应外交部副部长张业遂邀请，美国常务副国务卿布林肯将于10月8日至10日访华。

 

At the invitation of Executive Vice Foreign Minister Zhang Yesui, US Deputy Secretary of State Antony Blinken will travel to China from October 8 to 10.

 

日前，习近平主席对美国进行了成功的国事访问，这次访问在中美关系中具有里程碑意义。中美双方通过此访，进一步确认了构建新型大国关系的发展方向，进一步提升了中美战略互信水平，进一步拓展了中美互利共赢合作，进一步升华了中美人民友好情谊。我们愿与美方共同努力，推动中美构建新型大国关系取得新的更大发展。

 

President Xi Jinping has just wrapped up his successful state visit to the US which marks a milestone in the bilateral relationship. The two sides reaffirmed the direction of building a new model of major-country relationship between China and the US, boosted bilateral strategic mutual trust, expanded mutually beneficial cooperation for win-win results and improved friendship between the two peoples. We would like to push for greater progress of the new model of major-country relationship with the American side.

 

问：近日，俄罗斯、美国、联合国秘书长等就解决叙利亚问题提出一些看法和主张。中方当前对解决叙利亚问题持何立场？

 

Q: Over recent days, Russia, the US and the UN Secretary-General have made some observations on resolving the Syrian issue. What is China’s stance on the resolution of the Syrian issue?

 

答：中方注意到各方近期就解决叙利亚问题提出了一些倡议。只要有利于政治解决叙问题，中方均持开放态度。

 

A: The Chinese side has taken note of a series of proposals made by various parties in recent days. China is open to proposals that are conducive to the political resolution of the Syrian issue.

 

在叙利亚问题上，中方一直坚持政治解决叙利亚问题，并提出了解决思路。我们认为解决叙利亚问题必须始终沿着“五个坚持”的正确方向：一是坚持通过政治手段解决叙利亚问题。军事手段没有出路，各方都应通过对话谈判表达诉求。二是坚持由叙利亚人民自主决定国家的未来。叙利亚政治过渡进程应该由叙利亚人民主导，叙利亚的未来只能由叙利亚人民自主决定。三是坚持推进包容性政治进程，尽快开启平等、包容、开放的政治对话。四是坚持在叙利亚实现全国和解和团结。要开启全国和解对话，维护叙利亚国家团结。五是坚持在叙利亚及周边国家开展人道救援，应继续加大对叙利亚人民及周边邻国的人道主义救援。另外，解决叙利亚问题也要考虑叙境内的反恐形势。

 

The Chinese side remains committed to a political settlement of the Syrian issue, and has put forward its own ideas. We believe that a solution to the Syrian issue should stick to the Five Principles. First, the Syrian issue must be resolved through political means. Military action is no answer to it. All parties should voice their demands through dialogue and negotiation. Second, the future of Syria must be decided by its own people. The political transition process in Syria must be Syrian-led, and the future of Syria can only be decided by the Syrian people themselves. Third, an inclusive political process must be promoted. An equal, inclusive and open political dialogue should be launched at an early date. Fourth, national reconciliation and unity must be achieved in Syria. National reconciliation dialogue must be launched in the interest of national unity of Syria. Fifth, humanitarian assistance must be delivered in Syria and its neighboring countries. The international community should step up humanitarian assistance to the people of Syria and neighboring countries. Besides, the settlement of the Syrian issue should take into account the counter-terrorism needs inside Syria.

 

要真正推动叙利亚问题得到妥善解决，必须要找到一条符合叙自身国情、兼顾各方利益的“中间道路”。中方将同国际社会一道继续为此努力。

 

To strive for a proper settlement of the Syrian issue, a middle way that both meets Syria’s national conditions and accommodates the interests of all parties shall be blazed. The Chinese side will continue to work with the international community to that end.

 

问：印尼方面宣布中方将会承建其第一个高铁项目，该项目将如何获得资金？印尼方面称中方没有要求印尼政府提供贷款担保，这是什么原因？

 

Q: Indonesia announced that China would be building its first high-speed rail. How is China going to finance this project? The Indonesian side said that China did not ask for a loan guarantee from the Indonesian government. Can you tell us the reason?

 

答：中方在高铁建设和运营方面具有丰富经验，在合作模式、融资条件、技术转让和工期方面具有明显优势，中国政府支持有实力的企业与印尼方开展积极和富有成果的合作。

 

A: The Chinese side has a wealth of experience in building and operating high-speed railways and enjoys an edge in terms of cooperation model, financing conditions, technology transfer and construction period. The Chinese government encourages companies with strength to carry out active and fruitful cooperation with the Indonesian side.

 

中印尼都是发展中国家，具有广阔的发展前景，拥有宽广的合作空间。我们愿与印尼方面积极深化在基础设施和产能等领域务实合作，促进双方互利共赢，造福两国人民。

 

Both China and Indonesia are developing countries boasting broad prospects for development and cooperation. The Chinese side looks forward to deepening practical cooperation with Indonesia on infrastructure facilities and production capacity, striving for win-win results and creating more tangible benefits for the two peoples.

 

问：据报道，中方逮捕了2名涉嫌间谍活动的日本人，你能否介绍有关情况？

 

Q: Media reports say that the Chinese authorities have arrested two Japanese citizens alleged to be spies. Can you give us more details?

 

答：中方有关部门依法逮捕2名在华从事间谍活动的日本籍嫌疑人。有关情况已向日方进行了通报。

 

A: Relevant authorities of China arrested in accordance with the law two Japanese on suspicion of acting as spies in China. The Japanese side has been informed of that.

 

问：美国政府称在华人员担心受到中国的黑客攻击。你能否证实？

 

Q: The US government said that their personnel in China are concerned about being attacked by Chinese hackers. Can you confirm that?

 

答：中国政府坚决反对并依法打击一切形式的网络黑客行为。中美同为互联网大国，在网络安全领域拥有广泛共同利益，面临共同挑战。习近平主席访美期间，中美就网络安全问题进行了深入沟通，达成重要共识。双方应积极落实两国元首共识，推进中美关系健康稳定发展。

 

A: The Chinese government firmly opposes and cracks down on all forms of hacking activities in accordance with the law. Both China and the US are major internet users who have extensive shared interests and face common challenges in the field of cyber security. There was an in-depth discussion on the issue of cyber security during President Xi Jinping’s visit to the US, which produced important consensus. The two sides should work hard to implement the consensus, and move forward the bilateral relationship in a sound and steady manner.
