问：据报道，日方表示，由于联合国教科文组织决定将中国申报的《南京大屠杀档案》列入世界记忆名录，日政府考虑停止或减少向其提供经费。日方还称中方向联合国教科文组织提供的部分申报材料可能是虚假的。中方对此有何评论？

 

Q: The Japanese government is said to be considering stopping or reducing financial contributions to UNESCO, given the UN body’s decision to add Chinese documents on the Nanjing Massacre to the Memory of the World Register. The Japanese side also said that some of the documents submitted by the Chinese side may be fake. What is China’s comment on that?

 

答：我注意到有关报道。日方对联合国教科文组织进行公然威胁的言论令人震惊，完全不能接受。联合国教科文组织在《南京大屠杀档案》申报世界记忆名录问题上秉持了客观专业的立场，中方对此予以充分肯定。南京大屠杀是第二次世界大战期间日本军国主义犯下的严重罪行，是国际社会公认的历史事实。中方有关申报材料完全符合世界记忆名录的评审标准，申报程序完全符合教科文组织的有关规定，教科文组织国际咨询委员会严格按照有关程序，经过慎重讨论和研究作出了有关决定。日方在这个问题上一再干扰联合国教科文组织正常工作，并且发出公然威胁的言论，只能再次充分暴露出日本在历史问题上迄今仍在顽固坚持错误历史观。

 

A: I have noted the relevant report. It is shocking and completely unacceptable that the Japanese side blatantly threatened UNESCO. The Chinese side fully recognizes the objectiveness and professionalism of UNESCO in handling the application filed by China to list documents of the Nanjing Massacre in the Memory of the World Register. The Nanjing Massacre is the atrocity committed by the Japanese militarism during WWII, which is a historical fact acknowledged by the international community. Documents submitted by the Chinese side totally meet the screening criteria of the Memory of the World Register, and have gone through the application procedure in full compliance with UNESCO rules. UNESCO’s international advisory committee came to the relevant decision after deliberation and study in strict accordance with the procedure. The Japanese side, who keeps obstructing UNESCO’s work and even resorts to threat, has revealed once again its wrong outlook on history to which it stubbornly clings.

 

我想强调的是，日方可以威胁削减对联合国有关机构的经费，但是日方抹不去过去的历史污点，而且只会越抹越黑。我们严肃敦促日方本着对历史和未来负责任的态度，立即停止无理纠缠和对联合国教科文组织的干扰威胁活动，切实正视和深刻反省侵略历史，纠正错误，以实际行动来真正取信于亚洲邻国和国际社会。

 

I want to stress that the Japanese side may threaten to reduce its financial contributions to relevant UN agency, but it cannot remove the stain it left on history. The harder it tries, the darker the stain will become. We solemnly urge the Japanese side to immediately stop pestering and threatening UNESCO with a sense of responsibility toward history and future, face up to and deeply reflect upon the history of aggression, correct mistakes and take concrete actions to win the trust of its Asian neighbors and the international community.

 

问：据报道，中方根据美方提供的信息逮捕了一些涉嫌通过网络窃取商业机密的黑客，你能否证实并介绍相关情况。如果确有其事，这是否是中美之间就网络安全开展合作的体现，或者只是中方为了阻止美国对中国开展制裁的权宜之计？

 

Q: It is reported that the Chinese side arrested in accordance with information offered by the US some hackers suspected of cyber espionage. Please confirm and give us more details. If it is true, is that an example of cyber security cooperation between China and the US, or is that just a quick fix to hold back US sanctions against China?

 

答：我注意到有关报道。我想强调，中国政府反对网络攻击和网络商业窃密、依法打击一切形式的网络黑客行为的立场是明确和一贯的。不管是什么人，无论在什么时候、什么地方，只要是在中国境内从事网络攻击和窃密行为，都是违反国家法律的，一旦发现，都会受到法律的惩罚。

 

A: I have noted the relevant report. The Chinese government holds a clear-cut and consistent position on opposing cyber attacks and espionage and combating all forms of hacking activities in accordance with the law. Whoever commits cyber attacks and espionage at whatever time and whatever place in China violates China’s national law and will face legal sanctions once caught.

 

我还想强调，中美都是互联网大国，在网络安全领域拥有广泛的共同利益，也面临着共同的挑战。习近平主席访美期间，中美双方就网络安全问题进行了深入沟通，达成了重要共识。我们希望双方积极落实两国元首就网络安全问题达成的共识，共同努力推动网络安全问题成为中美关系的合作点，而不是摩擦源。

 

Both China and the US are major internet users who enjoy broad shared interests and face common challenges in the field of cyber security. During President Xi Jinping’s visit to the US, the two sides had thorough discussions and reached important consensus on the issue of cyber security. We hope that the two sides would work in concert to implement the consensus and make the issue of cyber security a new point of cooperation between China and the US instead of a source of friction.

 

问：据了解，中方即将举办落实《南海各方行为宣言》第十次高官会，请介绍有关情况。

 

Q: It is learnt that the Chinese side is going to hold the 10th Senior Officials’ Meeting (SOM) on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC). Please give us more details.

 

答：落实《南海各方行为宣言》第十次高官会将于10月19日至20日在中国成都举行，中国外交部副部长刘振民和东盟各国外交部高官将出席会议。期间还将举办落实《宣言》第十五次联合工作组会。各方将就全面有效落实《宣言》，推进海上务实合作深入交换意见，并探讨在落实《宣言》框架下继续积极推进“南海行为准则”磋商。

 

A: The 10th SOM on the Implementation of the DOC will be held in Chengdu from October 19 to 20. Chinese Vice Foreign Minister Liu Zhenmin and senior diplomatic officials from ASEAN countries will attend the meeting, during which the 15th Joint Working Group (JWG) Meeting on the Implementation of the DOC will be held. Participants will have in-depth discussions on fully and effectively implementing the DOC and forging ahead with practical maritime cooperation, and explore ways to take forward negotiations on the Code of Conduct in the South China Sea (COC) within the framework of implementing the DOC.

 

问：香港一名记者因携带防弹衣从泰国出境被泰国当局起诉一事有何进展？此外，媒体希望外交部能向其提供协助，你对此有何回应？

 

Q: The Thai authority decided to put a Hong Kong journalist on trial for trying to leave the country with a bulletproof vest. Do you have any update on the case? Media group hopes that the Foreign Ministry can extend assistance to him. Do you have any response to that?

 

答：事发后，中国驻泰国使馆高度重视，及时向泰警方核实了解案情，敦促泰方依法、公正处理此案，保障当事人的合法权益。

 

A: The Chinese Embassy in Thailand attaches great importance to this case. It has checked with the Thai police about details of the case, and urged the Thai side to handle the case fairly in accordance with law and guarantee the legitimate rights and interests of the person involved.

 

中国驻泰国使馆将继续密切跟踪案情进展，积极为当事人提供相关领事保护与协助。

 

The Chinese Embassy in Thailand will continue to follow this case closely and provide consular protection and assistance to the person involved.

 

问：据报道，中国和巴基斯坦已达成协议，中方将向巴方出售8艘潜艇，这可能是中巴之间最大规模的潜艇销售协议，你能否证实并介绍相关情况？

 

Q: Reports said that Pakistan has finalized a deal to buy 8 submarines from China. This may be the largest submarine sales deal between the two countries. Can you confirm that and give us more details?

 

答：我看到相关报道，具体情况请向相关部门或企业了解。在对外军售问题上，中国政府历来采取慎重、负责的态度。中巴是传统友好邻邦，两国各领域合作密切。双方在军工军贸领域开展正常合作，有关合作符合各自的国际承诺。

 

A: I have noted relevant reports. I would like to refer you to relevant departments or companies for the specifics. The Chinese government is always prudent and responsible on the issue of arms trade. China and Pakistan are neighbors of traditional friendship with close cooperation in various fields. The normal cooperation between the two sides in the field of military industry and trade is in line with their respective international commitment.

 

问：西藏最大水电工程藏木水电站今天全面投入商业运营。该水电站建在雅鲁藏布江上，印方担心这会造成雅鲁藏布江下游水流改道。中方如何回应印方关切？

 

Q: Zam Hydropower Station, Tibet’s largest, becomes fully operational for commercial purposes today. The station is built on the Yarlung Zangbo River, which has raised concerns in India over the likelihood of water diversion in the lower reaches of the river. What is China’s response to the concerns of the Indian side?

 

答：关于跨境河流开发利用问题，中方一贯持负责任态度，会充分考虑对下游地区的影响。双方通过专家级会议机制保持着良好沟通，我们愿意继续就有关问题与印方保持沟通与合作。

 

A: On the issue of exploration and utilization of cross-border rivers, the Chinese side will give full consideration to its impacts on the lower reaches in a sense of responsibility. Both sides are in sound communication on this through the Expert-Level Mechanism. We are willing to continue such kind of communication and cooperation with the Indian side on the relevant issue.
