Freedom of expression, enshrined
in Article 19 of the Universal
Declaration of Human Rights, is essential for empowering individuals and
building free and democratic societies. A fundamental right on its own, freedom
of expression also provides the conditions for protecting and promoting all
other human rights. But its exercise does not happen automatically; it requires
a safe environment for dialogue, where all can speak freely and openly, without
fear of reprisal.
《世界人权宣言》第十九条明文规定的表达自由是增强个人能力、建设自由民主社会的必要条件。表达自由本身是一项基本权利,同时也为保护和促进其他各项人权创造了条件。然而,权利的行使不会自动发生,它需要一个安全的对话环境,让人人都能够自由、公开地表达观点,不必担心遭到报复。
Today, the twentieth anniversary
of World Press Freedom Day is an opportunity to renew our commitment in
challenging times.
今日适逢“世界新闻自由日”二十周年纪念,让我们在这个充满挑战的时代,重温当年的承诺。
Every day, freedom of expression
faces new threats. Because they help ensure transparency and accountability in
public affairs, journalists are frequent targets of violence. More than 600
journalists have been killed in the last ten years, many while reporting in
non-conflict situations. A climate of impunity persists -- nine out of ten
cases of killings of journalists go unpunished. Too many media workers also
suffer from intimidation, threats and violence. Too many experience arbitrary
detention and torture, often without legal recourse.

We must show resolve in the face
of such insecurity and injustice. The theme of this year’s World Press Freedom
Day, “Safe to Speak: Securing Freedom of Expression in All Media”, aims to
rally international action to protect the safety of every journalist in every
country and to break the vicious circle of impunity.
面对安全和公正如此严重缺失的局面,我们必须表明坚定的决心。今年世界新闻自由日的主题是“予言论以安全:保护所有媒体的表达自由”,旨在号召国际社会行动起来,保护世界各国全体新闻记者的安全,破除有罪不罚的恶性循环。
These goals underpin the UN Plan of Action on the Safety of
Journalists and the Issue of Impunity. The UN system is strongly committed
to coordinating action, raising awareness and supporting countries in upholding
international principles and developing legislation for freedom of expression
and information.
《联合国关于记者安全和有罪不罚问题行动计划》正是建立在这些目标的基础上。联合国系统积极致力于协调行动,开展宣传,支持各国恪守国际原则和制定关于表达自由及信息自由的法律。
Action must encompass both
traditional media and the digital world, where news is increasingly produced
and consumed. Bloggers, citizen reporters and social media producers, as well
as their sources, face increasing threats to their safety. In addition to
physical dangers, they are being targeted with psychological and emotional
violence through cyber-attacks, data breaches, intimidation, undue surveillance
and invasions of privacy.
行动范围必须同时包含传统媒体和数字世界,后者正日益成为生产新闻和消费新闻的渠道。博客、公民记者、社交媒体提供方及其消息来源无一不面临着日益加剧的安全威胁。除人身危险外,这些媒体人还遭到网络攻击、泄露数据、恫吓、非正当监视和侵犯隐私等形式的心理和精神层面的暴力侵害。
Such assaults not only limit the
right to freedom of expression and threaten the safety of online journalists
and their sources -- they undermine the ability of all people to benefit from a
free and open Internet.
这些攻击不仅妨碍了表达自由的权利,威胁到网络记者及其消息来源的人身安全,更削弱了所有人的能力,使其无法受益于自由、开放的因特网。
On this World Press Freedom Day,
we call on Governments, societies and individuals to do their utmost to protect
the safety of all journalists, offline and online. Everyone has a voice; all
must be able to speak freely and in safety.
值此世界新闻自由日之际,我们呼吁各国政府、社会和个人尽全力保护传统媒体和网络媒体所有新闻记者的安全。人人都有话语权,必须让所有人都能自由、安全地发表言论。 |
