首先，我谨代表中国代表团，对你当选本届方案和预算委员会主席表示热烈祝贺。我相信，在你的主持下，本届会议一定能够取得成功。借此机会，我也要感谢奥地利大使斯蒂克斯女士作为第28届委员会主席所开展的出色工作。
On behalf of the Chinese
delegation, I would like to extend my warmest congratulations on your
appointment as chairman of the current PBC session. I believe under your
chairmanship, this PBC session will turn out a great success. Taking this
opportunity, I also want to thank your predecessor Ambassador
ChristineStix-Hackl from Austria for her excellent work.
中国代表团完全赞同尤姆凯拉总干事在《2012年年度报告》中所述，工发组织的宗旨就是要推进工业可持续发展。我们高度赞赏尤姆凯拉总干事在近8年的任期内，为实现这一宗旨所做出的成功努力。特别是在过去一年，工发组织围绕通过生产性活动减贫、贸易能力建设、环境与能源这三大优先工作领域，积极开展筹资活动和技术合作，项目执行总额达到创纪录的1.89亿美元，实现了稳定发展的预期目标。“工发组织已成为一个令成员国骄傲的机构。”
The Chinese delegation fully
agrees with what Director-General Yumkella said in the2012 Annual Report.
UNIDO’s mission is to promote sustainable industrial development. We highly
appreciate Mr. Yumkella’s productive efforts towards this mission during his
tenure of almost 8 years. The last 12 months in particular have seen UNIDO’s
active fund-raising and technical cooperation in the three main thematic areas
of poverty reduction through productive activities, trade capacity building,
and energy and environment. The value of executed projects reached a record 189
million USD. The anticipated goal of stable growth has been met. “UNIDO has
become an organization which member countries feel proud of.”
本届会议将主要讨论2014-2015年两年期方案和预算，这对工发组织今后两年乃至更长一段时间的工作至关重要。中国代表团赞同总干事于5月初就此提出的最新修改建议，希望该建议在本届会议上顺利通过，以确保工发组织在新形势下的稳定发展。
This session will take up the
agenda item mainly on programs and budgets for the2014-2015 cycle. The
discussions will be extremely important to the work of UNIDO in the next two
years and beyond. The Chinese delegation agrees with the revised proposals that
Director-General Yumkella proposed in last May, and hopes those suggestions
would be approved in this session to make sure UNIDO continues to grow robustly
under new circumstances.

Mr. Chairman,
当前，全球发展问题依然十分突出。各国更加关注包括工业在内的实体经济发展。一些发达国家提出了再工业化的战略，鼓励本国企业回流，努力实现产业创新。广大发展中国家，特别是最不发达国家，希望通过加快工业化实现经济社会发展。工发组织的使命和任务比以往更加繁重。完成好这一使命，工发组织离不开各成员国的支持，也需要有高效运行的秘书处和一个强有力的领导层。尤姆凯拉总干事即将于6月离任，他留给了工发组织很多财富。工发组织理事会将在一个月后选举出新的总干事，中国政府将全力支持新总干事的工作，与工发组织一道帮助其他发展中国家实现工业可持续发展。
World economic recovery is still
a slow and protracted process. Global development issues are still pronounced.
Countries are directing more attention to real economic growth including the
industrial sector. Some developed countries have put forward the strategy of
re-industrialization to encourage companies to return home and industries to
innovate. For the large number of developing countries, least developed
countries in particular, the desire is to promote strong socioeconomic growth
through rapid industrialization. UNIDO is under greater pressure to fulfill its
mission and tasks. To serve this mission, UNIDO needs the support of its
members, an efficiently-run Secretariat and a powerful and capable leadership.
Director-General Yumkella is leaving office in June. He has left many legacies
behind. The UNIDO Board will elect the new DG in month. The Chinese government
hereby vows its full support to the new DG, and work together with UNIDO to
help other developing countries realize sustainable industrial development.

Mr. Chairman,
中国是南南合作的坚定支持者和积极实践者。过去60多年，特别是近10年来，中国政府本着相互尊重、平等互利、共同发展的原则，向其他发展中国家提供了大量发展合作援助。中方重视工发组织在南南合作中发挥的重要作用。在南南合作框架下，中方与工发组织在实用技术推广、能力建设、清洁能源利用等领域开展了大量活动，惠及众多发展中国家。今后，中国将进一步加强与工发组织的合作，加大对生产性活动减贫、贸易能力建设、开发利用新能源与环境保护等领域的支持力度。同时，继续推动和深入参与南南合作，帮助其他发展中国家实现工业可持续发展。今年11月，中国将与工发组织共同在华举办第三届绿色工业大会，欢迎各国派代表参会，共商全球绿色工业发展大业。
China is a staunch proponent and
an avid practitioner of South-South cooperation. In the last 60 years,
especially the last 10 years, the Chinese government has provided a tremendous
amount of development aid to other developing countries on the principles of
mutual respect, equality and mutual benefit and common development. China
values UNIDO’s important role as a platform for South-South cooperation, under
which China has collaborated with UNIDO extensively in such activities as the
dissemination of practical technology, capacity building and clean energy
utilization. Such activities have benefited many developing countries. Going
forward, china will continue to promote stronger and deeper involvement in
South-South cooperation. It will work with UNIDO to help other developing
countries realize sustainable industrial development. In the coming November,
China and UNIDO will co-host the third Green Industries Conference in China. We
would like to see you there where we can discuss plans to promote the
development of green industries globally.
