尊敬的邱维廉会长、吴昌茂主席、周光明主席， 尊敬的新州上议院议员王国忠先生， 同胞们、朋友们：
Dear
friends,
很高兴和大家再次相聚。在互道珍重的时刻，我思绪万千。三年来，我高兴地看到旅澳侨胞事业蓬勃发展，侨团日益壮大融合，中资机构业绩骄人，留学生学业有成。作为见证者、亲历者和推动者，我为此感到自豪。想说的话很多，凝聚成四句诗词以表达我的感悟：
I am delighted to meet you again.
At the time of departure, a lot of things are running in my mind. I am proud
that my three years in Canberra have seen the growth and harmony of Chinese
communities, impressive achievements of Chinese enterprises and excellent
performance of Chinese students. I want to use four lines of Chinese verse to
express my sentiment now.
第一句是“忽如一夜春风来，千树万树梨花开”。
The first line is “thousands of
pear trees suddenly turn out in full blossom overnight in the spring breeze”.
三年只是历史长河的一瞬间，中澳关系却发生了历史性变化，这是两国建交时任何人难以想象的，成就和变化可以概括为三个“一”：
Three years may be just a blink
of the eye in the long history, but it has brought tremendous changes to
China-Australia relations, unimaginable at the time when the two countries
established diplomatic ties. The achievements of bilateral ties can be summed
up in three “ones”:
一对“战略关系”。2013年两国建立了战略伙伴关系，这是中澳建交40年来具有里程碑意义的重大事件，为中澳关系长期健康稳定发展明确了定位，指明了方向。
One pair of strategic relations.
This year, the two countries established strategic partnership, a milestone
event since the inception of diplomatic ties, pointing out the direction for
the long-term, steady and sound development of bilateral relations.
一个“顶层框架”。双方建立了领导人年度定期会晤、外交与战略对话、战略经济对话等机制，中澳关系有了更加坚实的顶层架构。
One high-level framework. The two
countries built mechanisms such as the annual leaders' meeting, diplomatic and
strategic dialogue and strategic economic dialogue, setting up a solid
high-level framework for bilateral ties.
一套“合作体系”。经贸上，三年来中国稳定成为澳大利亚第一大贸易伙伴、第一大出口市场和第一大进口来源地，两国货币直接交易，相互投资持续增长。人文上，中澳人员往来3年翻了一番，中国人成为澳最大的留学生和对澳旅游业贡献最大的群体，学习汉语的澳大利亚朋友越来越多。两国首次互办文化年。中澳军方定期举行战略磋商，军舰互访。
One comprehensive mechanism.
China has been the largest trading partner, export market and source of import
of Australia all in one over the past three years. The two currencies have
realized direct trading and mutual investment is steady on the rise. The mutual
visits by two peoples have doubled over the past three years. China is the
largest source of international students in Australia and largest contributor
to tourism of Australia. More and more Australians are studying Mandarin. The
two countries successfully held culture years for the first time. And Chinese
and Australian militaries have held regular strategic consultations and mutual
fleet visits.
第二句是“露从今夜白，月是故乡明”。
The second line is “tonight we
start the season of white dew and the bright moon reminds me of my home”.
有位侨胞告诉我一个感人故事。悉尼德信街北侧牌楼下埋着一个“时间囊”，是一个不锈钢铁箱，里面有四件物品：一罐来自中国的泥土；一份几十年前的澳洲报纸和一份中文报纸；一只金龟；一些中国古钱。这个“时间囊”叙述的是澳华侨华人自强不息、艰苦奋斗的历史和心系故乡、矢志推动中澳合作的情怀。
A Chinese immigrant here once
told me a touching story. Under the archway of Dixon Street in Sydney buried a
steel box. In the box, there are four items: a can of soil from China, an
Australian newspaper and a Chinese newspaper dated decades ago, a gold tortoise
and some ancient Chinese coins. This steel box tells stories of Chinese
immigrants, who have been working hard for centuries in Australia, always
remembering homeland and committed to China-Australia cooperation.
——华人为澳经济社会发展作出了巨大贡献。二百年来，你们在这片大陆深深烙下奉献的印记，谱写了澳大利亚发展史的不朽篇章。今天，你们以勤劳、勇敢和智慧，赢得了澳社会各阶层的尊重。
--The Chinese communities have
made important contribution to the social and economic development of
Australia. Over two centuries, you have left indelible marks on this continent,
winning respect from all sectors of the Australian society with your devotion,
courage and wisdom.
——华人在中澳关系发展中发挥了重要作用。你们积极推动中澳各领域交流合作，搭建了无数桥梁和纽带。
--The Chinese communities have
played an important role in China-Australia relations. You have actively
promoted exchanges and cooperation in all areas and built bridges and bonds
between the two countries.
——华人爱国爱乡，心系桑梓。每当中国发生重大自然灾害时，你们总是伸出援手。你们还同各类反华分裂活动进行坚决斗争，有力捍卫了中国的形象和尊严。
--The Chinese communities have
never forgotten China, their home country. Whenever China was hit by natural
disasters, you always lent a helping hand. Whenever faced with separatist
activities against China, you stand up and defend China's image and dignity.
——近年来，在澳中资企业不断发展壮大，为推动中澳互利合作发挥了巨大作用，在开拓市场的同时积极回馈社会。旅澳学子、学者们牢记祖国亲人的嘱托，在中澳人民之间传播友谊，拓展合作。
--In recent years, Chinese
enterprises in Australia have developed quickly and played a significant role
in China-Australia win-win cooperation. While expanding business in Australia,
you are actively rewarding local society. Chinese students and scholars in
Australia have also been active in promoting friendship and cooperation between
the two peoples.
第三句是“踏遍青山人未老，风景这边独好”。
The third line is “the landscape
here is beyond compare after crossing so many hills”.
从事外交工作几十年来，我目睹了国家的发展壮大和国际地位的持续提升。我深刻认识到，强大的祖国是每个中华儿女的坚强后盾。正如习近平主席所说，国家好，民族好，大家才会好。相信大家有同样感受。在新一届中央领导集体带领下，中国人民正朝着实现“两个百年目标”奋斗，中国展现出更加光明的发展前景。
Over the course of my diplomatic
career in the past decades, I witnessed the development and growing
international standing of China. I am keenly aware that a strong motherland
means a strong backing to all the sons and daughters of the Chinese nation.
President Xi Jinping once said that everybody has his or her future closely
connected to those of the country and nation. I believe you feel the same. Led
by the new leadership of China, the Chinese people are working towards two
goals: number one, building a moderately prosperous society in all respects
when the Communist Party of China marks its 100th founding anniversary; number
two, building an affluent, strong, civilized and harmonious socialist modern
country when it comes to the 100th founding anniversary of new China. China is
enjoying an even brighter future.
我知道大家很关心中国经济。中国政府积极致力于理顺市场关系，取得显著成效，市场的创造性和活力进一步激发。中国政府将重点进行转型升级和结构调整，提升质量，打造中国经济“升级版”。
I know you are all concerned
about China's economy right now. The economic restructuring by the Chinese
government has made significant progress. Creativity and vitality of the market
have been greatly enhanced. Now, the Chinese government is focusing on
industrial upgrade and restructuring for better quality of the economy.
中国的发展对世界是重要机遇。中国将一如既往地做世界和平的倡导者、维护者，通过自身发展为世界发展作出贡献。今后5年中国将进口的10万亿美元商品和5000亿美元对外投资，将有力带动全球经济发展。
The development of China is a
great opportunity to the world. China will continue to advocate and promote
world peace, and contribute to world peace through its own development. In the
next five years, China will import 10 trillion US dollars of goods and make 500
billion US dollars of investment abroad. This will be a huge boost to the world
economy.
第四句是“海内存知己，天涯若比邻”。
The fourth line is “long distance
separates no bosom friends”.
临别的话是说不完的。我愿代表我的夫人和使馆全体同事，对过去三年来给予我们大力支持的华侨华人、学生学者、中资机构、新闻媒体表示衷心感谢。希望大家为澳经济社会发展，为祖籍国的腾飞，为加强中澳友好合作多作贡献。蓬山此去无多路，青鸟殷勤为探看。我期待和你们尽早重逢。
There is always a lot to say
before departure. On behalf of my wife and my colleagues, I want to express
sincere thanks to all of you and Chinese scholars, students, enterprises and
mass media for your strong support over the past three years. I hope you will
continue to contribute to the social-economic development of Australia, care for
the development of your home country China and work for China-Australia
friendship and cooperation.
I look forward to meeting with you again in the future. |
