值此中国人民解放军建军86周年之际，我谨代表中国驻美国大使馆，向中国人民解放军全体官兵致以节日的祝贺！向出席今天招待会的各位来宾表示热烈欢迎和衷心感谢！
First of all, on behalf of the
Chinese Embassy, I extend my warmest congratulations to all the Chinese men and
women in uniform on the occasion of the 86th anniversary of the founding of
Chinese People’s Liberation Army (PLA). I also want to thank everyone for
joining us tonight. It’s a real pleasure to have you with us.
中国人民解放军是中国共产党缔造和领导的人民军队。86年来，中国人民解放军为民族独立和人民解放建立了卓越功勋，为捍卫国家主权、安全、领土完整和促进国家经济社会发展做出了重大贡献。人民解放军是中国实现和平发展的坚强保障，是维护世界和平与稳定的坚定力量。
The PLA is the people’s army
created and led by the Communist Party of China. Over the past 86 years, the
PLA has fought heroically for the independence and liberation of the Chinese
nation, made historic contribution to defending our sovereignty, territorial
integrity and security and has done great services to the country’s economic
and social development. The PLA is the strong guarantee for China to achieve
peaceful development and a staunch force for world peace and regional
stability.
中国始终奉行防御性的国防政策，这是由中国的发展道路、治国理念、对外政策和历史文化传统决定的。建设与中国国际地位相称、与国家安全和发展利益相适应的巩固国防和强大军队，不仅符合中国人民的根本利益，也有利于世界和地区的和平与稳定。近年来中国人民解放军认真履行国际责任和义务，积极参加联合国维和行动、国际灾难和人道主义救援行动，以及在亚丁湾、索马里海域开展常态化护航行动等，为世界的和平、稳定和繁荣做出了积极贡献。
China is firmly committed to a
national defense policy that is defensive in nature. This is determined by
China’s development path, governance philosophy, its foreign policy and
historical and cultural traditions. A solid national defense and strong armed
forces which are commensurate with China’s international standing and in line
with China’s security and development interests serve the fundamental interests
of the Chinese people, and are also conducive to peace and stability in the
world.
In recent years, the PLA has
earnestly fulfilled its international responsibilities and obligations. It has
actively participated in UN peacekeeping operations and international disaster
relief and humanitarian rescue operations and has carried out regular escort
missions in the Gulf of Aden and the waters off Somalia. It has contributed
strongly to international peace, stability and prosperity.
中国在世界上谋求和平、发展、合作、共赢，愿在相互尊重的基础上发展同世界各国的友好关系。我们致力于一个健康、稳定的中美关系，因为这是两国和两国人民根本利益的需要，也是两国对于亚太乃至世界和平与发展的共同责任。上个月，习近平主席和奥巴马总统在加州安纳伯格庄园举行历史性会晤，确定了中美关系未来发展的目标和方向，那就是共同努力构建不冲突不对抗、相互尊重、合作共赢的新型关系。在不久前结束的第五轮中美战略与经济对话和第三次战略安全对话中，双方紧扣落实两国元首会晤共识、推进中美新型大国关系建设的主线，就共同关心的重大战略和经济问题，进行了广泛、深入、坦诚的沟通和交流，取得了内容丰富的具体成果。
China seeks peace, development,
cooperation and win-win results in the world, and stands ready to grow friendly
relations with all countries on the basis of mutual respect. China is committed
to a healthy and stable relationship with the United States. This is required by
the fundamental interests of our two countries and our people, and is also the
two countries’ shared responsibility for peace and development in the
Asia-Pacific and beyond.
Last month, President Xi Jinping
and President Barack Obama had a historic summit meeting at Sunnylands,
California. Together, they set out the clear goal and course for China-US
relations, and that is to build a new model of relationship characterized by no
conflict, no confrontation, mutual respect and win-win cooperation.
During the recently concluded
Fifth Round of Strategic and Economic Dialogues and the Third Round of
Strategic Security Dialogue, the two sides, guided by the vision of building a
new model of relationship, had candid and in-depth exchange of views in a
spectrum of critical strategic and economic issues. The dialogues were very
productive and have yielded a lot of concrete results.
中美两军关系是两国关系的重要组成部分。去年以来，两国防务部门认真落实两国元首关于构建中美新型大国关系的共识，使两军关系保持了积极发展的势头。今年4月，美军参联会主席邓普西上将成功访问中国。下半年，中国国防部长常万全上将及其他军队高级将领将应邀访问美国，美国陆军参谋长和空军参谋长也将应邀访华。双方还将开展人道主义救援减灾和反海盗联合演练。这些高层交往和专业交流有助于两军增进了解和互信、扩大共识与合作、减少误解与误判，推动两军关系不断向前发展。
Military-to-military relations is
an important part of the overall bilateral relationship. Since last year, the
Chinese and US defense departments have worked together to push forward
mil-to-mil relations, which have shown a sound momentum. In April this year,
Chairman of the US Joint Chiefs of Staff, General Martin Dempsey paid a
successful visit to China. In the next few months, Chinese Minister of National
Defense General Chang Wanquan and other senior military leaders will visit the
United States. The Chief of Staff of the US Army and the Chief of Staff of the
US Air Force will visit China separately. The two sides are also planning to
conduct joint exercises on humanitarian assistance, disaster relief and
anti-piracy operations. Such kind of exchanges will help increase mutual
understanding, expand common ground, reduce misjudgment and strengthen the ties
between the two militaries.
作为中国驻美国大使，我把积极推进中美两军关系的发展视为自己的一项主要职责和使命。自上任以来，我相继会见了美国国防部长哈格尔、副部长米勒、海军部长马布斯和国防部长办公厅主任利珀特等美军方高层。我高兴地注意到，两国政府和两国军方都重视改善和发展两军关系，希望推动建设中美新型军事关系。我相信，只要双方本着“尊重、互信、对等、互惠”的原则共同努力，我们一定能将中美军事关系推向一个新的水平，为两国构建新型大国关系的努力做出应有的贡献。
As the Chinese Ambassador to the
United States, I take the promotion of China-US mil-to-mil relations one of my
major missions. Since I assumed my duty, I have met with Secretary of Defense
Chuck Hagel, Under Secretary of Defense James Miller, Secretary of the US Navy
Ray Mabus and Chief of Staff to the Secretary of Defense Mark Lippert. I am
very glad to have noted that the governments and militaries of both countries
are committed to a better, stronger and a new model of mil-to-mil relations. I
am fully confident that as long as the two sides working together with the
spirit of “mutual respect, mutual trust, reciprocity and mutual benefit”, we
will be able to take our mil-to-mil relations to a new level and contribute to
the efforts of building a new model of major countries relationship between
China and the United States.
