on the Tenth Anniversary of the Adoption of the Security Council Resolution

Ten years ago today, the Security
Council took bold action to prevent the proliferation of weapons of mass
destruction (WMD) by unanimously adopting resolution 1540 (2004). This global
instrument requires Governments to prevent non-State actors or terrorists from
acquiring, proliferating and using nuclear, chemical and biological weapons and
their means of delivery.
十年前的今日，安全理事会为防止大规模毁灭性武器扩散采取大胆行动，一致通过了第1540（2004）号决议。这一全球文书要求各国政府防止非国家行为体或恐怖主义分子获取、扩散和使用核生化武器及其运载工具。
In the decade since its adoption,
resolution 1540 has become an important component of the global security
architecture. Enacted under Chapter VII of
the United Nations Charter, it
recognizes that its full national, regional and global implementation requires
international cooperation and assistance. I urge all States and stakeholders to
reaffirm their common commitment to achieve the great goals of this resolution
and to devote their utmost efforts to save present and future generations from
the double threat posed by terrorism and weapons of mass destruction.
