尊敬的各位来宾、同事们、女士们、先生们，

 

I would like to start by congratulating the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) and all the founding members of the first “10 ·17” Forum, for organizing this important meeting.

 

首先，祝贺国务院扶贫开发领导小组办公室以及各发起单位，成功举办首届10·17论坛。

 

The United System in China is pleased to be associated with this event and grateful for the opportunity to contribute.  

 

联合国驻华系统非常荣幸，能够共襄盛事。

 

It is no coincidence that the Chinese Government has recently designated October 17 as China’s Poverty Reduction Day, the same day as the International Day for the Eradication of Poverty, which has been observed every year since 1993. China’s domestic poverty alleviation efforts have made significant contribution to the achievement of the Millennium Development Goals (MDGs), not only in China, but also worldwide. China’s achievements have, in particular, contributed greatly to global progress towards MDG ONE.

 

中国政府最近决定将每年的10月17日定为中国的扶贫日，与1993年设立的国际减贫日不谋而合。中国国内的减贫工作对于实现千年发展目标做出了巨大的贡献，影响不仅在国内，甚至扩展至全球。中国对全球的减贫事业贡献良多，尤其是第一个千年发展目标，即消灭极端贫穷和饥饿。

 

At the same time, we are all aware that more need to be done to achieve all the MDGs. Here in China, even with the huge and unprecedented progress made over the past couple decades, around 10% of the population remains in poverty. 

 

与此同时，前路漫漫，仍然有大量未尽的工作，以便全面实现联合国千年发展目标。即便在中国，虽然过去几十年间取得了前所未来的成就，但仍有10%左右的人生活在国家贫穷线以下。

 

As it is the case in many countries, poverty is not only income-based.  Adequate access to health care, to education and our ability to live in harmony with our environment also affect people’s ability to fight poverty. Inequalities and disparities also inhibit progress that are being made. To address these issues, it is critical to incorporate a number of measures, including broad-based social protection mechanisms to ensure that people get out, and stay out of poverty in the longer term.

 

对于很多国家来说，贫困不仅仅意味着收入不足， 而是贫穷人群没法获得基本的医疗服务和教育，也不能与自然环境和谐相处，因而无法通过个人努力对抗贫困。不公平和不平等也妨碍了减贫工作的进展。为了解决这些问题，我们必须要采取大量措施，包括向人民提供广泛的社会保障，从而让处在贫困线以下的人能够长远摆脱贫穷。

 

We therefore congratulate the Chinese Government for its dedication and commitment to step up efforts to eradicate poverty domestically. From our side at the UN, we will continue to work with you to find innovative and lasting solutions to address the various manifestation of poverty.

 

为此，我们要祝贺并感谢中国政府一直致力推动国内的减贫工作。联合国将继续与中国政府合作，寻求创新的、可持续的解决方案，应对各种贫困问题。

 

Over the past years for example, the UN System in China had collaborated with LGOP and the International Poverty Reduction Center in China (IPRCC) in organizing the Global Poverty Reduction and Development Forum. This high-level policy dialogue enabled rich exchange of ideas and experiences between government officials, practitioners from China and various developing countries. 

 

例如，过去几年间，联合国驻华系统和国务院扶贫办以及中国国际扶贫中心紧密合作，连续举办了好几届全球减贫与发展论坛。这一高级别的政策对话平台，使得中国和其他发展中国家的官员和专家齐聚一堂，交流不同的减贫理念和经验，促进扶贫领域的国际合作。

 

We take the opportunity to welcome the fact that this Forum has evolved to take its current status, with a new and differentiated mandate.  In this context, international linkages and experiences would continue to add critical value to this Forum.

 

我们很高兴地看到这一机制已经迈入了新的发展阶段。我相信来自国际社会的经验和视角，对于论坛而言，将是至关重要的。

 

As previously mentioned, China’s share in halving global poverty by 2015 is widely acknowledged. Its development experiences do and can continue to inspire other developing countries to achieve their development goals. At the moment, the UN is facilitating an inclusive global conversation which is expected to lead to the formulation of a new set of development goals after 2015. Ongoing discussions coalesce around the principle of “leave no one behind”.   Eradication of extreme poverty is kept as a key top priority.  In addition to existing mechanisms, the UN is joining many other stakeholders in promoting South-South Cooperation as an additional way to promote international exchange and cooperation.   

 

正如我刚才提及的，中国在实现千年发展目标，尤其是减贫领域的成就是举世瞩目的。中国的发展经验将为其它发展中国家提供有益的参考。目前，联合国正在不断推动全球的包容性对话，以便尽早制定2015年后的发展议程。目前所有的讨论都围绕着“不丢下任何一个人”展开，减贫也始终是讨论的重中之重。除了现有的对话和合作机制，联合国一直与众多利益相关者、机构携手合作推进南南合作，以期促进国际交流合作。

 

This afternoon, during the parallel sessions, there will be a session entitled Poverty Alleviation and Development across the Globe. This session will be co-hosted by IPRCC and UNDP China. During the session, development practitioners and experts will introduce the innovative Multidimensional Poverty Index or MPI, which reflects the importance of fighting poverty from multiple angles. We are pleased to see that the LGOP has also considered the multidimensional poverty measure while setting up its targeting strategy.

 

今天下午的平行论坛四主题题为“减贫与发展国际论坛”，由联合国开发计划署驻华代表处和中国国际扶贫中心共同承办。来自国内和国际的发展专家将介绍多维贫困指数，力图从多个维度考量贫困问题。我们很高兴看到国务院扶贫开发领导小组办公室也将多维贫困问题纳入其精准扶贫战略之中。

 

On a related note, and in order to raise awareness around poverty issues, I would like to share with you that UNDP China has launched a public social media campaign entitled the dollar25 Challenge (挑战8块钱 Tiao Zhan Ba Kuai Qian in Chinese). This initiative is designed to attract broad-based attention from the society, raising public awareness and support to intensify the global fight against extreme poverty. With 400 million views and more than a 1000 conversations in less than a week, the dollar25 challenge is being successful in raising awareness on the need to fight poverty at all levels.

 

为了提高公众参与，联合国开发计划署发起了“挑战8 块钱”的社交媒体互动 活动，让更多人关注贫困问题和贫困人群，并支持全球反贫困事业。在不到一周的时间里，已经有4亿次浏览量及超过1000条讨论，成功向全社会传递全球减贫的迫切需要。

 

Overall, I believe that our exchanges during this Forum will certainly help policy makers, practitioners, as well as scholars in China and other countries improve their poverty reduction strategies.  

 

我深信，此次论坛的召开，将有助于中国和其他国家的决策者以及专家学者进一步改进减贫战略。

 

With that, it is now my honor to read the Message from the United Nations Secretary General, Mr. Ban Ki-Moon on the occasion of this Forum.

 

现在我宣读联合国秘书长潘基文发给本次论坛的贺信。

“Over the past 30 years, China has made significant strides in reducing poverty. China’s success has contributed directly to the attainment of key United Nations Millennium Development Goals.

 

“过去30年中，中国在减少贫穷方面取得了显著进展。中国的成功对实现联合国的主要千年发展目标作出了直接的贡献。

 

I welcome the decision to designate 17 October as China’s Poverty Reduction Day, to coincide with the International Day for the Eradication of Poverty. I also welcome the launch of the Nation-wide Poverty Reduction Conference. These steps demonstrate the increasing importance that China attaches to poverty reduction, and come at a critical juncture.

 

我欢迎中国决定将10月17日定为中国的扶贫日，与国际消除贫困日一致。我还欢迎召开全国性的扶贫大会。这些步骤表明中国越来越重视消除贫困，而且这些步骤的提出正值关键时刻。

 

The United Nations continues its efforts to mobilize the world for accelerated action to meet the Millennium Development Goals. Member States are also shaping what we hope will be a bold development agenda beyond 2015, including a set of sustainable development goals. China has important perspectives, best practices and lessons to bring to this undertaking. A new agreement on climate change is also crucial, and China has a leadership role to play in this regard as well.

 

联合国继续努力动员全世界加速行动，以实现千年发展目标。会员国也正在塑造我们希望将是2015年之后的大胆发展议程，包括一整套可持续发展目标。中国能给这项工作带来重要见解、最佳做法和经验教训。关于气候变化的新协议也至关重要。在这方面，中国也可发挥领导作用。

 

According to the UN Multidimensional Poverty Index, 2.2 billion people still live in abject poverty. Even in China, where 600 million people have been lifted from poverty over the past two decades, 90 million people live under the national poverty line.

 

根据联合国的多维贫困指数，如今有22亿人依然生活在赤贫之中。中国在过去二十年中已有 6亿人摆脱贫穷。但即便在中国，也还有9000万人生活在国家的贫困线之下。

 

The United Nations looks forward to partnering with China to address these multi-dimensional challenges and help other countries to meet theirs through South-South and triangular cooperation.

 

联合国期待与中国合作，应对这些多维挑战，并帮助其他国家通过南南合作和三角合作克服他们的挑战。

 

Together, we can build a future of shared prosperity, environmental sustainability and human dignity for all. Please accept my best wishes for the observance of Poverty Reduction Day, and for the success of this crucially important work.”

 

只要同心协力，我们就能建立一个共同繁荣、环境可持续和人人有尊严的未来。请接受我对纪念消除贫困日和圆满完成这项极为重要的工作最良好的祝愿。”
