尊敬的第18届南盟峰会主席、苏希尔·柯伊拉腊总理，

尊敬的南盟各国领导人，

女士们、先生们：

Your Right Honorable Prime Minister Koirala and Chairman of the 18th SAARC Summit,

Your Honorable presidents and prime ministers of the SAARC members,

Your Excellencies,

Ladies and Gentlemen,

中国代表团很高兴来到美丽的加德满都出席第18届南盟峰会。我谨对峰会的成功举行表示热烈祝贺，对尼泊尔政府为主办此次峰会所作的周到安排表示衷心感谢。我谨向南盟秘书长和南盟秘书处为筹备此次峰会所做的努力表示感谢。

The Chinese delegation is delighted to attend the 18th SAARC Summit in this beautiful city of Kathmandu. I wish to extend warm congratulations on the successful opening of the summit and express sincere appreciation to the Nepalese government for the thoughtful arrangements.

I’d like to thank the SAARC Secretary General and its secretariat for their efforts made in the preparation for the Summit.

南亚是21世纪富有希望的次大陆。近年来，南亚各国在维护稳定、振兴经济、探索符合本国国情发展道路等方面取得了可喜成就。作为南亚地区最重要的区域合作组织，南盟合作机制日益完善，一体化进程不断推进，为促进南亚和平稳定和各国经济社会发展发挥了不可替代的作用。中方对此感到由衷高兴，祝愿南盟在未来岁月中实现更好的发展。

South Asia is a promising subcontinent of the 21st century. In recent years, South Asian countries have made impressive achievements in safeguarding stability, developing economy and exploring paths of development suited to their national conditions. As the most important regional cooperation organization in South Asia, SAARC has kept improving its cooperation mechanism and played an irreplaceable role for safeguarding peace and stability in South Asia and promoting economic and social development of its members and the integration process of South Asia. China is truly delighted to see the new progress SAARC has made and wishes SAARC even greater development in the future.

中国与南亚8国中的5个国家拥有共同边界。我们与南亚8国都是唇齿相依、守望相助的好邻居、好朋友。中国同南亚的前途和命运紧密地联系在一起。当前，中国人民正朝着实现中华民族伟大复兴的中国梦而迈进，南亚国家也正在经历大变革大转型。我们9个国家、30亿人民，应当抓住机遇，携手合作，共迎挑战，共谋发展。

China shares boundaries with five of the eight South Asian countries, and we are close neighbors and good friends of mutual dependence and mutual assistance with all the eight South Asian countries. The future and destiny of our countries are getting closely entwined. Nowadays, the Chinese people are striving to realize the Chinese dream of great national renewal, while South Asian countries are also experiencing big change and transformation. We the nine countries, with our three billion population, should seize opportunities and work together to meet challenges and pursue common development.

自2006年成为南盟观察员国以来，中国在经贸、农业、扶贫减灾、人力资源培训等领域不断深化同南盟的合作，举办了中国—南亚博览会、中国—南亚国家科技部长会等活动，实施了一系列交流合作项目。为进一步加强与南盟联系，中国任命了驻南盟代表。中方愿在尊重南盟国家愿望的基础上，进一步深化同南盟务实合作，提升同南盟关系，为促进南亚地区的和平、稳定与繁荣作出积极贡献。

Since becoming an observer to SAARC in 2006, China has deepened cooperation with SAARC in trade and investment, agriculture, poverty alleviation, disaster relief and personnel training. China has established such cooperation mechanisms as the China-South Asia Expo and the conference of ministers of science and technology between the two sides, and held a number of programs for exchange and cooperation. To enhance communication and contact, China has appointed Permanent Representative to SAARC. On the basis of respecting the wishes of SAARC countries, China is ready to further deepen practical cooperation, elevate relations with SAARC and contribute to peace, stability and prosperity in South Asia.

今年9月，习近平主席对马尔代夫、斯里兰卡、印度三国进行了历史性访问，掀开了中国与南亚睦邻友好合作的新篇章。习主席在访问期间提出一系列面向南亚各国的合作倡议，包括争取在未来5年将中国—南亚贸易额提升至1500亿美元，将对南亚投资提升到300亿美元，为南亚国家提供200亿美元优惠性质贷款；未来5年向南亚提供1万个奖学金名额、5千个培训名额、5千个青年交流和培训名额、培训5千名汉语教师，实施中国—南亚科技合作伙伴计划等。我们期待南盟各国积极参与到这些合作中来，相信这将为中国与南盟关系注入新的动力。

Last September, Chinese President Xi Jinping paid a historic visit to Maldives, Sri Lanka and India, opening a new chapter of good-neighborliness, friendship and cooperation between China and South Asia. During his visit, President Xi put forward a series of cooperation initiatives toward South Asian countries, including increasing Chinese trade with South Asia to US$150 billion and investment in the region to US$30 billion in the next five years, offering South Asian countries with US$20 billion in concessional loans; offering 10,000 scholarships, 5,000 training opportunities and an exchange and training program for 5,000 youths, training of 5,000 Chinese language teachers for South Asian countries in the next five years, and implementing the China-South Asia Partnership Initiative for Science and Technology. We look forward to SAARC countries’ active participation in these cooperation programs, and we believe they will lend fresh impetus to China-SAARC relations.

在此框架下，中国将做好2015年同南盟的合作规划，全面落实各项合作承诺。中方愿继续落实好中国外交部与南盟秘书处定期交流机制，努力将中国—南亚博览会、中国—南亚商务论坛、中国—南亚国家友好组织论坛打造成中国—南盟合作的重要平台，办好2015年南亚高级外交官代表团访华、南亚国家政党干部研修班、促进南亚国家对华出口研讨会、中国—南亚智库战略对话、南盟国家广播电视记者制片人主持人交流活动等一系列合作项目。

China will make sound plans for cooperation with SAARC in 2015 under this framework, and fully deliver on the various cooperation commitments. China will effectually implement the regular exchange program between the Chinese Foreign Ministry and the SAARC Secretariat, work to build the China-South Asia Expo, the China-South Asia Business Forum and the China-South Asia Friendship Organizations’ Forum into important platforms for China-SAARC cooperation. China will do its best to ensure the success of a series of cooperation projects in 2015, including the Group of South Asian Countries’ Senior Diplomats Visiting China, the Seminar for Cadres from South Asian Political Parties, the symposium for promoting South Asian countries’ exports to China, the China-South Asia thinktank strategic dialogue and the exchange program for SAARC countries’ radio and TV journalists, producers and hosts.

为支持南盟发展，中方决定今年再向南盟发展基金捐款55万美元。今后，中方还会继续为南盟的建设与发展提供支持和帮助。

In support of SAARC capacity-building, China has decided to donate another US$550,000 to the SAARC Development Fund this year. China will continue to provide support and assistance to SAARC for its continued building up and development.

女士们、先生们：

Ladies and Gentlemen,

本届峰会的主题是“深化地区一体化，实现和平与繁荣”。中国是区域合作的坚定倡导者、参与者和推动者。去年以来，中方陆续提出丝绸之路经济带和21世纪海上丝绸之路、中国—东盟命运共同体、中巴经济走廊、孟中印缅经济走廊、亚洲基础设施投资银行等地区合作倡议，并宣布出资400亿美元设立丝路基金。我们希望通过这些倡议，推动周边各国携手深化务实合作，在开放中融合，在融合中发展。南亚是中国重要的邻居，欢迎南亚各国积极参与这些倡议，实现区域内政策沟通、道路联通、贸易畅通、货币流通、民心相通。

The theme of this Summit of SAARC is “Deeper Integration for Peace and Prosperity”. China firmly advocates, participates in and promotes regional cooperation. Since last year, China has put forward a host of regional cooperation initiatives including Economic Belt of Silk Road, 21st century maritime silk Road, Community of common destiny between China and ASEAN, China-Pakistan economic corridor, the BCIM (Bangladesh, China, India, and Myanmar) Economic Corridor and the Asian Infrastructure Development Bank, and announced recently the establishment of a US$40 billion Silk Road Fund. We hope that these initiatives can help facilitate the joint efforts of all of our neighboring countries to deepen practical cooperation, promote integration through opening-up and advance development amidst integration. We welcome the active participation of South Asian countries in these initiatives to bolster the connectivity of policy, road, trade, currency and people in this region.

中方将继续加快同南亚地区的互联互通建设，构建双方务实合作的血脉经络；继续倡导并推动中国—南亚贸易和投资自由化、便利化，推动两大市场的对接融合；继续加强同南亚各国的文化交流和民间往来，夯实区域合作的社会根基。我们愿同南亚国家共享经济发展成果，共担安全稳定责任，把中国梦同南亚各国的发展愿景对接起来，让中国的发展更多惠及南亚国家，携手实现共同繁荣与发展。

China will continue to accelerate connectivity with South Asia to build the essential network for our practical cooperation. China will continue to advocate and promote trade and investment liberalization and facilitation between China and South Asia to link and integrate our two big markets. China will continue to strengthen cultural and people-to-people exchanges with South Asian countries to enhance popular support for regional cooperation. We are ready to work with South Asian countries to share the fruits of economic development, jointly shoulder responsibilities for security and stability, and align the Chinese dream with the development vision of South Asian countries so as to bring more benefits to South Asian countries through China’s development and achieve our common prosperity and development.
