尊敬的伊辛格主席，

女士们、先生们：

Respected Ambassador Wolfgang Ischinger,

Ladies and Gentlemen,

很高兴应老朋友伊辛格主席之邀，出席本届慕尼黑安全会议，同各位朋友就事关世界和平与发展的重大问题进行交流探讨。慕尼黑安全会议不仅是欧洲，也是国际上卓有影响的安全对话平台。面对不断变化的国际和地区形势，多年来，各界人士在此发表看法，有利于加深相互了解。

It gives me great pleasure to attend this year’s Munich Security Conference at the invitation of my old friend, Ambassador Ischinger, and exchange views with you on major issues concerning global peace and development. As a platform for security dialogue, the Munich Security Conference is highly influential not only in Europe but also in the world. The views expressed by conference participants over the years have gone a long way towards deepening mutual understanding against the backdrop of evolving regional and international developments.

早在上个世纪八十年代，邓小平先生就指出，中方在分析国际状况时特别注意欧洲，认为欧洲是决定和平与战争的关键地区，希望欧洲有一个可喜的发展。现在距邓小平先生上述谈话已经时隔近三十年，国际形势发生了很大变化，但欧洲作为发达国家最集中的地区，在世界战略全局中的重要性依然突出，是多极化世界不可替代的重要一极。欧洲现在处于发展的关键时期，面临着前所未有的机遇，也面临着前所未有的挑战。中方始终看好欧洲的发展和一体化建设，我们对欧洲的未来有信心，祝愿欧洲取得更大的发展。

Back in the 1980s, Mr. Deng Xiaoping stressed the importance for China to pay special attention to Europe when observing international developments. He regarded Europe as a crucial region in promoting peace and preventing war and hoped to see a stronger Europe. Now, nearly 30 years after these remarks were made, great changes have taken place in the world. But as a region that has more developed countries than any other region in the world, Europe still features prominently in the global strategic landscape. Europe is an irreplaceable pole in this multi-polar world. Europe is now at a key stage of its development, facing both unprecedented opportunities and unprecedented challenges. China has always believed that Europe’s development and integration process have good prospects. We have full confidence in Europe’s future and wish Europe still greater progress.

今年恰逢第二次世界大战结束70周年和联合国成立70周年。这是具有历史纪念意义的重要年份。回顾70年来世界走过的不平凡历程，我们既要对面临的挑战有清醒的认识，又要倍加珍惜在和平、安全、发展方面取得的成绩，抚今追昔，我们应该对世界发展大势、世界向何处去有更多的思考和期待。

This year marks the 70th anniversary of the end of World War II and the founding of the United Nations. This is an important year of historic significance. As we review the momentous journey traveled by the world over the past 70 years, we must be sober-minded about the challenges confronting us and, at the same time, doubly cherish the progress we have made in peace, security and development. A review of the past should serve as a guide for us in observing the future trend of the world.

70年来，世界保持了总体和平的局面。国际社会确立起以联合国为核心的集体安全机制，《联合国宪章》的宗旨和原则是国际关系的基本准则。一大批亚非拉国家实现民族独立，登上国际舞台，壮大了维护世界和平的力量。随着冷战的结束，世界多极化和国际关系民主化趋势深入发展，国际力量对比进一步朝着有利于世界和平的方向变化。

Over the past 70 years, the world has maintained overall peace. The international community has put in place a collective security mechanism with the United Nations at its core. The purposes and principles of the UN Charter are the basic norms governing international relations. A large number of countries in Asia, Africa and Latin America have gained independence, entered the world stage, and joined the force for world peace. Since the end of the Cold War, the trend toward multi-polarity and greater democracy in international relations has gathered momentum, and the international balance of power is moving in favor of world peace.

70年来，人类的发展事业取得显著进步。科技进步和经济全球化深刻改变着人类社会的面貌，十几亿、几十亿人口逐步过上现代化的生活。欧洲等发达经济体经济基础雄厚、创新能力突出，新兴市场国家和发展中国家发展活力强劲、潜力巨大，各国优势互补、形成合力，可以共同推动世界经济不断向前发展。

Over the past 70 years, remarkable progress has been made in human development. Scientific and technological advancement and economic globalization are profoundly changing human society. Several billion people have embraced modernity. Europe and other advanced economies have a solid economic foundation and strong capacity for innovation; and emerging markets and developing countries have maintained dynamic growth and have vast potential to be tapped. By complementing each other and working together, we can bring about steady growth of the world economy.

70年来，区域和跨区域合作取得重要进展。欧洲一体化建设起步早、水平高、影响大，亚洲、非洲、美洲等地区的各种域内外合作深入推进。国与国之间的相互联系、相互依存日益紧密，世界各国越来越成为你中有我、我中有你的命运共同体。

Over the past 70 years, cooperation within and between various regions has made important progress. The European integration process, which started early, has come a long way. Intra- and inter-regional cooperation of various kinds is flourishing in Asia, Africa and the Americas. Increasingly inter-connected and inter-dependent, countries are forming a closely-knit community of shared destiny.

历史和现实都昭示我们，求和平、谋发展、促合作是各国人民的共同期盼，也是不可阻挡的历史潮流。同时也应看到，世界经济复苏步履维艰，局部动荡此起彼伏，全球性挑战不断增多，恐怖主义威胁明显上升。维护世界和平、促进共同发展依然任重道远。

Both history and reality tell us that peace, development and cooperation are the common aspiration of the people of all countries and an irresistible trend of history. On the other hand, we should not fail to see that the world economic recovery is still sluggish; turbulence in some areas keeps flaring up; global challenges are increasing; and the threat of terrorism is notably on the rise. To uphold world peace and promote common development remains a difficult long-term task.

和平有赖共同维护，发展可以共同分享，机遇能够共同创造，挑战需要共同应对。我们应当汲取历史经验，共同建设更加美好的世界。

Peace should be safeguarded by all, development should be shared by all, opportunities should be created by all, and challenges should be met by all of us. We need to draw experience from history, and work together to build a better world.

中国是国际社会负责任的一员，是维护世界和平、促进共同发展的坚定力量。习近平主席指出，中国致力于实现中华民族伟大复兴的中国梦，中国梦是和平、发展、合作、共赢的梦，同世界各国人民的美好梦想息息相通，实现中国梦不仅造福中国人民，而且造福世界人民。中国坚定不移走和平发展道路，坚持正确义利观，主张各国牢固树立人类命运共同体意识，推动建立以合作共赢为核心的新型国际关系，共建和平、和谐、繁荣的世界。

China is a responsible member of the international community and a staunch force for upholding world peace and promoting common development. As Chinese President Xi Jinping has pointed out, China is committed to realizing the Chinese dream of great national renewal. The Chinese dream is a dream about peace, development and win-win cooperation. It is very much in line with the beautiful dreams of the people of other countries in the world. The pursuit of the Chinese dream will benefit not only the Chinese but also the people of the whole world. China follows the path of peaceful development, and upholds justice and pursues shared interests. China calls on all countries to foster a sense of shared destiny, forge a new type of international relations of win-win cooperation, and build a peaceful, harmonious and prosperous world.
