国务委员杨洁篪在第51届慕尼黑安全会议开幕式上的致辞（中英对照）

女士们、先生们，

Ladies and Gentlemen,

中国是最大的发展中国家，欧盟是最大的发达国家集团。中欧携起手来，将促进世界四分之一人口的往来，连接占全球经济总量三分之一的两大市场，也将沟通东西方两大文明，这是造福中欧、惠及世界的伟大事业。 中国支持欧洲一体化进程，支持一个团结、稳定、繁荣的欧盟在国际事务中发挥更大作用，始终将欧洲置于外交优先方向。

China is the largest developing country, and the EU is the largest grouping of developed countries. Working together, China and the EU will boost ties among a quarter of the world’s population and between two major markets representing one third of the global economy and increase interactions between eastern and western civilizations. This is a great cause that benefits China, Europe and the whole world. China supports European integration; we hope to see a united, stable and prosperous EU play a bigger role in international affairs. Europe is always a high priority on China’s diplomatic agenda.

当前，中欧关系全面推进、亮点纷呈、成果喜人。去年，习近平主席成功访问欧盟总部和有关欧洲国家，中欧决定共同打造和平、增长、改革、文明四大伙伴关系，为双方关系长远发展指明了前进方向。李克强总理访问欧洲多个国家，推动中欧合作取得一系列重要成果。近两年来，德国、法国、英国、意大利、西班牙、丹麦、捷克等欧洲国家领导人分别访华。中欧关系进入了发展的快车道。

China-EU relations stay in good shape, with gratifying progress made in many areas. Last year, President Xi Jinping paid a successful visit to the EU headquarters and several European countries, during which the two sides decided to forge a partnership for peace, growth, reform and civilization. This has charted the course for the long-term growth of China-EU relations. Premier Li Keqiang also visited some European countries, achieving major progress in many areas of cooperation between China and Europe. In the past two years, leaders of European countries such as Germany, France, the UK, Italy, Spain, Denmark and the Czech Republic have visited China. Relations between the two sides are now on a fast track of growth.

今年是中欧关系发展进程中的一个特殊年份，双方迎来中国和欧盟建交40周年。当前，中国经济发展进入新常态，正从高速增长转向中高速增长，从规模速度型粗放增长转向质量效率型集约增长，从要素、投资驱动转向创新驱动。中国全面深化改革、全面推进依法治国不仅将为中国经济转型升级、持续健康发展开辟更加广阔的前景，也将为世界各国提供更多发展机遇。欧洲在稳定经济、应对挑战、重振竞争力等方面采取的改革举措已初见成效。中欧合作的机遇和空间更加广阔。

2015 is a special year for China-EU relations, as this year marks its 40th anniversary. The Chinese economy has entered a new normal. It is moving from high speed growth to medium-to-high speed growth; its growth model is shifting from one based on size and speed to one based on quality and efficiency, and growth is driven more by innovation than by input of factors and investment. This will not only upgrade the Chinese economy and bring about its sustainable and healthy growth, but also provide more development opportunities for other countries. Europe’s reform measures to stabilize economy, meet challenges and boost competitiveness have achieved initial progress. All this has created more opportunities and greater space for boosting China-Europe cooperation.

我们愿以中欧建交40周年为契机，继续深化中欧高层交往，着力推进同欧盟及成员国的关系，进一步完善全方位、多层次、宽领域的中欧对话合作格局。我们愿同欧方一道继续推进中欧和平、增长、改革、文明四大伙伴关系，全面落实《中欧合作2020战略规划》，加强中欧在“一带一路”建设方面的合作，推动中欧合作提质升级。我们愿同欧方共同采取便利化措施，加强人员往来，增进人民之间的了解与友谊，夯实中欧关系的民意和社会基础。我们相信，在中欧双方共同努力下，中欧全面战略伙伴关系将具有越来越重要的国际影响。

Taking the occasion of the 40th anniversary of China-EU relations as an opportunity, we will deepen China-EU high-level exchange, enhance relations with the EU and its member states, and improve all-dimensional, multi-tiered and wide-ranging dialogue and cooperation between the two sides. We are ready to work with the EU to advance China-EU partnership for peace, growth, reform and civilization, fully implement the China-EU 2020 Strategic Agenda for Cooperation, strengthen our cooperation in building the Silk Road Economic Belt and the Maritime Silk Road of the 21st century, and upgrade and improve China-EU cooperation. We are ready to work with the EU to take mutual steps to facilitate people-to-people ties and increase mutual understanding and friendship between our peoples, and this will strengthen social and popular support for China-EU relations. We are convinced that with joint efforts of the two sides, China-EU comprehensive strategic partnership will acquire greater international influence.

女士们、先生们，

中国的命运与世界的命运紧密相连。我们愿继续与各国携手努力，共同建设持久和平、共同发展的美好世界。

China’s destiny is inextricably linked with the destiny of the world. We will continue to work together with all countries to build a better world of enduring peace and common development.

在此，预祝第51届慕尼黑安全会议为促进国际安全合作发挥新的重要积极作用。

In closing, I hope that the 51st Munich Security Conference will play a new and important positive role in enhancing international security cooperation.
