尊敬的中国工商银行易会满行长，

尊敬的南非标准银行首席执行官克鲁格先生，

尊敬的英中贸协主席沙逊勋爵，

女士们，先生们：

Lord Sassoon,

Ladies and Gentlemen,

 

今天，我们在这里庆祝中国金融业实施“走出去”战略又一重要进展——工银标准银行公众有限公司在伦敦成立。

 

Today we have gathered to celebrate another significant development in the going global of China’s financial sector – the launch of ICBC Standard Bank.

 

首先，我对工银标准银行的成立表示热烈祝贺！

 

So, first of all, let me offer my warmest congratulations on the opening of the ICBC Standard Bank.

 

新年伊始，工银标准银行在伦敦挂牌成立，可谓恰逢其时。就在几天前，中国国家统计局发布了中国去年国民生产总值的最新数字，中国作为世界第二经济体的地位进一步巩固。我们既为之感到骄傲，同时也感到不足。中国现在经济总量居世界第二，进出口贸易居世界第一，堪称经济大国，但还不是经济强国。中国要成为经济强国，还必须成为“金融大国”。纵观世界几百年来的历史，没有哪个大国的崛起不是依靠强大金融业的支撑。中国要实现民族振兴伟业，就必须建立强大的金融业。

 

The timing is excellent: A new year, and a new beginning! What an opportune time to hang up the name plate of the new ICBC Standard Bank in London!

 

Just a few days ago, the National Bureau of Statistics of China published the latest GDP figure. China’s ranking as the second biggest economy in the world was further consolidated.

 

While feeling proud of this achievement, we are keenly aware of our inadequacies:

 

Yes, China is the world’s second biggest economy.

 

Yes, China is the largest trading nation in the world.

 

However, China is not yet a world economic power.

 

To become a world economic power, China must strive to be a world power in the financial sector.

 

Take a look at world history over the past few hundred years. You will find that no major country achieved national prosperity without a foundation of considerable financial power. Therefore, China must build a strong financial sector if it is to achieve national revitalisation.

 

中国如何缔造“金融大国”，首先当然是做大做强国内金融机构和金融市场。这里我们看到了一个典型，这就是中国工商银行，它是中国最大的商业银行，也是全球最大的商业银行，拥有“市值全球最大”、“存款全球最高”、“盈利全球最多”等多项桂冠。

 

How is China going to do that?

 

First and foremost, China must encourage domestic financial institutions to grow and the domestic fianancial market to expand. Here, ICBC is a good case in point.

 

ICBC is China’s biggest commercial bank. It is also the biggest commercial bank in the world by market value, by individual savings and by profit level.

 

中国缔造“金融大国”还需要打造国际化的金融机构，积极参与到国际金融市场并占有一席之地。这里我们又看到了一个典型，它还是中国工商银行。中国工商银行去年成功收购南非标准银行集团的子公司标银公众60%股权，今天工银标准银行公众有限公司正式成立。这是中国工商银行加速国际化经营迈出的重要一步，有利于工商银行借助伦敦这一世界金融中心平台，提升在国际大宗商品交易领域的参与度和金融服务能力。我相信，工银标准银行公众有限公司今后也必将顺应中英贸易和投资关系强劲增长的形势，抓住发展机遇，服务两国企业，为中英经贸合作的不断发展做出贡献。

 

To become a world power in the financial sector, China must also build its own international financial institutions. These are insititutions that take an active part and secure a foothold in the international financial markets. Here, again, ICBC has set a good example with the creation of ICBC Standard Bank.

 

Last year, ICBC bought a 60% share of Stardard Bank PLC., the UK subsidiary of Standard Bank Group of South Africa.

 

As a result of this investment by ICBC, we gather today to celebrate the official establishment of ICBC Standard Bank.

 

With this important step, ICBC’s international business will pick up speed. For ICBC, there can be no better platform than London, which is a world financial powerhouse. With this advantage, ICBC Standard Bank can increase the bank’s participation in international bulk commodity trade and its capability in financial services.

 

I am confident that ICBC Standard Bank will be able to ride the strong momentum of trade and mutual investment between China and the UK:

 

This will be your opportunity to grow.

 

This will be your chance to provide better services to the businesses of both countries.

 

And this will be your moment to contribute to the continued development of China-UK economic cooperation and trade.

 

再过两周，我们将迎来中国农历羊年新年。羊在中国文化中象征着吉祥、和谐、圆满。

 

Just in two weeks’ time, we will usher in the Chinese New Year, the Year of the Sheep. In the Chinese culture, the sheep symbolises felicity, harmony and complete success.

 

我祝愿工银标准银行公众有限公司开张大吉、财源广进！

 

Here, I want to give my very best wishes to ICBC Standard Bank for a successful opening and a prosperous new year.
