主席女士，各位同事：

 

Madam Chair,

Dear Colleagues,

 

首先，请允许我代表中国代表团，对东道国立陶宛的周到安排表示感谢。

 

First of all, on behalf of the Chinese delegation, please allow me to express heartfelt thanks to the host state Lithuania for its thoughtful arrangements.

 

自2010年以来，在所有成员国的共同努力下，核安全峰会进程取得积极成果。国际核安全共识不断凝聚，全球核安全水平显著提高。同时，核安全仍是各国发展核能事业所需应对的重要课题，需要持续的国际努力。在此背景下，明年核安全峰会具有重要意义。

 

Since 2010, thanks to the joint efforts of all participating states, the Nuclear Security Summit process has yielded fruitful results. International consensus on nuclear security is growing, and global nuclear security capability has been strengthened remarkably. Meanwhile, enhancing nuclear security remains an important task in the course of nuclear energy development of all nations, and therefore needs continuous and sustainable global efforts in this regard. In this context,the Nuclear Security Summit 2016 will be of great significance.

 

主席女士，

 

Madam Chair,

 

中方高兴地看到，通过前两次筹备会以及各工作组的磋商，峰会筹备取得了积极进展。我愿与大家分享对下步工作的几点看法：

 

China is happy to see that, after the first two Sherpa Meetings and the consultations by the drafting groups, the preparatory work of this summit has made a lot of progress. I would like to make the following points on our future work:

 

第一，聚焦主题，加强布局。要着眼构建公平、开放、合作、共赢的国际核安全体系，坚持以各国为主体，以国际合作为纽带，充分发挥国际原子能机构的核心作用，将全球核安全进程纳入可持续、机制化的轨道。

 

First, we should focus on the theme and make overall plans for the summit. With the vision of shaping an international nuclear security architecture featuring emphasize the primary responsibilities of all states, enhance international cooperation, give full play to the core role of the International Atomic Energy Agency, and bring the global nuclear security process onto the track of sustainable and institutionalized development.

 

第二，求同存异，突出共识。要充分考虑各国国情以及发展中国家的合理诉求，由各国自愿执行峰会将通过的五份行动计划。对于一些存在争议的复杂、敏感问题，应留待其他适当场合进行讨论。

 

Second, we should seek common ground while reserving differences, and highlight our consensus. We should give full consideration to the different national conditions and reasonable appeals of the developing countries, and ensure the voluntary nature of the five Action Plans that will be endorsed by our leaders at the Summit. As for the complicated and sensitive issues on which we still have different views, they should be discussed at other forums.

 

第三，精心组织，周密安排。各国领导人共商国际核安全大计的机会难得、时间宝贵。我们欢迎美方宣布峰会的具体时间和地点，希望美方尽快提出日程设想。对“模拟场景互动讨论”，希望美方在场景设置上体现政治高度，在流程安排上确保各国领导人的舒适度。

 

Third, we should make meticulous and thoughtful arrangements for the summit. The summit provides a rare and precious chance for our leaders to discuss international nuclear security issues. We welcome the announcement of the time and venue of the Summit, and hope the United States will put forward proposals on the agenda of the summit at an early date. As for the “Scenario-Based Policy Discussion”, we hope the U.S. could take political sensitivity into account when designing the scenario, and consider the comfort level of all leaders when it comes to the format and proceedings.

 

中方将继续以习近平主席提出的核安全观为指引，深入参与国际核安全事务，推动峰会取得成功。

 

Guided by the nuclear security approach initiated by President Xi Jinping, China will continue to take an active part in international nuclear security affairs, and work with all parties to ensure the success of the Summit.

 

主席女士，

 

Madam Chair,

 

关于大家正在讨论的联合国行动计划，中方支持联合国在核安全领域继续发挥重要作用。“行动计划”现草案总体上反映了联合国在核安全领域的主要工作，是一个很好的讨论基础。

 

Regarding the United Nations action plan under discussion, China supports the United Nations to continuously play an important role in strengthening global nuclear security. The current draft in general reflects the main work of United Nations in this sphere, and could serve as a good basis for discussion.

 

同时，中方认为，该行动计划既要有助于提高《制止核恐怖主义行为国际公约》的有效性和普遍性、有助于促进全面执行安理会第1540号决议，又要避免给各国制造新的义务，其中的具体措施应充分考虑各国国情，尊重各国主权。

 

Meanwhile, we are of the view that this action plan should be conductive to enhancing the effectiveness and universality of International Convention of Suppression of Acts of Nuclear Terrorism, promoting full implementation of the Security Council Resolution 1540, and should avoid creating new obligations for participating states. As for the specific actions included therewithin, full consideration should be given to different conditions of each nation with due respect to its sovereignty.
