——在前进道路上，我们要始终实现好、维护好、发展好最广大人民根本利益，让改革发展成果更多更公平惠及人民。人民对美好生活的向往，就是我们的奋斗目标。全心全意为工人阶级和广大劳动群众谋利益，是我国社会主义制度的根本要求，是党和国家的神圣职责，也是发挥我国工人阶级和广大劳动群众主力军作用最重要最基础的工作。

On the road ahead, we must remain committed to realizing, safeguarding, and developing the fundamental interests of the overwhelming majority of the people, so as to ensure that all people can benefit more fairly and more thoroughly from the fruits of development. The people yearn for a better life, and our goal is to help them achieve it. Working wholeheartedly to further the interests of the working class and working people is the fundamental requirement of our country’s socialist system, a sacred obligation of the Party and the state, and the most important foundation initiative for exerting the leading role of the working class and working people.

国家建设是全体人民共同的事业，国家发展过程也是全体人民共享成果的过程。我们一定要适应改革开放和发展社会主义市场经济的新形势，从政治、经济、社会、文化、法律、行政等各方面采取有力措施，促进社会公平正义，实现好、维护好、发展好最广大人民根本利益，特别是要实现好、维护好、发展好广大普通劳动者根本利益。

The development of the country is a common cause of the people and a process from which all people stand to benefit. Adapting to new conditions in reform, opening up, and the development of the socialist market economy, we must adopt a range of political, economic, social, cultural, legal, and administrative measures to advance social fairness and justice and ensure that the fundamental interests of the overwhelming majority of the people are effectively realized, safeguarded, and developed. It is of particular importance that we realize, safeguard, and develop the fundamental interests of ordinary working people.

党和国家要实施积极的就业政策，创造更多就业岗位，改善就业环境，提高就业质量，不断增加劳动者特别是一线劳动者劳动报酬。要建立健全党和政府主导的维护群众权益机制，抓住劳动就业、技能培训、收入分配、社会保障、安全卫生等问题，关注一线职工、农民工、困难职工等群体，完善制度，排除阻碍劳动者参与发展、分享发展成果的障碍，努力让劳动者实现体面劳动、全面发展。要面对面、心贴心、实打实做好群众工作，把人民群众安危冷暖放在心上，雪中送炭，纾难解困，扎扎实实解决好群众最关心最直接最现实的利益问题、最困难最忧虑最急迫的实际问题。

Through the implementation of a proactive employment policy, the Party and the state must work to create more jobs, improve the employment environment, raise the quality of employment, and increase the salaries of working people, especially those engaged in the front lines of production. To do this, we will need to establish sound CPC- and government-led mechanisms for protecting the rights and interests of members of the public. Focusing on a range of issues involving work, employment, training, income distribution, social safety nets, and health and safety, we should afford more attention to the needs of particular groups, such as workers on the front lines of production, migrant workers from rural areas, and employed people in difficulty; improve systems and remove barriers that are hindering working people from participating in and benefiting from development; and work to ensure that working people can work with dignity and enjoy all-round development. We also need to take more direct, considerate, and effective action in our interactions with the public. Showing genuine concern for the people’s wellbeing, we must be there to extend a helping hand and relieve people of difficulty when they are most in need. We must take solid steps to address the issues that concern people most directly in everyday life, and resolve the problems that cause them the most difficulty, trouble, and anxiety.

劳动关系是最基本的社会关系之一。要最大限度增加和谐因素、最大限度减少不和谐因素，构建和发展和谐劳动关系，促进社会和谐。要依法保障职工基本权益，健全劳动关系协调机制，及时正确处理劳动关系矛盾纠纷。我国工人阶级和广大劳动群众要发扬识大体、顾大局的光荣传统，正确认识和对待改革发展过程中利益关系和利益格局的调整，正确处理个人利益和集体利益、局部利益和全局利益、眼前利益和长远利益的关系，树立法治观念，增强法律意识，自觉维护社会和谐稳定。

Labor relations are among the most fundamental of all social relations. By maximizing the factors that contribute to social harmony, and minimizing the ones that undermine it, we need to establish and develop harmonious labor relations and promote overall social harmony. This means lawfully safeguarding the rights and interests of employees, improving mechanisms for the coordination of labor relations, and addressing labor disputes in a prompt and proper manner. Continuing their fine tradition of seeing the bigger picture and considering the overall situation, China’s working class and working people should view the rebalancing of interests owing to reform and development in the correct light; find the middle ground between personal and collective interests, partial and overall interests, and short-term and long-term interests; and foster a strong understanding of the rule of law and the awareness of the law, with a view to consciously preserving social harmony and stability.

——在前进道路上，我们要始终高度重视提高劳动者素质，培养宏大的高素质劳动者大军。劳动者素质对一个国家、一个民族发展至关重要。劳动者的知识和才能积累越多，创造能力就越大。提高包括广大劳动者在内的全民族文明素质，是民族发展的长远大计。面对日趋激烈的国际竞争，一个国家发展能否抢占先机、赢得主动，越来越取决于国民素质特别是广大劳动者素质。要实施职工素质建设工程，推动建设宏大的知识型、技术型、创新型劳动者大军。

On the road ahead, we must remain committed to raising the overall quality of our workforce, so as to cultivate a massive contingent of highly competent workers. The quality of the working population is a matter of extreme importance for a country and nation. This is because workers who are knowledgeable and talented are more likely to be creative. The effort to raise the qualifications of the entire people, including the quality of the workforce, is a long-term endeavor of utmost importance for the development of our nation. In the face of increasingly intense international competition, whether or not a country can seize the initiative and gain the upper hand in development is increasingly being decided by the qualifications of that country’s population, and in particular its workforce. Therefore, it is important that we launch a major campaign to raise the level of the workforce, with the aim of cultivating a massive contingent of knowledgeable, skilled, and creative workers.

我们一定要深入实施科教兴国战略、人才强国战略、创新驱动发展战略，把提高职工队伍整体素质作为一项战略任务抓紧抓好，帮助职工学习新知识、掌握新技能、增长新本领，拓展广大职工和劳动者成长成才空间，引导广大职工和劳动者树立终身学习理念，不断提高思想道德素质和科学文化素质。要深入开展中国特色社会主义理想信念教育，培育和践行社会主义核心价值观，弘扬中华优秀传统文化，开展以职业道德为重点的“四德”教育，深化“中国梦·劳动美”教育实践活动，不断引导广大群众增强中国特色社会主义道路自信、理论自信、制度自信。要创新思想政治工作方式方法，加强人文关怀和心理疏导，打造健康文明、昂扬向上的职工文化，丰富职工精神文化生活，不断满足广大职工群众精神文化需求。

It is essential that we continue to implement our strategies of reinvigorating the country through science and education, empowering it with talent, and driving development with innovation. Focusing on the strategic task of raising the overall level of our workforce, we must aid working people in gaining new knowledge, acquiring new skills, and developing new abilities; provide them with broader prospects for career development; and urge them to make a commitment to lifelong learning, with a view to constantly raising their overall level of moral, scientific, and cultural attainment. We must continue to impart people with the ideals of Chinese socialism; cultivate and practice core socialist values; and carry forward China’s fine traditional culture. At the same time, we should promote awareness of social codes of conduct, professional ethics, family virtues, and individual integrity, laying a particular emphasis on professional ethics; continue to carry out the “Chinese Dream – Beauty of Work” publicity campaign; and constantly urge the general public to enhance their confidence in the path, theories, and system of Chinese socialisms. Adopting new approaches to political work, we also need to provide working people with greater care and psychological guidance; foster a healthy, civilized, and positive employee culture; and enrich workers’ cultural lives, so as to meet the non-material needs of the working population.

三百六十行，行行出状元。任何一名劳动者，要想在百舸争流、千帆竞发的洪流中勇立潮头，在不进则退、不强则弱的竞争中赢得优势，在报效祖国、服务人民的人生中有所作为，就要孜孜不倦学习、勤勉奋发干事。一切劳动者，只要肯学肯干肯钻研，练就一身真本领，掌握一手好技术，就能立足岗位成长成才，就都能在劳动中发现广阔的天地，在劳动中体现价值、展现风采、感受快乐。

As an old saying goes, every trade has its master. To gain a strong foothold in the strong tide of competition, claim the advantage in an ultra-competitive environment in which the weak are left behind, and make a difference through a lifetime of serving the motherland and people, workers must rely on tireless learning and an enduring commitment to work. Any worker who is willing to learn, to do, and to probe, and who can master a set of genuine abilities and skills, will surely excel in their position of work. Through their work, these people can broaden their horizons, prove their worth, demonstrate their charm, and find their joy.

同志们！

Fellow countrymen:

我国工人阶级是我们党最坚实最可靠的阶级基础。我国工人阶级从来都具有走在前列、勇挑重担的光荣传统，我国工人运动从来都同党的中心任务紧密联系在一起。在当代中国，工人阶级和广大劳动群众始终是推动我国经济社会发展、维护社会安定团结的根本力量。那种无视我国工人阶级成长进步的观点，那种无视我国工人阶级主力军作用的观点，那种以为科技进步条件下工人阶级越来越无足轻重的观点，都是错误的、有害的。不论时代怎样变迁，不论社会怎样变化，我们党全心全意依靠工人阶级的根本方针都不能忘记、不能淡化，我国工人阶级地位和作用都不容动摇、不容忽视。

The working class represents the CPC’s strongest and most reliable class foundation. China’s working class has a glorious tradition of standing at the forefront of the times and bearing the burden of duty. Historically speaking, the workers’ movement in China has always been tied closely to the core tasks of the CPC. In today’s China, the working class and working people continue to be the fundamental force for advancing economic and social development and preserving social stability and unity. Despite this, however, some people have failed to acknowledge the growth and progress of our country’s working class, showing no regard for their role as the leading force in the country and believing that their importance is diminishing with the advancement of science and technology. These views are wrong, and they are harmful. Regardless of how the times change and how our society evolves, the CPC must never forget its fundamental principle of relying wholeheartedly on the working class, and it must never allow this commitment to fade. The status and role of the working class in China can never be compromised or neglected.

全心全意依靠工人阶级，要解决认识问题，更要解决实践问题。各级党委和政府要把全心全意依靠工人阶级的根本方针贯彻到经济、政治、文化、社会、生态文明建设以及党的建设各方面，落实到党和国家制定政策、推进工作全过程，体现到企业生产经营各环节。要不断营造环境、搭建平台、畅通渠道、创新方式，为广大职工成长成才、就业创业、报效国家、服务社会创造更多机会，为广大职工参与企事业单位民主管理、参与国家治理和社会治理打开更广阔的通道。

Relying wholeheartedly on the working class is not only a matter of perception; it is also a matter of practice. CPC committees and government authorities at all levels are required to integrate the fundamental principle of fully relying on the working class into all work involving the economy, politics, culture, society, ecological progress, and Party strengthening; into all policy-making and initiatives of the Party and the state; and into all aspects of production and operation in companies. By fostering conditions, building platforms, opening channels, and adopting new approaches, we need to create more opportunities for ordinary working people to nurture their talents, secure employment, launch business ventures, repay the motherland, and serve society; and we need to provide broader channels for them to participate in the democratic management of companies and government-affiliated institutions, and get involved in national and social governance.

今年是中华全国总工会成立90周年。90年来，在中国共产党领导下，中华全国总工会及其各工会组织为我国革命、建设、改革事业作出了重大贡献。在此，我代表党中央、国务院，向为党的工运事业作出卓越贡献的老一代工会工作者，向全国各级工会组织和广大工会干部，向广大职工和工会积极分子，表示热烈的祝贺！

This year marks the 90th anniversary of the founding of the All-China Federation of Trade Unions (ACFTU). Under the leadership of the CPC, the All-China Federation of Trade Unions, together with its various affiliated organizations, has made a major contribution to China’s revolution, development, and reform over the past 90 years. On behalf of the CPC Central Committee and the State Council, I would like to extend my warmest congratulations to union veterans who have made outstanding contributions to the CPC-led workers’ movement; to trade union organizations and their staff throughout the country; and to all workers and people actively involved in trade unions.

工会是党联系职工群众的桥梁和纽带，工会工作是党的群团工作、群众工作的重要组成部分，是党治国理政的一项经常性、基础性工作。新形势下，工会工作只能加强，不能削弱；只能改进提高，不能停滞不前。希望各级工会组织和广大工会干部坚定不移走中国特色社会主义工会发展道路，坚守工会工作的主战场，狠抓工会工作的中心任务，模范履行工会组织的政治责任，更好发挥工会组织作用。要坚持自觉接受党的领导的优良传统，牢牢把握正确政治方向，牢牢把握我国工人运动的时代主题，带领亿万职工群众坚定不移跟党走。要坚决履行维护职工合法权益的基本职责，把竭诚为职工群众服务作为工会一切工作的出发点和落脚点，帮助职工群众通过正常途径依法表达利益诉求，把党和政府的关怀送到广大劳动群众心坎上，不断赢得职工群众的信赖和支持。要坚持把群众路线作为工会工作的生命线和根本工作路线，把工作重心放在最广大普通职工身上，着力强化服务意识、提高维权能力，改进工作作风，破除衙门作风，坚决克服机关化、脱离职工群众现象，让职工群众真正感受到工会是“职工之家”，工会干部是最可信赖的“娘家人”。要自觉运用改革精神谋划推进工会工作，创新组织体制、运行机制、活动方式、工作方法，推动工会工作再上新台阶。要发挥民间外交优势，增进我国工人阶级同各国工人阶级的友谊，发展同各国工会组织、国际和区域工会组织的关系，为维护世界和平、促进共同发展作出新的更大贡献。

Trade unions are a bridge linking the CPC with ordinary working people. Their work represents an important part of the CPC’s interactions with popular organizations and the public, constituting a routine and foundation initiative in the CPC’s governance of the country. Under new conditions, the role of trade unions can only be strengthened, not weakened; and their initiatives can only be carried forward, not left behind. I hope that trade union organizations at all levels, together with their staff members, can remain committed to China’s socialist approach to the development of trade unions, uphold the key areas of trade union work, focus on the priority tasks of trade unions, set an example in carrying out the political responsibilities of trade unions, and better exert the organizational role of trade unions. Continuing their fine tradition of consciously adhering to CPC leadership, and with a firm grasp of the correct political orientation and the contemporary theme of the workers’ movement, trade unions must lead millions upon millions of working people in resolutely following the CPC. Trade unions must perform their basic function of safeguarding the lawful rights and interests of working people. Seeing it as their fundamental purpose and ultimate goal to serve working people with sincerity, they should aid ordinary employees in lawfully expressing their demands through proper channels, and allow working people to feel the care of the CPC and the government, thereby winning their trust and support. Trade unions need to regard working for the people as both the lifeline and the fundamental approach to their mission. Placing the focus of their efforts on ordinary working people, they need to enhance their services, raise their capacity to safeguard rights and interests, improve their style of work, discard all bureaucratic practices, and resolutely resist the tendencies to behave like government departments and become divorced from the public, so as to ensure that working people genuinely see trade unions as a “home for workers” and view union staff as their most trusted “family members.” Trade unions should also draw on the spirit of reform to plan and advance their various initiatives, adopting new organizational models, operating mechanisms, activity methods, and working approaches in order to take their work to a new level. Lastly, by making use of their advantage in people-to-people diplomacy, trade unions should advance friendly exchanges between China’s working class and those in other countries, develop ties with various national, international, and regional trade unions, and make a larger contribution to the preservation of world peace and the promotion of common development.

各级党委要加强和改善对工会的领导，注重发挥工会组织的作用，健全组织制度，完善工作机制，加大对工会工作的支持保障力度，及时研究解决工会工作中的重大问题，热情关心、严格要求、重视培养工会干部，为工会工作创造更加有利的条件。

CPC committees at all levels should strengthen and improve their leadership over trade unions. With a view to better exerting the role of trade unions, they should make improvements to organizational systems and working mechanisms; step up the support they provide to trade unions; promptly resolve major problems in the work of trade unions; pay more attention to trade union staff by expecting more of them and emphasizing their professional development; and create more favorable conditions for the operation of trade unions.

伟大的事业呼唤着我们，庄严的使命激励着我们。我国工人阶级和广大劳动群众要更加紧密地团结在党中央周围，勤奋劳动、扎实工作，锐意进取、勇于创造，在实现“两个一百年”奋斗目标的伟大征程上再创新的业绩，以劳动托起中国梦！

A great cause calls us, and a solemn mission spurs us on. Rallying around the CPC Central Committee, China’s working class and working people, through their hard work, enterprising spirit, and daring creativity, must now strive to make new achievements as we press ahead on our journey to realize the “Two Centenary Goals.” Ultimately, the Chinese Dream will be built on the foundation of their hard work.
