Preventing
Sexual Violence in Conflict – the View from Paris

They launched a declaration of
engagement against the use of sexual violence at the UN last year and we now
have 148 countries who have signed up. William Hague now wants to take it on to
the next stage, by holding a huge, global summit on the issue in London, from
10th – 13th June.
His aim is to get round the table
not just governments, although they will all be there, but also judicial
figures, military, civil society, anyone who can bring testimony to bear or can
help us to find solutions – because our emphasis is going to be on practical
solutions, changing legislation where we can, changing a culture of impunity,
which has in too many countries allowed these crimes to escape without
punishment. We want to see an end to this practice, we think the time to act is
now.
We’re working closely with France
on these issues, and Foreign Minister Laurent Fabius has been very supportive
and indeed signed up to the declaration last year. It forms part of a wider
agenda of equality and women’s’ rights. Just before our summit I know that
Minister Najat Vallaud-Belkacem will be hosting a global women’s summit here in
Paris, and we’re working very closely with France on that. All of these issues

Ils ont rédigé une déclaration
d’engagement contre l’utilisation de violences sexuelles. Maintenant 148 pays y
compris la France ont souscrit cette déclaration.
Maintenant mon ministre veut
aller plus loin. Il propose un Sommet mondiale à Londres, qui se tiendra entre
le 10 et le 13 juin. Ce somment va rassembler tous les acteurs: les
gouvernements bien sûr, mais aussi les ONG, la société civile, les médias, les
juristes tous ceux qui peuvent nous aider à changer les pratiques. On va casser
l’impunité qui s’est trop longtemps appliquée à ces crimes parce qu’il s’agit
de crimes de guerre. On va changer la législation prendre des mesures pratiques
pour s’assurer qu’à l’avenir ce n’est plus du tout acceptable d’imaginer même
d’utiliser la violence sexuelle en période de conflit.
Dans toute cette initiative on
travaille d’une manière très étroite avec la France. Le ministre Laurent Fabius
a accompagné William Hague. Il a signé la déclaration l’année dernière.
Notre démarche s’inscrit dans un
contexte plus large d’égalité et des droits des femmes, et Madame le ministre
Najat Vallaud-Belkacem va organiser à Paris, juste avant notre sommet, un
sommet mondiale des Femmes qui recherche encore une fois l’égalité des femmes.
Il y a une vraie cohérence entre tous ces projets. |
