Good afternoon.
今天，我们齐聚一堂，共同庆祝上合组织20岁生日。我谨代表中国政府向各位来宾致以节日祝贺，向长期以来关心和支持上合组织发展的各国朋友致以崇高的敬意！
Today, we gather here to celebrate the 20th birthday of the Shanghai Cooperation Organization (SCO). On behalf of the Chinese government, I wish to extend festive greetings to all the guests present here, and pay high tribute to friends from all countries who have long given care and support to the development of this Organization.
20年前，在新世纪到来之际，中国、哈萨克斯坦、吉尔吉斯斯坦、俄罗斯、塔吉克斯坦、乌兹别克斯坦六国元首正式宣告上合组织成立。这一决定顺应了和平、发展与合作的时代潮流，开启了地区国家共创安全、共促发展、共享繁荣的新纪元。
Twenty years ago, at the dawn of this century, the heads of state of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan announced officially the creation of the SCO. It was a decision that embraced the world trend of peace, development and cooperation, and ushered in a new era of the countries in the region jointly pursuing security, development and prosperity.
在“上海精神”指引下，上合组织历经国际风云变幻考验，不断深化各领域合作，走出了一条符合地区实际、契合各方需求的合作与发展道路，为构建新型国际关系和人类命运共同体作出了重要探索。
Guided by the Shanghai Spirit, the SCO has withstood the test of the ever-evolving international landscape and deepened cooperation in various fields. The Organization has embarked on a path of cooperation and development that suits the realities of our region and meets the needs of all parties. It has taken important steps toward building a new type of international relations and a community with a shared future for mankind.
——这是团结协作、命运与共的20年。我们遵循上合组织宪章和长期睦邻友好合作条约，超越意识形态、社会制度、发展道路差异，在涉及彼此核心利益和重大关切问题上相互支持，在面对外部干涉和风险挑战时紧密协作，以实际行动诠释了命运共同体的深刻内涵。
– The past 20 years is an embodiment of our commitment to solidarity and a shared future. We have observed the SCO Charter and the Treaty on Long-term Good Neighborliness, Friendship and Cooperation. We have risen above differences in ideology, social system and development path. We have supported each other on issues involving our respective core interests and major concerns. And we have engaged in close coordination in the face of external interference and various risks and challenges. These are concrete actions that give true meaning to the SCO community with a shared future.
——这是安危共担、发展共享的20年。我们秉持共同、综合、合作、可持续的安全观，扎实推进执法安全合作，合力打击“三股势力”，构筑起坚不可摧的安全屏障。我们坚持区域经济融合发展，携手共建“一带一路”，深入开展经贸、交通、农业、能源等领域合作，为各国经济发展和民生改善注入了不竭动力。2020年，成员国经济总量达到了18.4万亿美元，相互的贸易额6.2万亿美元，和组织成立之初相比分别增长了11倍和8倍。
– The past 20 years is an embodiment of our commitment to common security and shared development. We have acted on the vision of common, comprehensive, cooperative and sustainable security, made solid progress in cooperation on law enforcement and security, fought terrorism, separatism and extremism together, and forged a strong security shield. We have pursued integrated development of our economies, jointly advanced Belt and Road cooperation, and deepened cooperation in such areas as economy and trade, transport, agriculture and energy. These efforts provide a lasting source of driving force for economic growth and improvement of livelihoods in SCO countries. In 2020, the combined economic size of SCO members reached 18.4 trillion US dollars, an 11-fold increase since the founding of the Organization. Intra-SCO trade jumped eight times to 6.2 trillion US dollars over the same period.
——这是相知相亲、互学互鉴的20年。我们倡导平等、互鉴、对话、包容的文明观，打造文化艺术节、上合大学、青年交流营等一大批精品项目，架起了民心相通的桥梁，书写了文明互鉴的佳话。新冠肺炎疫情前的2019年，中国同其他成员国人员往来超过了700万人次，是2001年的3.5倍。蓬勃发展的人文交流为上合组织发展壮大奠定了坚实的民意基础。
– The past 20 years is an embodiment of our commitment to greater understanding, affinity and mutual learning. We have advocated equality, mutual learning, dialogue and mutual accommodation between civilizations. Many well-designed programs were organized among SCO countries such as culture and art festivals, the SCO University and youth exchange camps. They serve as bridges connecting the hearts of our peoples and tell the story of mutual learning across civilizations. Back in 2019 before the COVID-19 pandemic struck, the number of visits between China and other SCO members exceeded 7 million, 3.5 times as many as in 2001. These flourishing people-to-people exchanges have cemented public support for SCO’s development.
——这是开放包容、共担道义的20年。我们沿着结伴不结盟、对话不对抗的合作模式，建立起8个成员国、4个观察员国和6个对话伙伴和睦相处的“上合大家庭”，同联合国等国际和地区组织保持了密切联系。我们坚定维护多边主义，推动政治解决热点问题，就构筑新型国际关系和人类命运共同体发出响亮的“上合声音”。面对新冠肺炎疫情挑战，我们高举团结抗疫旗帜，相互提供支持帮助，共同反对将疫情政治化，为维护各国人民生命健康、促进国际抗疫合作作出了“上合贡献”。
– The past 20 years is an embodiment of our commitment to openness, inclusiveness and moral justice. We adopted a cooperation model based on partnership and dialogue, rather than alliance or confrontation. The SCO has grown into a big family comprising eight member states, four observers and six dialogue partners living in harmony. We have maintained close contact with the United Nations and other international and regional organizations. We have firmly upheld multilateralism, pursued political settlement of hotspot issues, and formed a strong SCO voice on building a new type of international relations and a community with a shared future for mankind. In tackling the COVID challenge, we have held high the banner of solidarity against the virus, extended support and help to each other, and jointly opposed politicizing the virus. Together, we have made SCO’s contribution to the global endeavor in protecting lives and fighting COVID-19.

中方作为上合组织创始成员国，始终将上合组织作为外交优先方向。近年来，习近平主席同其他成员国领导人一道，擘画上合组织发展蓝图，提出惠及各国民众的重大倡议，赋予“上海精神”新的时代内涵，为上合组织健康稳定发展指明了方向、规划了路径。站在新的历史起点上，上合组织要勇立时代潮头，共担时代责任，为促进世界和平与发展作出更大的贡献。
As a founding member, China always views the SCO as a high priority in its diplomacy. In recent years, President Xi Jinping and leaders of other member states have together envisioned the future development of the SCO, put forward major initiatives that benefit the people of all countries, and brought the definition of the Shanghai Spirit fully up to date. Together, our leaders have charted the future course for the sound and steady development of the SCO. At this new historic starting point, the SCO needs to stand at the forefront and take up the responsibilities of our times, and make greater contribution to world peace and development.
——面向未来，我们要树立“命运共同体”新典范。“上海精神”是上合组织的宝贵财富，在新的国际形势下更具有重要的指导意义，应当坚定地继承和弘扬。要加强治国理政经验交流，坚定支持彼此走符合本国国情的发展道路，支持彼此捍卫主权、安全和发展利益，反对外部势力干涉各国内政，将前途命运牢牢掌握在自己手中。
– Looking ahead to the future, we need to set a shining example of a community with a shared future. The Shanghai Spirit is an invaluable asset of the SCO, and has become all the more important in guiding the SCO under the new international circumstances. We must firmly carry forward the Shanghai Spirit. We need to increase governance experience sharing, staunchly support each other’s efforts to follow development paths suited to national circumstances, support each other in upholding sovereignty, security and development interests, reject external interference in our countries’ domestic affairs, and keep our future firmly in our own hands.
——面向未来，我们要释放合作共赢新动能。谋稳定、促发展是各国人民的共同心声。我们要坚持团结抗疫，共同建设卫生健康共同体。要筑牢地区安全的铜墙铁壁，齐心协力打击“三股势力”，有效应对数据安全、生物安全等新威胁新挑战。要不断提升贸易投资自由化便利化水平，加快推进“一带一路”倡议同各国发展战略和区域合作倡议相对接，着力开展数字经济、人工智能等高科技领域合作，持续深化医药医学合作，让更多的合作成果惠及各国人民。
– Looking ahead to the future, we need to unlock new driving force for cooperation and mutual benefits. Stability and development are our peoples’ common pursuit. We must remain united in fighting COVID-19 and building a community of health for all. We need to build a strong shield for regional security, unite our efforts in fighting terrorism, separatism and extremism, and effectively respond to new threats and challenges concerning data security, biological security and other issues. We need to improve trade and investment liberalization and facilitation. We need to create synergy between the Belt and Road Initiative, member states’ development strategies and regional cooperation initiatives at a faster pace. We need to cooperate more closely in high-tech areas including digital economy and artificial intelligence, deepen cooperation on drugs and medicine and let our peoples benefit more from our cooperation results.
——面向未来，我们要谱写文明互鉴的新篇章。上合组织国家拥有深厚的历史文化底蕴。我们要增强文化自信，倡导不同文明对话交流、和谐共生。要深耕厚植睦邻友好的土壤，加强青年、妇女、智库、媒体等各界的交往合作，支持民间友好机构发挥更大作用，拉近各国民众心灵的纽带，让世代友好薪火相传。
– Looking ahead to the future, we need to write a new chapter of mutual learning between civilizations. SCO members all have rich and profound histories and cultures. We must be confident in our cultures and promote dialogue, exchanges and harmonious coexistence among different civilizations. We need to cement the basis of our good-neighborliness and friendship by increasing exchanges and cooperation between youths, women, think tanks and media. We need to support a bigger role of organizations dedicated to people-to-people friendship. These efforts will bring people of different countries closer and nurture friendship among future generations.
——面向未来，我们要扛起全球治理新担当。推动全球治理体系朝着更加公正合理的方向发展，上合组织对此义不容辞。我们要捍卫联合国宪章宗旨和原则，弘扬真正的多边主义，秉持和平、发展、公平、正义、民主、自由的全人类共同价值，坚持共商共建共享，构建持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的新世界。
– Looking ahead to the future, we need to step up to new responsibilities in global governance. The SCO has an important part to play in making the global governance system fairer and more equitable. We need to uphold the purposes and principles of the UN Charter, advocate true multilateralism, and promote the common values of humanity for peace, development, equity, justice, democracy and freedom. We need to follow the principle of extensive consultation, joint contribution and shared benefits. Our aim is to build a new world – an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.

The SCO embodies our collective wisdom and common practice. Let us join hands and redouble our efforts for achieving new milestones in the development of the Organization, for building an even closer community with a shared future of the SCO, and for making new and greater achievements of the SCO.
