我代表中国人民政治协商会议第十三届全国委员会常务委员会，向大会报告过去五年工作，提出今后工作建议，请予审议。
On behalf of the Standing Committee of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), I present to you this report on the CPPCC’s work over the past five years and make suggestions for its future work for your deliberation.
一、过去五年工作的回顾
I. Review of Our Work over the Past Five Years
中共十九大以来的五年，是极不平凡的五年。以习近平同志为核心的中共中央统筹中华民族伟大复兴战略全局和世界百年未有之大变局，团结带领全党全军全国各族人民有效应对严峻复杂的国际形势和各种风险挑战，如期全面建成小康社会，胜利实现第一个百年奋斗目标，党和国家事业取得举世瞩目的重大成就，实现中华民族伟大复兴进入不可逆转的历史进程。
The five years since the 19th National Congress of the Communist Party of China (CPC) have been truly extraordinary. Pursuing a strategy of national rejuvenation amid global changes on a scale unseen in a century, the CPC Central Committee with Comrade Xi Jinping at its core has brought together the whole Party, the armed forces, and the Chinese people of all ethnic groups and led us in effectively responding to grave and intricate international developments and many risks and challenges to finish building a moderately prosperous society in all respects on schedule, thus completing the First Centenary Goal. With these remarkable achievements in the cause of the CPC and the country, the rejuvenation of the Chinese nation has become an irreversible historical trend.
五年来，以习近平同志为核心的中共中央全面加强对人民政协工作的领导，首次召开中央政协工作会议，制定《中共中央关于新时代加强和改进人民政协工作的意见》，为人民政协事业发展提供根本政治保证。政协全国委员会及其常务委员会坚持以习近平新时代中国特色社会主义思想为指导，深入学习贯彻中共十九大和二十大精神，准确把握政协性质定位，紧紧围绕中心服务大局，务实有效深化专门协商机构建设，凝心聚力共襄民族复兴历史伟业，与时俱进推进人民政协实践创新、理论创新、制度创新，人民政协事业展现新气象新面貌，为党和国家事业发展作出新贡献。
Over the past five years, the CPC Central Committee with Comrade Xi Jinping at its core has strengthened overall leadership over the work of the CPPCC. It convened the very first Central Conference on CPPCC Work and formulated the Guidelines on Strengthening and Improving the Work of the CPPCC in the New Era, thus providing a fundamental political guarantee for the development of the cause of the CPPCC.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the CPPCC National Committee and the National Committee’s Standing Committee have studied and implemented the guiding principles of the 19th and 20th CPC national congresses, stayed true to the nature and position of the CPPCC, focused on the central tasks of the CPC and the state, and served the overall interests of the country.
We have strengthened the role of the CPPCC as a specialized consultative institution in a pragmatic and effective manner, pooled wisdom and strength to contribute to the historic mission of national rejuvenation, and updated CPPCC practices, theories, and institutions in step with the times. We have scored new achievements and broken new ground in advancing the cause of the CPPCC and made new contributions to the cause of the CPC and the country.
2022年是党和国家发展史上极为重要的一年。常委会坚持把迎接中共二十大、学习宣传贯彻中共二十大精神作为贯穿全年的重大政治任务，认真做好思想引导、汇聚力量、议政建言、服务大局各项工作，围绕中共十八大以来党和国家事业取得的历史性成就、发生的历史性变革精心组织“奋进新时代，百名委员说”等活动，围绕落实“十四五”规划重点任务举办重要协商活动17次，组织视察考察调研75项，召开重点关切问题情况通报会11场，举办重大专项工作委员宣讲11场，为保持平稳健康的经济环境、国泰民安的社会环境、风清气正的政治环境作出积极努力。深入学习贯彻中共二十大精神，引导参加人民政协的各党派团体和各族各界人士，自觉把拥护“两个确立”、做到“两个维护”落实到具体行动上、体现到全部工作中。
The year 2022 was an extremely important year in the history of the CPC and the country. Throughout the year, the Standing Committee gave political priority to preparing for the CPC’s 20th National Congress and to studying, publicizing, and implementing its guiding principles. We worked earnestly to provide theoretical guidance, pool strength, engage in deliberations, offer suggestions, and serve the overall interests of the country.
To highlight the historic achievements and changes in the cause of the CPC and the country since the 18th CPC National Congress, we organized a number of special events, including “The New Era in the Eyes of 100 National Committee Members.” To help ensure the implementation of the major tasks under the 14th Five-Year Plan, we held 17 major consultation sessions, organized 75 inspections, field visits, and research tours, gave 11 briefings on major issues of public concern, and hosted 11 National Committee member awareness-raising lectures for special tasks of major significance. These efforts saw us making positive contributions toward a stable and sound economy, a thriving nation, a harmonious society, and a political environment of honesty and integrity.
We thoroughly studied and implemented the guiding principles of the 20th CPC National Congress. Under our guidance, political parties, people’s organizations, and public figures from all ethnic groups and sectors of society in the CPPCC took concrete actions in every facet of their work to support the establishment of both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to uphold both Comrade Xi Jinping’s core position and the Central Committee’s authority and its centralized, unified leadership.
五年来，主要做了以下工作：
Over the past five years, we carried out the following major tasks:
（一）深入学习贯彻习近平新时代中国特色社会主义思想，落实中国共产党对政协工作的全面领导。深刻把握政协是中国共产党领导的多党合作和政治协商重要机构的政治属性，以学习党的创新理论强基固本加强思想政治引领，以加强政协党的建设开局起步并贯穿工作始终。完善以政协党组理论学习中心组学习为引领的学习制度体系，成立11个习近平新时代中国特色社会主义思想学习座谈小组、开展学习研讨179次，深入开展“不忘初心、牢记使命”主题教育、以中共党史为重点的“四史”教育等，结合实际学习统一战线史和人民政协史，引导广大政协委员不断增进对中国共产党和中国特色社会主义的政治认同、思想认同、理论认同、情感认同，夯实共同思想政治基础。集中开展习近平总书记关于加强和改进人民政协工作的重要思想专题学习研讨活动，持续深入学习贯彻中央政协工作会议精神，并在去年开展了贯彻落实进展情况“回头看”，持续深化对政协工作的规律性认识。认真贯彻《关于加强新时代人民政协党的建设工作的若干意见》，首次召开政协党的建设工作座谈会，制定完善落实党对人民政协工作全面领导的制度、中共中央重大决策部署和习近平总书记重要指示批示贯彻落实的督查机制等，建立每年一次的中共党员常委会议制度、专门委员会分党组向全国政协党组报告工作制度，完善专门委员会分党组工作规则，建立党员常委履职点评制度，实现政协党的组织对党员委员全覆盖、政协党的工作对政协委员全覆盖等，落实中央八项规定及其实施细则精神，形成以党建强政治、带队伍、促履职、增团结的良好局面。
- Thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and upholding the CPC’s overall leadership over the CPPCC’s work
Based on a keen understanding of the political nature of the CPPCC as an important institution for CPC-led multiparty cooperation and political consultation, we reinforced theoretical and political guidance through study of the CPC’s new theories. We got our work off to a good start by strengthening Party building in the CPPCC and made this a consistent priority throughout our work.
We improved the system whereby the leading Party members’ group holds regular study sessions and leads by example in theoretical study. We established 11 study groups on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and convened a total of 179 study sessions. We carried out an initiative to raise awareness of the need to stay true to the Party’s founding mission and studied the history of the CPC in particular, along with the history of the People’s Republic of China, reform and opening up, and socialism. Through studying of the history of the united front and the CPPCC, our members acquired a stronger sense of identity with the CPC and with socialism with Chinese characteristics politically, intellectually, theoretically, and emotionally, and our shared theoretical and political foundation has been further consolidated.
We conducted study campaigns for General Secretary Xi Jinping’s important ideas on strengthening and improving CPPCC work. We thoroughly studied and implemented the guidelines set at the Central Conference on CPPCC Work and conducted a follow-up review of our progress last year, which helped further deepen our understanding of the laws underlying CPPCC work.
We earnestly implemented the Guidelines on Strengthening Party Building in the CPPCC for the New Era and held a forum, the first of its kind, on strengthening Party organizations in the CPPCC. We continued to improve the system through which the CPC exercises overall leadership over CPPCC work and refined the mechanisms for inspecting efforts to implement the CPC Central Committee’s major decisions and plans and act on General Secretary Xi Jinping’s important instructions and comments.
We established the system of annual conferences for CPC members on the Standing Committee and the system for the CPC branch groups of special committees to report to the leading Party members’ group of the National Committee. Rules for the CPC branch groups of special committees were updated. The system of commenting on the performance of CPC members on the Standing Committee was introduced. With these steps, we have ensured that Party organizations cover all CPC members on the National Committee and the CPC’s work covers all National Committee members.
We implemented the central Party leadership’s eight-point decision on improving conduct along with detailed rules for its implementation. Thanks to our efforts in Party building, we have fostered a favorable environment for increasing political awareness, nurturing a strong team, facilitating the performance of duties, and strengthening unity.
（二）聚焦党和国家中心任务履职尽责，为实现“两个一百年”奋斗目标贡献智慧和力量。坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，聚焦推动高质量发展调研议政。协商议题既有构建新发展格局、发展实体经济、促进重大原始创新、新能源汽车产业健康发展、保障国家粮食安全、推进污染防治攻坚战、建设更高水平的平安中国、办好人民满意的教育、大运河文化带建设、推进境外经贸合作区建设等事关经济社会发展的重大问题，也有应对人口老龄化、农村基本公共文化服务、外卖食品安全监管、法律法规制定修订等涉及人民群众切身利益的实际问题，做到科学选题、深入调研、精准建言。紧紧围绕“十四五”规划制定和实施献计出力，规划编制过程中组织开展常委会会议、视频调研会、形势分析会等35次议政活动，中共十九届五中全会后及时召开常委会会议专题学习“十四五”规划建议，围绕贯彻落实继续提出意见和建议。瞄准决战决胜脱贫攻坚建言献策，围绕巩固拓展脱贫攻坚成果同乡村振兴有效衔接、促进乡村医疗卫生健康等，持续开展视察调研71次。紧扣统筹疫情防控和经济社会发展认真履职尽责，围绕完善重大疫情防控机制、健全公共卫生服务体系和应急管理体系等，依托委员履职平台开展全体委员参加的专项问卷调查，发挥协商座谈、提案办理、反映社情民意信息等作用，报送情况反映、意见建议3500多条，为中共中央科学决策和推进决策落实提供参考。
- Fulfilling duties and responsibilities with a focus on the central tasks of the CPC and the country and contributing wisdom and strength to achieving the Two Centenary Goals
We continued to follow the fundamental principle of pursuing progress while ensuring stability, fully and faithfully applied the new development philosophy on all fronts, and carried out research and deliberations with a focus on promoting high-quality development.
Topics under consultation included major economic and social issues such as fostering a new pattern of development, developing the real economy, supporting major and original innovations, promoting sound development of the new energy vehicle industry, safeguarding national food security, curbing pollution, advancing the Peaceful China Initiative to a higher level, developing education that meets the people’s expectations, developing the Grand Canal cultural belt, and promoting the development of overseas economic and trade cooperation zones. They also pertained to practical issues of immediate concern to the people such as responding to population aging, improving basic public cultural services in rural areas, supervising the safety of delivery food, and formulating and revising laws and regulations. These topics were selected in a well-conceived way and our suggestions and proposals were based on extensive research and thus well targeted.
We provided advice and suggestions on the formulation and implementation of the 14th Five-Year Plan. During the formulation process, we organized 35 deliberations in the form of Standing Committee meetings, videoconferences, and meetings to assess developments. After the Fifth Plenary Session of the 19th CPC Central Committee, we convened Standing Committee meetings in a timely manner to study the recommendations for the 14th Five-Year Plan and continued to offer comments and suggestions on its implementation.
We also offered advice on how to secure a decisive victory in the battle against poverty. We organized 71 inspections and research tours, all focused on consolidating and building on the achievements in poverty alleviation so as to promote rural revitalization, and on improving medical and healthcare services in rural areas.
We carried out duties with regard to coordinating Covid-19 response with economic and social development. Through our work platform, we conducted surveys among all National Committee members in the form of questionnaires to seek their views on how to improve the mechanisms for responding to major epidemics, the public health services system, and the emergency response system. We also gave full play to the role of consultative seminars as well as channels for handling proposals and reporting on social conditions and public sentiment. On this basis, we submitted over 3,500 reports, opinions, and suggestions for the consideration of the CPC Central Committee when making decisions and advancing their implementation.
（三）提升政协协商质量，更好发挥人民政协作为专门协商机构作用。着力在丰富协商形式、优化协商程序、提高协商能力上下功夫，完善以全体会议为龙头、专题议政性常委会会议和专题协商会为重点、各类协商座谈会为常态的协商议政格局。五年来举办重要政治协商活动105场，经常性开展提案办理协商、界别协商、对口协商等，充分发挥人民政协在国家治理体系中的作用。拓展协商深度，创设专家协商会，建立参政议政人才库，组织跨界别跨领域专家委员围绕共同富裕、基础教育、农业农村现代化等开展小范围多轮次协商74场。以协商效果为导向，深入推进委员自主调研，探索开展协商议政质量评价，完善协商成果报送反馈和转化运用机制。把握协商式监督定位，将重点监督性议题纳入年度协商计划，报经中共中央批准，聚焦“十四五”规划实施开展专题民主监督，紧扣退役军人保障政策、黑土地保护等10个议题接续跟踪监督，助推党和国家决策部署落实。健全完善专门协商机构工作制度机制，制定修订全国政协协商工作规则、加强和促进人民政协凝聚共识工作的意见、强化委员责任担当的意见等制度文件，构建起以宪法和政策文件为依据、以政协章程为基础、以协商制度为主干的制度体系，推动履职工作衔接更紧密、运行更顺畅、成效更明显。注重协商文化建设，积极营造既畅所欲言、各抒己见，又理性有度、合法依章的良好协商氛围。贯彻落实加强和改进新时代市县政协工作的意见，推动市县政协履职工作更好服务基层治理。
- Improving the quality of consultation to better fulfill the CPPCC’s role as a specialized consultative institution
We worked continuously to diversify the forms of consultation, improve consultation procedures, and increase our capacity for consultation. We put in place an improved structure of consultation and deliberation in which plenary sessions of the National Committee play the leading role, subject-specific meetings of the Standing Committee and special consultative meetings play an important part, and consultative seminars are part of regular procedures.
Over the past five years, we hosted 105 major consultation sessions and regularly held consultations on the handling of proposals, sector-specific consultations, and consultations with relevant Party and government departments. These consultations made it possible for the CPPCC to fully play its role in the national governance system.
We reached greater depth in political consultation, initiated consultative forums for experts, and built a talent pool for participating in and deliberating on state affairs. We brought together experts from different social sectors and academic disciplines to hold 74 multi-round, closed-door consultative forums on the topics of common prosperity, basic education, and modernization of agriculture and rural areas.
To make consultations more effective, we encouraged members to conduct their own research, introduced quality assessments for consultation and deliberation, and improved the mechanisms through which consultation outcomes are communicated to relevant Party and government departments for feedback and then put into practice.
With a proper understanding of the nature of consultative oversight, we incorporated key oversight-related topics into our annual consultation plan.
With the approval of the CPC Central Committee, we conducted democratic oversight of the implementation of the 14th Five-Year Plan. We conducted follow-up oversight for 10 topics, including support policies for ex-service personnel and chernozem soil protection, to ensure effective implementation of the major decisions and plans of the Party and the country.
We improved our working systems and mechanisms as a specialized consultative institution. We formulated and revised documents such as the rules on the consultation work of the CPPCC National Committee, the guidelines on strengthening and improving work related to building consensus, and the guidelines on fostering a stronger sense of responsibility among members. A framework of systems that are aligned with the Constitution and policy documents, based on the CPPCC Charter, and supported by institutions and rules on consultation has thus been established. This has enabled the CPPCC to perform its functions in a better-coordinated, smoother, and more effective way.
We attached strong importance to fostering a culture of consultation and worked actively to create a favorable atmosphere for consultation so as to see opinions are freely and openly expressed in a rational and legitimate way. The guidelines on strengthening and improving the work of municipal- and county-level CPPCC committees were put into effect to allow these committees to better contribute to primary-level governance.
（四）广泛开展凝聚共识工作，为党领导人民治国理政厚植政治基础、社会基础。深刻把握新时代政协工作任务要求和特点规律，着力把凝聚共识工作做深做实，找到最大公约数，画出最大同心圆。紧扣重要时间节点加强思想政治工作，围绕庆祝新中国成立70周年、中国共产党百年华诞等重大活动，通过面向党员委员的专题党课、倡议书等，带动全体委员团结奋进。拓展凝聚共识工作渠道，全国政协党组建立党组成员及专门委员会分党组领导同党外委员谈心谈话制度，邀请委员谈话3994人次，以心交心、凝聚人心；围绕“学习百年党史增进‘四个认同’”等主题组织覆盖34个界别的专题视察，制作播出赓续共产党人精神血脉、讲好多党合作故事等委员讲堂46期，组织学习贯彻《中国共产党统一战线工作条例》等重大专项工作委员宣讲68场，实现委员自我教育、协商交流和引领界别群众相促进。创新开展委员读书活动，建成委员读书智能平台、全国政协书院等线上线下学习载体，先后开设中共党史、学习贯彻习近平生态文明思想、中华文明溯源等147个主题读书群，委员参与率达98%，产生读书交流与协商议政相结合、提升本领与凝聚共识相统一的综合效应。鼓励委员深入界别群众宣传政策、解疑释惑、凝心聚力，当好党的政策宣传员、界别群众贴心人。
- Building broad consensus to lay a solid political and social foundation for the CPC to lead the people in exercising national governance
With a keen understanding of the requirements and characteristics of CPPCC work in the new era, we took solid measures to expand common ground and achieve the greatest possible convergence of interests.
We used momentous occasions and major events as opportunities to strengthen theoretical and political work. For example, as we celebrated the 70th anniversary of the founding of the People’s Republic of China and the centenary of the CPC, we organized special Party lectures for CPC members on the CPPCC National Committee and issued public letters to encourage all members to forge ahead in greater unity and solidarity.
We expanded the channels for building consensus. The National Committee’s leading Party members’ group introduced an open discussion system through which group members and leading members of the CPC branch groups of special committees exchanged views with National Committee members who are not in the CPC. These discussions registered a cumulative attendance of 3,994. Such sincere and open talks helped generate greater support from non-CPC members.
Covering such topics as “Studying the 100-year history of the CPC to increase identification with the motherland, the Chinese nation, Chinese culture, and socialism with Chinese characteristics,” we organized inspection tours involving members from 34 different sectors, produced and broadcast 46 committee-member lecture programs on the themes of carrying forward the spirit of Chinese Communists and telling the story of multi-party cooperation well, and hosted 68 National Committee member awareness-raising lectures for special tasks of major significance such as studying and implementing the Regulations on the United Front Work of the CPC. Through these efforts, we promoted self-teaching, consultation, and discussion among National Committee members, which enabled them to give better guidance to different social sectors.
We initiated an innovative reading program for National Committee members and launched online and offline study platforms such as the smart reading platform and the CPPCC National Committee Academy. We established a total of 147 reading groups on different subject matters such as the history of the CPC, the understanding and implementation of Xi Jinping’s thinking on ecological conservation, and the Chinese civilization and its origins. The program registered a participation rate of 98 percent among National Committee members. Through such program and platforms, we combined reading and discussion with consultation and deliberation and fulfilled the twin goals of enhancing the ability of members and building consensus. We encouraged members to reach out to people in their respective sectors to communicate policies, answer questions, and pool strength and to serve as the promoters of the Party’s policies and the go-to people for those they represent.
（五）充分发挥作为最广泛的爱国统一战线组织作用，汇聚海内外中华儿女共同致力民族复兴的强大力量。适应新时代统一战线形势任务，坚持大团结大联合，落实中央统战工作会议精神，促进政党关系、民族关系、宗教关系、阶层关系、海内外同胞关系和谐。举办辛亥革命110周年纪念大会，广泛汇聚推进祖国完全统一、同心共圆中国梦的信心力量。建立各党派参加政协工作共同性事务的情况交流机制，各民主党派以本党派名义提交提案1675件、大会发言502篇，与专门委员会共同举办各类协商活动40次，支持无党派人士界委员在政协履职。邀请党外知识分子、非公有制经济人士、新的社会阶层人士等参加政协相关活动。围绕铸牢中华民族共同体意识、坚持我国宗教中国化方向等深入视察调研，开展少数民族界和宗教界委员专题学习考察、界别主题协商。围绕提升爱国爱港爱澳力量能力建设、推进粤港澳大湾区建设等务实建言，鼓励港区委员就推动香港国安法制定实施、支持全国人大完善香港特别行政区选举制度等持续发声、主动作为。参与举办纪念台湾光复75周年主题展和海峡论坛·两岸基层治理论坛等，加强与台湾岛内有关党派团体、人士联系。邀请海外侨胞代表列席政协全体会议，围绕海外侨胞参与“一带一路”建设等开展协商。
- Giving full play to the role of the CPPCC as the most inclusive organization in the patriotic united front and forging a powerful rallying force for all the sons and daughters of the Chinese nation at home and abroad to work together in advancing national rejuvenation
In light of the situations and tasks facing united front work in the new era, we remained committed to forging great unity and solidarity, implemented the guiding principles set forth at the Central Conference on United Front Work, and promoted harmony in relations between political parties, between ethnic groups, between religions, between social strata, and between compatriots at home and abroad.
We held a meeting marking the 110th anniversary of the Revolution of 1911 to pool confidence and strength for promoting China’s complete reunification and for working with one heart and one mind to realize the Chinese Dream.
A mechanism was put in place to facilitate exchanges on the participation of all political parties in the general affairs of CPPCC work. The democratic parties submitted a total of 1,675 proposals and delivered 502 speeches in their respective names and conducted 40 consultation sessions in conjunction with special committees. We also provided assistance to National Committee members without party affiliation in performing their duties. We invited intellectuals who are not CPC members and people from the non-public sector and new social groups to participate in the National Committee’s activities.
We carried out in-depth inspections and research with a focus on forging a strong sense of community for the Chinese nation and applying the principle that religions in China must be Chinese in orientation and held study sessions, inspection tours, and group consultations for National Committee members from ethnic minorities and religious groups.
We offered practical suggestions for inspiring more people in Hong Kong and Macao to love both the country and their own regions and for developing the Guangdong-Hong Kong-Macao Greater Bay Area. We also encouraged National Committee members from Hong Kong to voice their support for the enactment and enforcement of the Law on Safeguarding National Security in the Hong Kong Special Administrative Region (HKSAR) and for the efforts of the National People’s Congress to improve the electoral system of the HKSAR, and supported them in playing a proactive role in this regard.
We co-hosted an exhibition to mark the 75th anniversary of the recovery of Taiwan after Japanese occupation as well as Strait forums on community-level governance to strengthen ties with relevant political parties, groups, and public figures in Taiwan.
We invited representatives of Chinese nationals overseas to attend plenary sessions of the National Committee in a nonvoting capacity and conducted consultations on the participation of overseas Chinese in the Belt and Road Initiative.
按照国家外交工作总体部署，加强同各国人民、政治组织、媒体智库等友好往来，广泛宣介习近平新时代中国特色社会主义思想，宣传中国共产党治国理政成就、全过程人民民主、人民政协制度等，增进国际社会对中国发展道路、发展模式、治国理念的理解和认同。创新拓展对外交往平台、渠道和领域，设立中非友好小组，创办外国驻华使节、留学生等“进政协”系列活动，举办社会主义国家统一战线组织专题研讨会等，支持中国经济社会理事会、中国宗教界和平委员会加强国际交流。发扬斗争精神，针对美欧炮制涉台涉港涉疆法案和佩洛西窜台等发表严正声明，坚定捍卫国家主权、安全、发展利益。
In line with China’s overall diplomatic agenda, we strengthened friendly exchanges with people, political organizations, media, and think tanks in other countries. We shared information with them about Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and helped them learn more about the CPC’s achievements in governance, whole-process people’s democracy, and the CPPCC system. These efforts helped boost the international community’s understanding and recognition of China’s path and model of development as well as our philosophy of governance.
We improved and expanded our platforms, channels, and areas for external exchanges. We established the Sino-African friendship group, hosted a series of “Experience CPPCC” events for foreign diplomatic envoys and international students in China, and held a symposium on united front organizations in socialist countries. We provided support for the China Economic and Social Council and the China Committee on Religion and Peace to increase international exchanges.
Carrying forward our fighting spirit, we issued stern statements in response to the concoction of bills related to Taiwan, Hong Kong, and Xinjiang in the US and Europe and to former US House Speaker Nancy Pelosi’s provocative visit to the Taiwan region of China, resolutely defending our country’s sovereignty, security, and development interests.
（六）推进工作创新，提升履职水平和实效。坚持弘扬传统和勇于创新相结合，以经常性工作的加强带动整体履职水平提升。高度重视运用网络信息技术赋能政协履职，开展网络议政、远程协商、视频调研，创建委员履职平台，先后开设主题议政群144个、发言9.1万余人次，网上提案提交率92.2%，拓展了委员参与、提升了履职效率。着力提高提案质量和提案办理质量，完善提案办理协商、重点提案督办制度，评选表彰人民政协70年100件有影响力重要提案，五年来共收到提案29323件，立案23818件，办复率99.8%。畅通反映社情民意、服务党政决策、联系界别群众的渠道，编报各类信息9000余期。召开全国政协文史工作座谈会，制定加强和改进新时代文史资料工作的意见，编纂出版政协文史“亲历、亲见、亲闻”文库等。制定实施加强和改进人民政协理论研究工作的意见，支持中国人民政协理论研究会围绕政协工作重大理论和实践问题深化研究。召开地方政协工作经验交流会，加强对地方政协工作指导。召开全国政协宣传思想工作座谈会，加强政协相关意识形态阵地建设和管理。
- Promoting innovation in our work to better perform our duties and improve our effectiveness
We continued to carry forward fine traditions while breaking new ground and raised our overall level of performance by improving our regular work.
We attached great importance to harnessing the internet and information technology to carry out our duties. We held online deliberations and teleconsultations and conducted video-based research. A mobile working platform was established, on which 144 consultative groups were set up and over 91,000 messages were posted by our members. In total, 92.2 percent of proposals were submitted online. This has paved the way for more extensive participation among members and greater efficiency in the performance of duties.
We intensified efforts to improve the quality of proposals and the way they were processed, updated the system for consultation on the processing of proposals as well as for oversight of the processing of key proposals, and selected for commendation 100 of the most impactful proposals over the past 70 years of the CPPCC. In the past five years, a total of 29,323 proposals were submitted, 23,818 of which were accepted and filed, with 99.8 percent of accepted proposals receiving a formal response or reply.
We made sure the channels for communicating social conditions and public sentiment remained open and unimpeded and served as a support to Party and government departments in their decision-making and a link facilitating contact between them and people from various sectors. More than 9,000 related bulletins were compiled and submitted to the central leadership.
We held a forum of the National Committee on work related to literature and materials of historical value, formulated guidelines on strengthening and improving this work in the new era, and compiled and published CPPCC collections of eyewitness accounts.
We formulated and implemented guidelines on strengthening and improving studies on CPPCC-related theories and provided support to the China CPPCC Theory Research Association in its in-depth studies on major theoretical and practical issues relating to CPPCC work.
We organized meetings for local CPPCC committees to share work experience, as a step to provide better guidance for their work. We hosted a forum of the National Committee on communication and theoretical work to consolidate our ideological positions and improve management on this front.
（七）加强自身建设，不断夯实工作基础。适应新时代人民政协事业发展新要求，着力强化政协委员主体作用、专门委员会基础作用、机关服务保障作用，并有机统一于专门协商机构建设之中。着眼增强政治能力、强化责任担当、提升履职水平，分层分类举办委员学习研讨班，组织委员参加各种形势报告会、辅导讲座，编写适应新时代委员队伍建设要求的教材；建立主席会议成员到地方视察考察调研时走访看望住当地全国政协委员机制，分批次邀请委员716人次列席常委会会议；探索建立委员履职评价体系，完善委员履职档案、履职情况统计、常委提交履职报告等制度，设立全国政协委员优秀履职奖，先后3次表彰获奖委员60人、提名奖28人，委员队伍面貌焕然一新。召开全国政协专门委员会工作会议，制定修订专门委员会通则等制度文件，落实协商议政质量评价体系和工作办法，推动专门委员会更好成为政协履行职能的重要载体、联系服务委员的桥梁纽带。切实加强模范机关建设，着力提升服务保障能力，落实疫情防控和改进会风文风要求，创新组织方式，政协全体会议、常委会会议等更加紧凑高效，支持派驻政协机关纪检监察组履行监督责任，机关干部展现出好作风、新风貌。
- Strengthening self-improvement to consolidate the foundation for our work
Adapting to the new requirements for the CPPCC in the new era, we worked to reinforce the principal role of CPPCC members, the fundamental role of special committees, and the service provision role of National Committee offices, and seamlessly integrated each of these roles with the functions of the CPPCC as a specialized consultative institution.
To strengthen our political competence, readiness to shoulder responsibility, and capacity to deliver, we convened workshops of different types and levels for National Committee members, arranged for them to attend situational briefings and tutorial lectures, and produced learning materials geared toward the need to cultivate highly competent members in the new era.
We introduced a mechanism whereby members of the Chairpersons Council are required to meet local National Committee members during their inspections, field visits, and research tours away from the capital. We arranged for 716 National Committee members who are not on the Standing Committee to attend Standing Committee meetings in a nonvoting capacity on a group-by-group basis. We looked into establishing a performance evaluation mechanism for National Committee members. We also updated the systems for keeping records on members’ performance, for collecting statistics on their performance, and for receiving annual performance reports from all Standing Committee members. We established the Outstanding Performance Award for National Committee members, commending 60 recipients and 28 nominees on three occasions for this award. As a result of our efforts in self-improvement, the ranks of National Committee members have taken on a new look.
We convened a conference on the work of special committees of the National Committee, formulated and revised documents like the general rules of special committees of the CPPCC National Committee, and implemented quality assessment systems and measures for consultation and deliberation. These steps have helped make special committees a major facilitator of CPPCC functions and a link for engaging and serving National Committee members.
We endeavored to build the National Committee offices into a model of excellence and strengthen their capacity to provide support and services. We took targeted measures in response to the epidemic, improved our meeting culture and writing style, and adopted an innovative approach to the arrangement of meetings, thus making plenary sessions and Standing Committee meetings of the National Committee more effective and time-efficient.
We provided support to the discipline inspection and supervision team dispatched to National Committee offices in performing its supervisory duties. The staff of the National Committee offices displayed fine conduct and a brand-new image.
各位委员，五年来的工作成绩，是以习近平同志为核心的中共中央坚强领导的结果，是各方面大力支持和人民政协各参加单位、各级政协组织共同奋斗的结果，是广大政协委员认真履职、努力奉献的结果。我代表十三届全国政协常委会表示衷心的感谢！

We owe our achievements over the past five years to the robust leadership of the CPC Central Committee with Comrade Xi Jinping at its core, to the unreserved support of all sectors of society, to the concerted efforts of the participating organizations of the CPPCC and its committees at all levels, and to the commitment of all CPPCC members to earnestly performing duties and to their hard work and dedication. On behalf of the Standing Committee of the 13th CPPCC National Committee, I would like to express our sincere gratitude to you all.
同时也要清醒看到，工作中还有一些需要加强和改进的地方：履行职能制度化、规范化、程序化建设需要进一步深化，深度协商互动、意见充分表达有待进一步加强，政协协商效能和水平还需进一步提升，凝聚共识、民主监督、联系界别群众的制度机制等需要进一步完善，等等。建议在今后工作中认真研究改进。
At the same time, we must be soberly aware that there is still room for improvement in the CPPCC’s work. We need to improve institutions, standards, and procedures so that National Committee members can better perform duties and functions. We need to conduct consultations and communications in greater depth and ensure opinions are fully expressed. We must also raise the efficacy of consultations and improve our systems and mechanisms for building consensus, exercising democratic oversight, and engaging with people from various sectors. Solid steps should be taken to address these issues in future work.
