Dear colleagues,
今天的会议聚焦二十国集团合作，相信在南非主席国带领下，二十国集团将迈出新步伐，收获新成果。
Our meeting today is about G20 cooperation. I am convinced that under South Africa’s Presidency, G20 cooperation will make new headway and deliver new results.
习近平主席在里约峰会上指出，二十国集团应该做完善全球治理、推动历史进步的力量。站在新的起点上，中方愿同各方一道，落实南非提出的“团结、平等、可持续”主题，开启二十国集团合作新篇章，携手建设一个共同发展的公正世界。
At last year’s summit in Rio de Janeiro, President Xi Jinping called on the G20 to be a force to improve global governance and move history forward. Standing at a new starting point, China is ready to join all sides in embracing the theme of “Solidarity, Equality, Sustainability” proposed by South Africa, ushering in a new chapter of G20 cooperation, and working together for a just world of common development.
第一，我们要以“团结”筑牢二十国集团合作之基。拉马福萨总统说过，团结合作是人类发展的关键，也是二十国集团的初心。我们要坚持求同存异、聚同化异，不搞分裂对立，反对集团对抗。今年是联合国成立80周年，世界贸易组织成立30周年，全球经济治理改革进入关键年份。大国应发挥表率作用，推动全球经济治理体系改革，提升“全球南方”代表性和话语权。我们要合力建设开放型世界经济，共同反对单边主义、保护主义，推动经济全球化朝着更加普惠包容的方向发展。
First, through “Solidarity” we will cement the foundation of G20 cooperation. President Ramaphosa noted that, cooperation has been one of the key markers of human development, which is what the G20 was established for. We should seek common ground, set aside and overcome differences whenever possible, avoid division and discord, and reject bloc confrontation. This year marks the 80th anniversary of the U.N. and the 30th anniversary of the WTO. It is a pivotal year for global economic governance reform. Major countries should play a leading role in advancing reform of the global economic governance system and improving the representation and voice of the Global South. We should jointly build an open world economy, oppose unilateralism and protectionism, and make economic globalization more universally beneficial and inclusive.
第二，我们要以“平等”赋能二十国集团前行之路。平等协商、互利共赢，是二十国集团的鲜明特色，也是完善全球治理的重要路径。二十国集团要坚持共商共建共享，视彼此的发展为机遇而非挑战，把彼此作为伙伴而非对手。当前科技革命加速发展，机遇和风险并存。中方支持南非设立“人工智能”任务组，支持举办非洲人工智能全球峰会，欢迎大家来华出席2025年世界人工智能大会。中方同巴西、南非、非盟共同提出了“开放科学国际合作倡议”，欢迎更多国家和国际组织参与。
Second, through “Equality” we will empower the G20 on the way forward. Equal-footed consultation and mutual benefit is a distinct feature of the G20; it is also an important path for improving global governance. The G20 should be committed to extensive consultation, joint contribution and shared benefits. We should see each other’s development as an opportunity rather than a challenge, and view each other as partners rather than rivals. In today’s world, technological revolution is progressing apace, presenting us with both opportunities and risks. China supports South Africa’s establishment of an Artificial Intelligence (AI) task force and supports the Global AI Summit on Africa. China also welcomes you all to China for the 2025 World Artificial Intelligence Conference. Together with Brazil, South Africa and the African Union, we have jointly launched an Initiative on International Cooperation in Open Science, and we look forward to more countries and international organizations coming aboard.
第三，我们要以“可持续发展”开辟二十国集团新前景。要继续将发展议题置于二十国集团优先位置，把多边主义精神转化为可持续发展的具体行动。习近平主席在里约峰会上提出了中方支持全球发展八项行动，倡导二十国集团做支持可持续发展的行动派、实干家。中方将积极参与南非新设的“包容性增长”、“粮食安全”两个任务组，支持减灾、债务可持续性、公正能源转型、关键矿产等优先领域合作。中方愿同各方探讨降低发展中国家融资成本，积极参与“资金成本委员会”工作，按照“共同行动、公平负担”原则，帮助发展中国家减轻债务负担。
Third, through “Sustainability” we will open up new prospects for the G20. Development should stay at the top of G20’s agenda, and we should translate the spirit of multilateralism into concrete actions of sustainability. At the G20 Rio Summit, President Xi outlined China’s eight actions for global development and called for the G20 to be a doer and go-getter working for the cause of global development. China will take an active part in the two newly-established task forces on “Inclusive Economic Growth” and “Food Security” set up by South Africa, and support cooperation in priority areas such as disaster relief, debt sustainability, fair energy transition and key minerals. China is ready to discuss with all parties how to lower the financing costs for developing countries, actively participate in the work of Cost of Capital Commission, and help developing countries reduce their debt burden under the principle of “joint action and fair-burden sharing.”

非洲正在经历新的觉醒。二十国集团要以南非担任主席国为契机，动员更多发展资源，支持全球发展行动协同增效，同非洲开展工业化、基础设施、绿色矿产等领域合作，加快走上现代化之路。
Africa is experiencing a new awakening. The G20 should make the most of South Africa’s Presidency, mobilize more development resources, promote synergy in global development actions, and partner with Africa in industrialization, infrastructure, green minerals and other areas, to accelerate the continent’s advancement toward modernization.
2016年中方举办杭州峰会期间，通过了《二十国集团支持非洲和最不发达国家工业化倡议》。当前，我们正在同非洲伙伴一道，全方位推进现代化“十大伙伴行动”。中方愿同各方一道，继续以二十国集团合作赋能非洲发展，实现共同繁荣进步！
Under China’s G20 Presidency in 2016, the G20 adopted the Initiative on Supporting Industrialization in Africa and Least Developed Countries. Right now, China is working with African partners to comprehensively advance ten partnership actions for modernization. In sum, China is ready to work with all parties to empower Africa’s development through G20 cooperation to achieve common prosperity and progress.
