At present, the international political and economic situation is intricate and complicated. Global challenges like terrorism, refugee and climate change emerged one after another. Britain has voted to leave the European Union. There have been voices questioning or even opposing economic globalization in the developed economies in Europe and America. Isolationism and trade protectionism are obviously increasing all over the world. 在此背景下，1月17日，世界经济论坛2017年年会在瑞士达沃斯召开，主题是“领导力：应势而为、勇于担当”。中国国家主席习近平应邀出席年会开幕式并发表了题为《共担时代责任，共促全球发展》的主旨演讲，这是中国最高领导人首次出席年会。习主席还出席了18日在日内瓦举行的“共商共筑人类命运共同体”高级别会议并发表《共同构建人类命运共同体》重要演讲。习主席围绕经济全球化、全球治理和人类未来阐述了中国理念和主张。
Against this background, the World Economic Forum Annual Meeting 2017 was held in Davos of Switzerland on January 17 under the theme “Responsive and Responsible Leadership”. Chinese President Xi Jinping attended the meeting upon invitation and made a keynote speech “Jointly Shoulder Responsibilities of Our Times, Promote Global Growth”. This is the first time that China’s top leader attended the annual meeting. President Xi also attended the high-level meeting of “Jointly Building a Community of Shared Future for Mankind Through Consultation” held in Geneva on January 18 and gave an important speech: “Work Together to Build a Community of Shared Future for Mankind”. In his speeches, Presidents expounded China’s vision and proposals on the economic globalization, international governance and mankind’s future.
——如何看待经济全球化？习主席指出，经济全球化是社会生产力发展的客观要求和科技进步的必然结果，为世界经济增长提供了强劲动力，促进了商品和资本流动、科技和文明进步、各国人民交往。同时也要承认，经济全球化是一把“双刃剑”，在推动世界经济发展的同时，也带来一些消极后果和新挑战，如贫困、失业、收入差距拉大，增长和分配、资本和劳动、效率和公平的矛盾更加突出。但经济全球化是历史大势，大方向是正确的，应该全面看待，要重视经济全球化进程的不足，但不能因噎废食，不能把目前困扰世界的诸如金融危机、难民潮等问题简单地归咎于全球化，更不能搞保护主义。
– How to view economic globalization? President Xi pointed out that economic globalization resulted from growing social productivity and is a natural outcome of scientific and technological progress. It has powered global growth and facilitated movement of goods and capital, advances in science, technology and civilization, and interactions among peoples. Meanwhile, we should recognize that economic globalization is a double-edged sword. While propelling the global economic growth, it also brought some negative outcomes and new challenges like poverty, unemployment and widening income gap and strained the relations between growth and distribution, between capital and labor, and between efficiency and equity. However, economic globalization is the general trend of history and its general direction is right. It should be viewed comprehensively. We should pay attention to its deficiency but not give up eating for fear of choking or simply attribute the problems like financial crisis and refugee to globalization, let alone protectionism.
——如何推进经济全球化？习主席对此给出了中国方案。习主席强调，面对经济全球化带来的机遇和挑战，国际社会应加强协调合作、完善治理，推动建设一个开放、包容、普惠、平衡、共赢的经济全球化，着力解决公平公正问题。要适应和引导好经济全球化，消解其负面影响，使其惠及所有国家和民族。中国主张主动作为、适度管理，实现经济全球化进程再平衡；顺应大势、结合国情，正确选择融入经济全球化的路径和节奏；讲求效率、注重公平，让不同国家、不同阶层、不同人群共享经济全球化的好处。
– How to move forward economic globalization? President Xi gave out China’s solution. He emphasized that in the face of opportunities and challenges brought by economic globalization, the international community should enhance coordination and cooperation, improve governance to make economic globalization open, inclusive, balanced and beneficial to all and ensure justice and equity. We should adapt to and guide economic globalization, cushion its negative impact, and deliver its benefits to all countries and nations. China maintains that we should act pro-actively and manage economic globalization as appropriate to re-balance the process of economic globalization; we should follow the general trend, proceed from our respective national conditions and embark on the right pathway of integrating into economic globalization with the right pace; we should strike a balance between efficiency and equity to ensure that different countries, different social strata and different groups of people all share the benefits of economic globalization.
——如何看中国与经济全球化？中国也曾对经济全球化存有顾虑，但最终做出了融入世界经济的正确战略抉择。改革开放近40年来，中国把握全球化带来的机遇，积极开展对外合作，取得了巨大的经济成就。中国是经济全球化的受益者，但更是贡献者，在全球化进程中，中国经济的快速增长为全球经济稳定和增长发挥了重要作用；改革开放以来，中国累计吸引外资超过1.7万亿美元，累计对外直接投资超过1.2万亿美元。国际金融危机爆发以来，中国经济对世界经济增长的贡献率达到年均30%以上，是推动世界经济复苏的主要引擎。
– How to view the relations between China and economic globalization? There was a time when China also had doubts about economic globalization, but China finally made the right strategic decision to integrate into the global economy. Over nearly 40 years since reform and opening up, having seized the opportunities brought by economic globalization, China has been actively cooperating with other countries and made great achievements in economy. China has not only benefited from economic globalization but also contributed to it. In the process of globalization, the rapid growth of China’s economy has played an important role for the global economic stability and expansion. Since reform and opening up, China has attracted over $1.7 trillion of foreign investment and made over $1.2 trillion of direct outbound investment. In the years following the outbreak of the global financial crisis, China contributed over 30 percent of global growth every year on average and is the main engine of global economic recovery.
——如何开辟人类美好的未来？当前，世界多极化、经济全球化深入发展，各国命运与共、休戚相关，任何国家都不能孤立地实现发展，面对当前全球重大挑战，各国应顺应和平、发展、合作、共赢的时代潮流，以相互尊重主权为基础，坚持对话协商，共建共享、合作共赢、交流互鉴、绿色低碳，推动建设一个持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界，共建人类命运共同体。
– How to open up a beautiful future for mankind? At present, the trend toward multi-polarization and economic globalization is surging. Interconnection and interdependence between countries are crucial for human survival. No country can realize development isolatedly. In the face of major global challenges, all countries should follow the trend toward peace, development and win-win cooperation of times, respect each others’ sovereignty, and stay committed to dialogue and consultation, joint efforts, win-win cooperation, exchanges and mutual learning and low-carbon development to build a world of lasting peace, common security and prosperity which is also open, inclusive, clean and beautiful and jointly build a community of shared future for mankind.
各国当务之急是引领世界经济走出困境，解决当前世界经济面临的增长动能不足、经济治理滞后、发展失衡三大突出矛盾，要打造创新驱动的增长模式、开放共赢的合作模式、公正合理的治理模式、平衡普惠的发展模式。要推动创新发展理念、政策手段、增长方式，坚决反对保护主义，发展全球自由贸易和互联互通，赋予新兴市场国家和发展中国家更多代表性和发言权，促进公平正义。
At present, the most pressing task before all the countries is to steer the global economy out of difficulty and solve three critical issues in the global economic sphere: lack of robust driving forces for global growth, inadequate global economic governance and uneven global development. We should develop a dynamic, innovation-driven growth model, an open and win-win cooperation model, a fair and equitable governance model and a balanced, equitable and inclusive development model. We should pursue new development philosophy, policy instruments and growth models. We must firmly oppose protectionism, develop global free trade and inter-connectivity, give emerging markets and developing countries greater representation and voice, and promote social equity and justice.
——中国将为此发挥哪些作用？作为世界第二大经济体，中国将在创新、协调、绿色、开放、共享的发展理念指引下，不断适应、把握、引领中国经济发展新常态，推动中国经济保持中高速增长，积极营造宽松有序的投资环境，大力建设共同发展的对外开放格局。未来5年，中国将进口8万亿美元的商品、吸收6000亿美元的外来投资，对外投资总额将达到7500亿美元，出境旅游将达到7亿人次。这将为世界各国提供更广阔市场、更充足资本、更丰富产品、更宝贵合作契机。中国欢迎各国人民搭乘中国发展的“快车”，将推进亚太自贸区建设，支持建设好亚洲基础设施投资银行等新型多边金融机构，积极落实“一带一路”倡议，并将于今年5月在北京主办“一带一路”国际合作高峰论坛，共商合作大计，共建合作平台，共享合作成果。中国将坚决维护世界和平，促进共同发展，打造伙伴关系，支持多边主义，中国愿同国际社会一道，共同推进构建人类命运共同体的伟大进程。
– What role will China play? As the second largest economy in the world, guided by the vision of innovative, coordinated, green, open and shared development, China will adapt to and steer the new normal of the economy, achieve medium-high rate of growth and vigorously create an enabling and orderly environment for investment and foster an external environment of opening-up for common development. In the coming five years, China is expected to import $8 trillion of goods, attract $600 billion of foreign investment and make $750 billion of outbound investment. Chinese tourists will make 700 million overseas visits. All this will provide a bigger market, more capital, more products and more business opportunities for other countries. China welcome people of other countries aboard the express train of China’s development. China will advance the building of the Free Trade Area of the Asia Pacific, support the successful operation of the Asian Infrastructure Investment Bank and other new multilateral financial institutions, actively implement the “Belt and Road” initiative. In May this year, China will host the “Belt and Road Forum for International Cooperation” in Beijing to discuss ways to boost cooperation, build cooperation platforms and share cooperation outcomes. China will resolutely uphold world peace, pursue common development, foster partnerships and support multi-lateralism. China stands ready to work with the international community in jointly pushing forward the great process of building a community of shared future for mankind.
汤加是南太地区发展中小岛国，全球化虽然不可避免地对汤经济带来一定冲击，但也为汤加与世界交往带来了更多机遇。汤加是亚太大家庭的重要一员，近年来，中国积极推进“一带一路”建设，与汤加等南太地区国家开展了各领域友好合作，有力地推动了汤加等国经济发展和社会进步。中国愿与汤方一道，共同努力，加强合作，推动中汤相互尊重、共同发展的战略伙伴关系不断取得新进展。
Tonga is a small developing island country in the south pacific. Globalization unavoidably had certain impact on Tonga’s economy, but also created more opportunities for Tonga to interact with the world. Tonga is an important member of the Asia-Pacific family. In recent years, China has been vigorously advancing the Belt and Road and carried out friendly cooperation in various fields with Tonga and other countries in south pacific, which has boosted the social and economic development of these countries. China is ready to make joint efforts with Tonga to strengthen cooperation and constantly move forward the Strategic Partnership of Mutual Respect and Common Development between China and Tonga.
