This plenary session has been a success. We have heard the report on the work of the Political Bureau of the CPC Central Committee, analyzed the situation we face in our efforts to comprehensively govern the Party with strict discipline, deliberated and approved the Code of Conduct for Intraparty Political Life Under New Circumstances and the Regulations of the Communist Party of China on Internal Oversight (hereinafter referred to as the Code and the Regulations respectively), and adopted a resolution on the convening of the 19th National Congress of the CPC, thus accomplishing all items on the agenda.
下面，我代表中央政治局，就贯彻落实全会精神和做好当前工作讲几点意见。
On behalf of the Political Bureau, I would like to make the following points with regard to implementing the guiding principles of this plenary session and accomplishing our current tasks.
一、坚定不移推进全面从严治党
I. Remaining committed to comprehensively governing the Party with strict discipline
落实好全会精神，必须更加深入地认识和把握全面从严治党。党的十八大之后，党中央全面分析党和国家工作面临的新形势新任务，综合分析党内、国家、社会以及国际环境中出现的新情况新问题，得出了一个重要结论，就是要进行好具有许多新的历史特点的伟大斗争、有效应对各种风险和挑战，实现“两个一百年”奋斗目标、实现中华民族伟大复兴的中国梦，必须把我们党建设好、建设强。如果党内信念涣散、组织涣散、纪律涣散、作风涣散，那就无法有效应对党面临的执政考验、改革开放考验、市场经济考验、外部环境考验，也无法克服精神懈怠危险、能力不足危险、脱离群众危险、消极腐败危险，最终不仅不能实现我们的奋斗目标，而且可能严重脱离人民群众，上演霸王别姬的悲剧。这就是党中央反复强调“打铁还需自身硬”的根本原因。
To implement the guiding principles of this plenary session, we must gain a deeper understanding of what is entailed in comprehensively governing the Party with strict discipline. After the 18th National Congress of the CPC in 2012, the Central Committee conducted a comprehensive analysis of the new conditions and new tasks facing the Party and country, as well as new situations and problems that our Party, country, society, and the international community had encountered. On this basis, it came to an important conclusion that a strong, well-developed Party would be essential if we were to succeed in our great struggle with many new historical features, effectively respond to various risks and challenges, and realize the “Two Centenary Goals” and the Chinese dream of national renewal. If there were wavering beliefs, weak organization, lax discipline, and slack conduct within our Party, we would be neither able to respond to the tests brought about by our long-term governance, reform and opening up initiatives, the market economy, and the external environment, nor able to deal with the dangers of losing drive, incompetence, becoming out of touch with the people, and corruption. Were that the case, we would not only fail to achieve our goals, but end up with a tragic estrangement from the people. This is the fundamental reason why the Central Committee has reiterated that “our Party’s capacity to fulfill difficult tasks hinges on its own strength.”
党的十八大以来，我们把全面从严治党纳入“四个全面”战略布局，这是新的历史条件下我们党应对世情国情党情变化的必然选择。我们坚持问题导向，主要从以下几个方面推进全面从严治党。一是抓思想从严，坚持用马克思主义中国化最新成果武装头脑、凝心聚魂，用理想信念和党性教育固本培元、补钙壮骨，着力教育引导全党坚定理想、坚定信念，增强中国特色社会主义道路自信、理论自信、制度自信、文化自信。二是抓管党从严，坚持和落实党的领导，引导全党增强政治意识、大局意识、核心意识、看齐意识，着力落实管党治党责任，不断增强各级党组织管党治党意识和能力。三是抓执纪从严，坚持把纪律挺在前面，严明党的政治纪律和政治规矩，着力推动全党牢记“五个必须”、防止“七个有之”，保证全党团结统一、步调一致。四是抓治吏从严，坚持正确用人导向，深化干部人事制度改革，破解“四唯”难题，着力整治用人上的不正之风，优化选人用人环境。五是抓作风从严，坚持以上率下，锲而不舍、扭住不放，着力解决许多过去被认为解决不了的问题，推动党风政风不断好转。六是抓反腐从严，坚持以零容忍态度惩治腐败，“老虎”、“苍蝇”一起打，着力扎紧制度的笼子，特别是清除了周永康、薄熙来、郭伯雄、徐才厚、令计划等腐败分子，有效遏制腐败蔓延势头。
Since the 18th National Congress, we have incorporated comprehensively governing the Party with strict discipline into the “Four Comprehensives” strategy. This is an inevitable choice that our Party has made in response to developments globally, nationally, and within the Party under new circumstances. Adopting a problem-oriented approach, we have focused on the following aspects in comprehensively governing the Party with strict discipline. First, we have focused on strict ideological cultivation. We have continued to equip our Party members with the latest achievements of Chinese Marxism, so that they unite with one heart and one mind. We have used ideals, beliefs, and code of conduct of the Party to enhance their ideological foundation and strength, and guided them in reinforcing their ideals and beliefs, thus increasing their confidence in China’s socialist path, theories, system, and culture. Second, we have focused on the strict management of the Party. We have upheld the leadership of the Party, and guided the entire Party in enhancing political commitment, seeing the bigger picture, following the core leadership of the Party, and staying aligned with the Central Committee. We have also ensured that responsibilities in the management and governance of our Party are fulfilled, and made continued efforts to enhance the awareness and capacity of Party organizations at all levels in this regard. Third, we have focused on the strict enforcement of discipline. We have attached primary importance to discipline, strictly enforced the Party’s political discipline and political rules, and urged the entire Party to bear in mind the “five must-do’s” and prevent the “seven types of misconduct,” in an effort to safeguard the solidarity, unity, and coordination of the entire Party. Fourth, we have focused on the strict management of officials. We have adhered to sound criteria for official appointments, deepened the reform of the personnel management system for officials, refrained from selecting officials solely based on votes, examination scores, GDP growth rates, or age, and rectified undesirable tendencies in personnel appointment, thereby improving the environment for personnel selection and appointment. Fifth, we have focused on the strict management of conduct. We have urged senior officials to lead by example, and made tireless efforts to resolve problems that were once considered unresolvable, thereby improving Party and government conduct on a constant basis. Sixth, we have focused on strictly combating corruption. Maintaining a zero-tolerance stance on corruption, we have upheld the principle of not only caging the “tigers” but also swatting the “flies” by building a sturdier institutional cage. In particular, we have rooted out corrupt officials such as Zhou Yongkang, Bo Xilai, Guo Boxiong, Xu Caihou, and Ling Jihua, thus effectively curbing the spread of corruption.
经过几年努力，全面从严治党取得重要阶段性成果，党内正气在上升，党风在好转，社会风气在上扬。这些变化，是全面深刻的变化、影响深远的变化、鼓舞人心的变化，为党和国家事业发展积聚了强大正能量。这充分表明，党中央作出全面从严治党的战略抉择是完全正确的，是深得党心民心的。
Following several years of efforts, we have made important progress in comprehensively governing the Party with strict discipline, integrity and conduct within our Party are improving, and so is the atmosphere in society as a whole. These changes are comprehensive, profound, far-reaching, and encouraging, and they have provided an enormous positive boost for the cause of the Party and the country. This shows that the CPC Central Committee’s strategic decision to comprehensively govern the Party with strict discipline is in every way correct and has won the support of the Party and the people.
同时，我们也清醒认识到，我们党面临的执政环境是复杂的，党员队伍构成是复杂的，影响党的先进性、弱化党的纯洁性的因素也是复杂的，党内存在的一些深层次问题并没有得到根本解决，一些老问题反弹回潮的因素依然存在，还出现了一些新情况新问题。一些党员、干部对全面从严治党认识上不到位、思想上不适应、行动上不自觉。全党必须认识到，如果管党不力、治党不严，人民群众反映强烈的突出矛盾和问题得不到及时解决，我们党执政的基础就会动摇和瓦解；同样，如果我们让已经初步解决的问题反弹回潮、故态复发，那就会失信于民，我们党就会面临更大的危险。有问题并不可怕，可怕的是在问题面前束手无策，解决问题虎头蛇尾。正所谓“事辍者无功，耕怠者无获。”所以，全党 一定要保持战略定力，坚持严字当头、真管真严、敢管敢严、长管长严，把严的要求贯彻到管党治党全过程、落实到党的建设各方面。
At the same time, however, we are clearly aware of the complexity of our Party’s governing environment, its composition, and factors that may undermine its advanced nature and purity. Some deep-rooted problems in our Party have yet to be fundamentally resolved; some old problems may still recur; and new situations and new problems have been encountered. In addition, some Party members and officials have yet to fully understand the need to comprehensively govern the Party with strict discipline, to adapt their thinking to this effort, and to act more consciously in this regard. The entire Party must be aware that if we do not manage our Party effectively and govern it with the necessary stringency, and if problems within our Party that the public feel most strongly about go unsolved, the foundations of our Party’s governance will be shaken and disintegrated; likewise, if we allow for the recurrence of problems that are beginning to be resolved, we will lose the people’s trust, and our Party will face even greater dangers. There is no need to be fearful of problems; what is really fearful is helplessness in dealing with them and inadequate efforts to resolve them. As an old saying goes, “Those who give up halfway will meet with no success, and those who slacken their efforts will realize no gain.” Therefore, the entire Party must maintain strong strategic resolve, give top priority to strict discipline in a genuine, brave, and constant effort to manage the Party, and integrate the requirement of strict discipline into all aspects of Party-building.
当前，我国已进入全面建成小康社会决胜阶段，中华民族正处于走向伟大复兴的关键时期。改革进入深水区，经济发展进入新常态，各种矛盾叠加，风险隐患集聚。当今世界，国际力量对比发生新的变化，世界经济进入深度调整，我国发展面临的国际环境更加复杂严峻。我们前进的道路上有各种各样的“拦路虎”、“绊脚石”。在这样的国内外形势下，我们要赢得优势、赢得主动、赢得未来，就必须把党建设得更加坚强有力，使我们党能够团结带领人民有力应对重大挑战、抵御重大风险、克服重大阻力、解决重大矛盾。
At present, China is in the decisive phase of its push to build a moderately prosperous society in all respects, and the Chinese nation is at a critical juncture in its drive towards renewal. China has entered the deep end of reform and a new normal of economic development, with various problems overlapping and risks mounting. Due to new changes in the world balance of power and profound adjustments in the world economy, China is confronted with a more complex and daunting international environment than before, as well as various obstacles and pitfalls on the road ahead. Under such domestic and international circumstances, if we are to gain the upper hand, seize the initiative, and win the future, it is essential that we make the Party even stronger, enabling it to bring together the people in an effective effort to respond to major challenges, withstand major risks, overcome major obstacles, and address major problems.
全面从严治党，既需要全方位用劲，也需要重点发力。加强和规范党内政治生活、加强党内监督就是重点发力的抓手。严肃党内政治生活是全面从严治党的基础。党要管党，首先要从党内政治生活管起；从严治党，首先要从党内政治生活严起。党的执政地位，决定了党内监督在党和国家各种监督形式中是最基本的、第一位的。只有以党内监督带动其他监督、完善监督体系，才能为全面从严治党提供有力制度保障。全会通过的准则、条例内在统一、相辅相成，是推进全面从严治党的重要制度法规保障。
Our efforts to comprehensively govern the Party with strict discipline should be made in a thorough manner and yet with focuses. Emphasis should be placed on improving and regulating intraparty political activities and enhancing the Party’s internal oversight. Tightening intraparty political conduct constitutes the foundation for comprehensively governing the Party with strict discipline. To ensure that the Party supervises its own conduct and runs itself according to a strict code of conduct, we must begin by strictly regulating its internal political behaviors and activities. The CPC’s position of governance dictates that internal oversight plays the most fundamental and principal role among all forms of oversight by the Party and state. Only by using the Party’s internal oversight to promote other forms of oversight and improve the oversight system can we provide a strong institutional guarantee for comprehensively governing the Party with strict discipline. The Code and the Regulations adopted at this plenary session are inherently linked and mutually reinforcing, representing important institutional and legal guarantees for comprehensively governing the Party with strict discipline.
