秘书长先生：
Mr. Secretary General,
今年是联合国维和行动部署70周年。维和行动应时代需求而生，因时代发展而变。面对新形势和新挑战，古特雷斯秘书长提出“为维和而行动”倡议，很有意义。中方支持联合国维和行动共同承诺宣言，相信宣言有助于凝聚会员国政治意愿，共同推动维和行动更好发展。中方对加强和改进维和行动有五点意见：
Seven decades ago, responding to the call of the times, the United Nations (UN) began to deploy peacekeeping operations. Since then, UN peacekeeping has evolved with the times. In view of the latest developments and challenges, Secretary General António Guterres has launched Action for Peacekeeping (A4P), a commendable initiative. China supports the Declaration of Shared Commitments on UN Peacekeeping Operations in the hope that it will reinforce the political commitments of Member States to strengthen and improve UN peacekeeping. The key to more effective peacekeeping operations, in China’s view, lies in the following:
一要坚持联合国宪章这一根本遵循。主权平等、不干涉内政、和平解决争端等宪章规定的原则，当事方同意等维和行动基本原则应该始终遵循。
First, the UN Charter. It is the cornerstone of peacekeeping operations. The principles of sovereignty equality, non-intervention in domestic matters, and peaceful settlement of disputes are enshrined in the UN Charter. These principles, together with the need to secure the consent of the parties, must be adhered to at all times.
二要紧扣政治解决这一根本目标。通过政治手段解决争端，是联合国维和的核心要义。政治优先应贯彻到每项维和行动的各个环节。
Second, political solutions. The ultimate goal of UN peacekeeping is to facilitate the settlement of disputes by political means. The primacy of politics should be reflected in every aspect of the peacekeeping operations.
三要改进安理会授权这一行动总纲。维和行动授权要现实可行，精准施策，避免一味求全求大。会员国要及时向维和行动提供与授权相匹配的资源，同时也要监督和提髙使用效率。
Third, mandate by the Security Council. This is what the peacekeeping operations are based on and where improvements are called for. The mandate must be achievable and focused, as sweeping and unrealistic mandate would be counter-productive. Member States must provide peacekeeping operations with adequate resources in a timely fashion to match their mandate. Efforts must also be made to monitor and improve efficiency in the use of resources.
四要谋划建设和平这一后续衔接。维和行动要为当事国营造安全稳定的环境，帮助加强能力建设，为消除贫困、实现可持续发展和长治久安打下基础。
Fourth, peacebuilding. It is the natural next step of peacekeeping. While striving to bring security and stability, peacekeepers should also contribute to local capacity-building, thus laying the foundation for poverty alleviation, sustainable development and enduring peace in the host country.
五要筑牢伙伴关系这一坚实依托。当事国、出兵国、出资国要形成合力。非盟自主和平行动是非洲国家以非洲方式解决非洲问题的积极实践，中方支持联合国为其提供可持续、可预测的资金支持。
Fifth, strong partnership. This is what underpins the success of every peacekeeping operation. Greater synergy must be developed between host countries, troop- and police-contributors and financial contributors. The African Union’s independent peace mission is a laudable effort to seek African solutions to African issues. China supports the UN in providing sustained and predictable funding assistance to this effort.

Mr. Secretary General,
中国是联合国维和行动的坚定支持者和积极参与者。中国已累计派出3.7万人次军警官兵参与维和行动。在联合国维和行动中，已有21位中国军人和警察献出了他们的生命。
China is both a firm supporter and an active contributor to UN peacekeeping operations. To date, China has sent 37,000 military and police officers to UN peacekeeping operations. Twenty-one of them have made the ultimate sacrifice in their line of duty.
中国全面落实习近平主席2015年在联合国维和峰会上宣布的重大举措，8000人规模的维和待命部队及常备维和警队已组建完毕，等候任务。我们在非洲部署了首支直升机分队，为联合国及有关国家维和人员开展多项培训，并通过中国－联合国和平与发展基金资助了加强维和人员安全、非洲维和能力建设等多个项目，取得积极成果。
In 2015, President Xi Jinping announced important steps at the UN Peacekeeping Summit. They have now been turned into a reality. An 8,000-strong peacekeeping standby force and a standby peacekeeping police force have been set up and are ready to go. China has deployed its first helicopter squad to UN peacekeeping operations in Africa. China is providing training for UN and national peacekeepers. Through the China-UN Peace and Development Fund, China is financing programs aiming to strengthen peacekeepers’ safety and enhance the peacekeeping capacity of African countries. The results speak for themselves.
秘书长先生，联合国维和行动正站在新的起点。中国愿同所有爱好和平的国家携起手来，让维和行动的和平之光照亮世界每一个角落。
Mr. Secretary General,
UN peacekeeping is at a new starting point. China stands ready to work with all peace-loving nations to see that the light of peace shines upon every corner of the globe.
