The Universal Declaration of Human Rights embodies the eternal yearning of humanity for freedom, justice and dignity. It is not the product of a single culture or tradition but a common foundation for all individuals to lead fulfilled lives, and for all peoples and all nations to live in peace. Many of these rights underpin the promise of UNESCO’s constitution for “full and equal opportunities of education for all, in the unrestricted pursuit of objective knowledge and the free exchange of ideas”. Through education, the sciences, communication and culture, our mission is to instil peace and humanist values in the minds of men and women. This mission is as important now as when the Universal Declaration of Human Rights was endorsed by the international community, as the world rebuilt itself from the rubble and trauma of two devastating world wars.
这些人权当中的许多项权利，都为教科文组织《组织法》“人皆享有充分与平等受教育机会，不受限制地寻求客观真理以及自由交流思想与知识”的承诺奠定了基础。我们的使命是通过教育、科学、传播和文化，让和平及人文主义价值观根植在人的思想之中。在今天弘扬这一使命，与国际社会当年在世界经历两次毁灭性大战的摧毁和重创而复苏重建之时通过《世界人权宣言》，可谓同样重要。
Our work is expanding the right to educational opportunities to those who have been left behind, particularly women and girls. As the world is set to adopt two new Global Compacts upholding the rights of refugees and migrants, UNESCO is also expanding working to extend educational opportunities to these populations.
我们的行动，首先是要扩大那些掉队的人特别是妇女和女童的受教育权利。随着全世界将通过两项旨在维护难民和移民权利的全球契约，教科文组织也在努力增加这些人口的受教育机会。
We defend the right to freedom of expression, denouncing attacks on journalists and working to keep the internet a space for free dialogue. All people should enjoy the benefits of scientific progress and its application. The right to water and sanitation, and a clean ocean that protects livelihoods are of vital importance to human rights and are among our major priorities. UNESCO also protects and promotes fundamental cultural freedom, our shared heritage and contemporary forms of expression, which are the ultimate manifestations of our common humanity.
我们也要捍卫表达自由权利，谴责对记者的攻击，并努力使互联网成为自由对话的空间。所有人都应享有科学进步及其应用所带来的成果。享有水和卫生设施以及可以维持生计的清洁海洋的权利，是至关重要的人权，也是我们的重大优先事项。教科文组织也致力于保护和促进基本文化自由、人类共同遗产以及所有当代文化表现形式，这些都是我们共同人性的最高体现。
Unfortunately, once again in our time, human rights are under threat. Across the world, we see how easily they can be swept aside by dehumanising stereotypes and the rise of intolerant discourse. Conflict, violent extremism and natural disasters can cause chaos, undermining the rights of the most vulnerable in society. Emerging technologies, particularly artificial intelligence, also represent potential danger if not developed with full respect for human rights. We must remain ever vigilant that the progress made in the past 70 years is maintained, and UNESCO will continue to be the leading international laboratory of ideas to tackle these challenges.
不幸的是，在我们这个时代，人权再次受到威胁。在世界各地，我们都看到人权会轻而易举地受到失去人性的陈规俗见和泛滥成灾的不宽容言辞的冲击。冲突、暴力极端主义和自然灾害，可能会导致社会动荡，并且损害到社会中最弱势群体的权利。新兴技术，特别是人工智能，如果不是在充分尊重人权的情况下发展，也会带来潜在的危险。我们必须始终保持警惕，使过去七十年所取得的成果得到保护，使教科文组织继续成为应对这些挑战的主要的国际思想实验室。
Eleanor Roosevelt, one of the lead authors of the Universal Declaration of Human Rights, once said “you have not only the right to be an individual; you have an obligation to be one. You cannot make any useful contribution in life unless you do this”. On this important anniversary, let us each use this right to contribute to human rights for all.
《世界人权宣言》的主要作者之一埃莉诺·罗斯福曾说过，“我们不仅有做人的权利，也有做人的义务。只有这样，才能在生活中有所建树。”在这个重要的纪念日，让我们每个人都行使这项权利，从而为所有人的人权作出贡献。
