很高兴出席中非合作论坛北京峰会成果落实协调人会议开幕式，同非洲的各位老朋友、好朋友们再次在北京相聚。
It gives me great pleasure to attend the opening ceremony of the Coordinators’ Meeting on the Implementation of the Follow-up Actions of the Beijing Summit of the Forum on China-Africa Cooperation. It is such a delight to once again meet with so many old and good friends from Africa who have come all the way to Beijing for this event.

On the occasion of the opening of the Coordinators’ Meeting on the Implementation of the Follow-up Actions of the FOCAC Beijing Summit, I would like to extend warm congratulations and brotherly greetings to leaders of the African members of FOCAC and the African Union (AU).
去年9月，中非合作论坛北京峰会成功举行，在中非关系史上具有里程碑意义。中非领导人一致决定推动中非共建“一带一路”同非洲联盟《2063年议程》、非洲各国发展战略深入对接，携手构建责任共担、合作共赢、幸福共享、文化共兴、安全共筑、和谐共生的中非命运共同体，共同实施中非合作“八大行动”，为中非关系向更高水平发展绘制了新的蓝图。我高兴地看到，中非双方同心协力，积极推进峰会成果落实工作，形成一批可喜的早期收获，给中非人民带来实实在在的好处。
The FOCAC Beijing Summit successfully held last September stands as a milestone in the history of China-Africa relations. Chinese and African leaders agreed, at the Summit, to synergize their Belt and Road cooperation with the AU’s Agenda 2063 and the development strategies of individual African countries, to build a China-Africa community with a shared future that features joint responsibility, win-win cooperation, happiness for all, common cultural prosperity, common security, and harmonious co-existence, and to jointly deliver on the eight major initiatives for China-Africa cooperation, thus drawing up a new blueprint for taking China-Africa relations to greater heights. I am delighted to see that our two sides have been working together actively to follow through on the outcomes of the Summit, and have produced a number of satisfying “early harvests” that have brought tangible benefits to the Chinese and African people.
当今世界面临百年未有之大变局，发展中国家整体性崛起势头强劲。中非双方携手合作、共同发展，将为壮大发展中国家力量、建设新型国际关系和构建人类命运共同体作出重要贡献。希望中非双方以此次协调人会议为新的契机，秉持共商共建共享原则，加强沟通对接，深化团结合作，扎实推进论坛北京峰会成果落实和中非共建“一带一路”，不断增进中非26亿人民福祉，为构建更加紧密的中非命运共同体而不懈努力。
The world today is marked by changes unseen in a century and the collective rise of developing countries. Cooperation between China and Africa and our shared development will contribute significantly to building the strength of developing countries and to fostering a new type of international relations and a community with a shared future for mankind. I hope our two sides, guided by the principle of extensive consultation, joint contribution and shared benefits, will seize this Coordinators’ Meeting as a new opportunity to increase communication and synergy, deepen unity and cooperation, and strive for concrete progress in the implementation of the follow-up actions of the Beijing Summit and in Belt and Road cooperation, thus enhancing the wellbeing of the 2.6 billion Chinese and African people, and contributing to an even stronger China-Africa community with a shared future.

This congratulatory message from President Xi speaks volumes about the profound friendship cherished by President Xi toward countries and peoples in Africa, and demonstrates the Chinese government’s strong desire to take forward its friendship and cooperation with Africa. This message clearly spelt out what we should achieve at the meeting, and pointed the way forward for both sides to promote the long-term development of China-Africa relations.

去年9月，在我们双方共同努力下，中非合作论坛北京峰会取得巨大成功，中非全面战略合作伙伴关系迈入新时代。站在新的历史起点上，全面落实论坛北京峰会各项成果，建设更加紧密的中非命运共同体，是26亿中非人民的共同期盼，也是中非双方肩负的光荣使命。
Thanks to our joint efforts, the FOCAC Beijing Summit held last September was a great success, ushering the China-Africa relationship into a new era of comprehensive strategic partnership. At this new historical starting point, we must follow up on the summit outcomes across the board and work toward a stronger China-Africa community with a shared future. This is what the 2.6 billion Chinese and African people aspire for; it is a lofty mission that we, China and Africa, must fulfill together.
北京峰会结束以来，中非交往与合作掀起了新的热潮，峰会成果的落实工作已经全面铺开。高层交往更加密切，中方17位党和国家领导人访问了非洲25国和非盟总部。政治互信不断加强，治国理政经验交流日趋深入，在国际事务中的沟通协作更为紧密。共建“一带一路”加速推进，已有40个非洲国家和非盟委员会同中方签署“一带一路”合作文件。实施和平安全行动对话会成功举行，中国非洲研究院正式成立，合作推进“八大行动”开局良好。双方结合自身能力和非洲实际需求制订了国别落实方案，将在未来三年实施总共880多个合作项目。中方援款或优惠贷款支持的重大合作项目稳健起步，双方贸易额去年再次突破2000亿美元，中国连续10年成为非洲第一大贸易伙伴。总体看，峰会成果落实呈现出“早见效、高标准、惠民生”等可喜态势，赢得了非洲国家的普遍欢迎。
Last year’s successful summit has given rise to a new boom in China-Africa exchanges and cooperation. The implementation of the summit outcomes is in full swing. High-level engagement has never been closer, with 17 state and party leaders from the Chinese side visiting 25 African countries and the AU Headquarters. We now enjoy enhanced mutual political trust, deepened exchanges on governance and closer communication and coordination on international affairs. Collaboration on the Belt and Road Initiative is gathering pace, with cooperation documents signed between China and 40 African countries and the AU Commission. The Dialogue on the Implementation of China-Africa Peace and Security Initiative was held and the China-Africa Institute inaugurated.
The implementation of the eight major initiatives for China-Africa cooperation is off to a good start. In light of our respective capabilities and Africa’s practical needs, we have jointly formulated country-specific lists, according to which more than 880 projects will be carried out in the coming three years. Major projects supported by grants or concessional loans from China are making steady progress. Last year, two-way trade again exceeded US$200 billion, making China Africa’s largest trading partner for the tenth straight year.
It is heartening to see that the follow-up actions have produced early and high-quality results overall, and made a visible difference for the livelihood of local communities. As such, they have been widely welcomed by African countries.
非洲的各位兄弟姐妹，
African Brothers and Sisters,
当今世界正处于百年未有之大变局。其中最具代表性的变化就是中国、非洲等一大批发展中国家相继迈入快速发展的历史进程。今年是中华人民共和国成立70周年。70年来，中国共产党经过艰苦探索，成功走出了一条中国特色社会主义道路，取得了举世瞩目的发展成就。在习近平新时代中国特色社会主义思想指引下，中国将不忘初心，为实现中华民族伟大复兴继续砥砺前行。我们将坚持和平发展，坚持深化改革，坚持扩大开放，坚持共建“一带一路”沿着高质量发展方向迈进，坚持构建新型国际关系和人类命运共同体。我要告诉非洲朋友的是，不管今后国际风云如何变幻，中国都将秉持习近平主席提出的真实亲诚理念和正确义利观，坚定不移地同非洲和广大发展中国家站在一起，坚定不移地维护非洲和发展中国家的共同利益。
We live at a time when changes unseen in a century are taking place. One of the defining changes has been the fact that a large number of developing countries, including China and African countries, have entered the historical phase of fast development. This year marks the 70th anniversary of the founding of the People’s Republic of China. The Communist Party of China, after seven decades of arduous struggle, has successfully embarked on a path of socialism with Chinese characteristics and achieved enormous national development. Today, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we in China will stay committed to our original aspirations, and continue to strive for the great rejuvenation of the Chinese nation. In doing so, we will keep to the path of peaceful development, deepen reforms, expand opening-up and pursue high-quality Belt and Road cooperation with a view to promoting a new type of international relations and a community with a shared future for mankind.
I wish to underscore here to our African friends that no matter how the international situation evolves, we in China will continue to follow the principles advocated by President Xi, namely the principle of sincerity, real results, amity and good faith and that of pursuing the greater good and shared interests. We will stand unswervingly with Africa and other developing countries to safeguard the common interests of African and other developing countries.
中国和非洲始终是休戚与共的命运共同体，我们有着相似的历史遭遇，共同的奋斗历程，一致的发展任务，在争取民族解放、实现政治独立的进程中并肩战斗，在开展国家建设、实现自主发展的道路上携手同行，在促进世界多极化、推动国际关系民主化的奋斗中志同道合。因此，中非合作是兄弟之间的相互理解，是朋友之间的相互支持，是当今世界南南合作的先驱和典范。中国始终重视非洲、尊重非洲、支持非洲，从不在非洲谋求地缘政治私利，从不把自己的意志强加于人，已经走出了一条与传统大国截然不同的对非合作之路。
China and Africa have always been a community with a shared future. We share similar sufferings and struggle in our histories, and are faced with the same tasks of development. We fought together for national liberation and political independence. We joined hands in developing our countries and achieving independent development. We cherish the same vision for a multipolar world and greater democracy in international relations. China-Africa cooperation is a manifestation of mutual understanding between brothers and mutual support between friends, and sets a fine example as a pioneer of South-South cooperation. China values its relations with Africa; it respects and supports Africa. China never goes after selfish geo-political gains in Africa, and never imposes its own will on others. China’s approach to cooperation with Africa has been entirely different from that of traditional powers.
一段时间以来，一些外部势力对中非合作恶意中伤和破坏阻挠，编造所谓“新殖民主义”、“债务陷阱”，这些不实之词完全与事实不符，完全不被非洲人民接受。究其根本是不尊重非洲，也不了解中国，更不懂得中非之间历经风云考验的真正友情。事实胜于雄辩，公道自在人心。中非合作好不好，只有中非人民最有发言权。
For some time, however, some outside forces have attempted to vilify and undermine China-Africa cooperation by fabricating the so-called “neo-colonialism” and “debt trap”. This is totally groundless, and has been utterly rejected by the African people. Such attempts expose a total lack of respect for Africa, lack of understanding about China, and absence of knowledge about the time-tested, genuine friendship between China and Africa. We believe that facts speak louder than words, and justice lies in everyone’s heart. It is the Chinese and African peoples that are in the best position to tell whether China-Africa cooperation is beneficial.
