问：G20杭州峰会已经闭幕。你对此次峰会有何评价？

 

Q: How do you comment on the G20 Hangzhou Summit which has already concluded?

 

答：这几天，世界聚焦中国杭州。国内外媒体高度关注G20杭州峰会，作了充分积极报道。

 

A: The past few days have seen the world attention fixed on Hangzhou, China and extensive media coverage from home and abroad on this Summit.

 

此次峰会恰逢世界经济增长和二十国集团转型的关键节点，受到国际社会广泛关注，也承载了各方高度期待。中方不负众望，推动各方围绕构建创新、活力、联动、包容的世界经济的峰会主题，共商世界经济增长与合作大计，达成许多重要共识。正如习近平主席昨天指出的，各方决心为世界经济指明方向，规划路径；决心创新增长方式，为世界经济注入新动力；决心完善全球经济金融治理，提高世界经济抗风险能力；决心重振国际贸易和投资这两大引擎，构建开放型世界经济；决心推动包容和联动式发展，让二十国集团合作成果惠及全球。

 

This Summit, which was held when the world economic growth and the transformation of the G20 reached a crucial juncture, was closely followed by the international community. We can see that all parties have pinned their high hopes on it. China met these expectations by organizing all parties to discuss world economic growth and cooperation under the theme of fostering an innovative, invigorated, interconnected and inclusive world economy. Their discussions led to an array of important consensus. As President Xi Jinping said, all parties are determined to find the direction and chart the course for the world economy, to break a new path of growth and breathe new life to the world economy, to improve global economic and financial governance and enhance the resilience of world economy against risks, to revive the two engines of international trade and investment and build an open world economy, and to promote inclusive and interconnected development so that the benefits of G20 cooperation can reach every corner of the world.

 

会议通过了《二十国集团领导人杭州峰会公报》，进一步明确了G20合作的发展方向、目标、举措，就推动世界经济增长达成“杭州共识”。会议通过《二十国集团创新增长蓝图》，决心从根本上寻找世界经济持续健康增长之道，全面提升世界经济中长期增长潜力。会议制定了《二十国集团全球贸易增长战略》和全球首个多边投资规则框架《二十国集团全球投资指导原则》，继续支持多边贸易体系，重申反对保护主义承诺。特别是此次峰会第一次把发展问题置于全球宏观政策框架突出位置，第一次就落实联合国2030年可持续发展议程制定行动计划，同意在落实气候变化《巴黎协定》方面发挥表率作用并推动协定尽早生效。这些行动计划和务实成果将为发展中国家人民带来实实在在的好处，为全人类共同发展贡献力量。此次峰会取得了丰硕成果，实现了预期目标。与会各国领导人、国际组织负责人及国际社会各界都对中国成功主办G20杭州峰会给予了高度评价。

 

The Hangzhou Summit reached the G20 Leaders’ Communiqué which further clarified the direction, goals and measures of G20 cooperation and adopted the Hangzhou Consensus to propel world economic growth. The G20 Blueprint on Innovative Growth was endorsed, showcasing determination to seek a fundamental path for sustained and sound world economic growth and enhance the potential for medium and long-term growth of the world economy in an all-round way. The Summit also formulated the G20 Strategy for Global Trade Growth and the G20 Guiding Principles for Global Investment Policymaking, the latter being the first-ever framework rules for multilateral investment worldwide, reaffirming its commitment to multilateral trade regime and opposition against protectionism. For the first time, this Summit placed development issues on a prominent position within the global macro-policy framework, formulated action plan on implementing the UN 2030 Agenda for Sustainable Development, pledged to play an exemplary role in implementing the Paris Agreement and ensure its early entry into force. These action plans and practical results will deliver tangible benefits to people in developing countries and contribute to the common development of all mankind. Such substantial achievements meant that the Summit successfully fulfilled its pre-set targets. Leaders of all the participating countries and leading officials of international organizations applauded China for the successful hosting of the G20 Hangzhou Summit.

 

中方作为东道国，为成功主办G20杭州峰会作出了大量努力和重要贡献。同时，G20杭州峰会的成功也离不开二十国集团成员、嘉宾国、国际组织以及有关各界的支持和配合。昨天习主席会见中外记者时对各方为杭州峰会成功给予的支持和作出的贡献表示了感谢。中方将与各方继续共同努力，积极落实和推进峰会各项成果，共同促进世界经济强劲、可持续、平衡、包容增长。正如习主席指出的，我们相信，杭州峰会将成为一个崭新的起点，让二十国集团从杭州再出发。

 

As the hosting country, China spent great time and effort on making this summit a successful one. The Hangzhou Summit also owes its success to the support and collaboration given by G20 members, guest countries, international organizations and all related circles. President Xi Jinping expressed his heartfelt thanks when meeting the press yesterday. China will continue to work with all parties, follow through with all the outcomes, and jointly promote a strong, sustainable, balanced and inclusive growth of the world economy. We believe that the Hangzhou Summit will be a new starting point for the G20 to start afresh.

 

问：菲律宾总统杜特尔特昨日对美国总统出言不逊，致使美方取消了美菲领导人在老挝的双边会晤。中国也有意与菲进行对话，但在菲总统发表上述言论之后，中方是否仍然愿意与他对话？

 

Q: Philippine President Rodrigo Duterte made some inappropriate remarks about US President Barack Obama yesterday, leading to the US canceling of the two leaders’ meeting in Laos. China also intends to have dialogues with President Duterte. After hearing these remarks, is China still willing to talk to him?

 

答：我看到了有关报道，注意到今天杜特尔特总统发言人就此做出了声明。

A: We have noted relevant reports as well as the statement made by President Duterte’s Spokesperson today.

 

菲律宾是中国长期的邻居，改善和发展中菲关系符合中菲两国人民的共同愿望，也符合两国的共同利益。我们愿意与菲方共同努力，重建互信，推动中菲关系改善发展。

 

The Philippines is China’s neighbor. It is the common aspiration of the two sides to improve and develop bilateral ties, and it also suits our common interests. We would like to work with the Philippines to rebuild mutual trust and improve bilateral relations.

 

问：你能否提供秘鲁总统库琴斯基访华的更多信息？

 

Q: Can you give us more information on Peruvian President Kuczynski’s visit to China?

 

答：昨天我们发布了有关消息。应习近平主席邀请，秘鲁总统库琴斯基将于9月12日至16日对中国进行国事访问。访华期间，习近平主席将同他举行会谈，共同出席合作文件签字仪式。李克强总理和张德江委员长将分别同其会见。除北京外，库琴斯基总统一行还将访问上海。

 

A: We have announced that at the invitation of President Xi Jinping, President Pedro Pablo Kuczynski Godard of the Republic of Peru will pay a state visit to China from September 12 to 16. During President Kuczynski’s visit, President Xi Jinping will join him for talks and the signing of cooperation documents. Premier Li Keqiang and Chairman Zhang Dejiang will also meet with him respectively. Apart from Beijing, President Kuczynski’s visit will also bring him to Shanghai.

 

访问期间，双方将就中秘关系未来发展、各领域务实合作及其他共同关心的问题交换意见。秘鲁是最早同新中国建交的拉美国家之一，近年来中秘两国关系全面快速发展，2013年两国将双边关系提升为全面战略伙伴关系。今年是中秘建交45周年。中方重视发展中秘关系，期待通过此访进一步增进两国政治互信，深化务实合作，促进传统友好，推动中秘全面战略伙伴关系持续深入发展。

 

The two sides will exchange views on the development of China-Peru relationship, practical cooperation in various fields and other issues of common interest. Peru is among the first group of Latin American countries who established diplomatic ties with the new China. In recent year, bilateral relations have been developing rapidly in an all-round way. In 2013, the bilateral relationship was elevated to the comprehensive strategic partnership. This year marks the 45th anniversary of the establishment of diplomatic ties between China and Peru. China always values its relationship with Peru, and looks forward to enhancing political mutual trust, promoting practical cooperation, fortifying traditional friendship, and striving for the continuous and in-depth growth of China-Peru comprehensive strategic partnership through this visit.

 

问：中国驻吉尔吉斯斯坦使馆遭遇汽车炸弹袭击已经过去一周了。目前调查进展如何？能否提供更多信息？

 

Q: A week has passed since the car bomb attack in the Chinese Embassy in Kyrgyzstan. How is the investigation going? Do you have any new information?

 

答：目前，对于中国驻吉尔吉斯斯坦使馆遭恐怖袭击事件的调查仍在进行之中。我们将与吉方共同努力，尽快彻查事件真相。

 

A: The investigation is underway. We will work with the Kyrgyz side to discover the truth as soon as possible.

 

追问：是否有任何恐怖组织宣称对此负责？

 

Follow-up: Has any terrorist organization claimed responsibility?

 

答：我没有这方面的信息。有关调查正在进行当中。如果有进展，我们将及时公布。

 

A: I have nothing to offer on that. We are still investigating this case, and we will let you know if there is anything new.

 

问：香港第六届立法会选举的最终结果已经出炉，有消息称有6名支持香港“独立”或享有更大自治权的候选人当选。中央政府是否会邀请他们到内地对话？

 

Q: The final result of the 6th Hong Kong Legislative Council election was out. Six candidates that call either for “independence” or greater autonomy for Hong Kong were elected. Will the Central Government invite them over for talks?

 

答：关于香港特别行政区第六届立法会选举，昨天国务院港澳事务办公室发言人已就此发表了谈话，请你查阅。

 

A: The Spokesperson of the Hong Kong and Macao Affairs Office of the State Council has already issued a statement on this election. I would refer you to his remarks.

 

问：据报道，阿富汗国防部发言人5日称，喀布尔国防部大楼遭到两起自杀式炸弹袭击，造成包括阿高级安全官员在内的上百人死伤。中方对此有何评论？

 

Q: Afghan Defense Ministry Spokesperson said on September 5 that the Taliban carried out two suicide bombings near the Defense Ministry building in Kabul, killing and injuring over a hundred including senior Afghan security officials. What is your comment?

 

答：我们注意到有关报道，对袭击事件予以谴责。中方一贯反对一切形式的恐怖主义，对遇难者表示哀悼，对遇难者家属和受伤人员表示慰问。

 

A: We have noted relevant reports and condemn such attacks. China opposes all forms of terrorism. We want to express our condolences to the victims and sympathies to the injured and the bereaved families.

 

中方认为只有推进“阿人主导、阿人所有”的阿富汗和解进程，才是解决阿富汗问题的最终出路。作为阿的友好邻邦，中方衷心希望阿早日实现和平、稳定与发展。

 

China believes that an Afghan reconciliation process led and owned by the Afghan people represents the only way out of the Afghan issue. As a friendly neighbor of Afghanistan, China sincerely hopes that Afghanistan can achieve peace, stability and development at an early date.
